Licensing and plan review

  • Restricted-service licensees and learners may install manufactured home community and campground or RV park water supply and drain systems, and the connection from the sewer or water service to the home manufacturer's connection (SPS 305.90 (1) (b) 1.).

Connections at the home (SPS 382.51 (3))

  • Frost sleeves on water, sanitary and storm risers extend to within 6 inches of the top of the buried horizontal pipe, or at least 6 inches below predicted frost depth. They end at least 2 inches above grade and are made of building drain or sewer material.
  • Terminations: water at least 6 inches above grade; sanitary and storm at least 4 inches above grade and not higher than the water termination.
  • All connections are capped or plugged when no home is connected.

Worked example. A new manufactured home pad: the water riser ends 8 inches above grade, the sanitary riser 6 inches and the storm riser 5 inches. Water is at least 6, the drains at least 4, and neither drain is higher than the water, so all comply. If the sanitary riser were cut at 10 inches, it would be higher than the water riser and would fail.

Campgrounds and RV parks (SPS 382.37 (3))

Sanitary drain systems

  1. Each RV drain line discharges to a campsite receptor of at least 4 inches through an indirect waste pipe.
  2. One receptor serves no more than 4 RVs. If 2 or more drain lines share a receptor, install an increaser in the vertical standpipe.
  3. Receptor rim at least 4 inches above grade, and not higher than the site's water supply termination.
  4. No vent is required for the campsite receptor trap, which may sit below frost depth (SPS 382.32 (4) (b) 1. d.). Campsite receptors are 6 dfu with a 4-inch trap.
  5. Cap receptors when not in use.
  6. Use building sewer materials. Add a cleanout upstream of where more than one receptor joins a single drain.
  7. Provide tracer wire or GPS, and test as a building sewer.
  8. Pitch per Table 382.30-3 (SPS 382.30 (5) (d)).

Water supply systems

  1. An accessible control valve at the most upstream point, downstream of the municipal meter or pressure tank.
  2. Individual backflow protection at each campsite hose connection. Hose connection vacuum breakers may be used under continuous pressure only at campgrounds and marinas (SPS 382.41 (4) (c)).
  3. Campsite water risers end at least 18 inches above grade.
  4. Site water may serve only that campsite.
  5. A camping unit may be plumbed directly if its fixtures meet chs. SPS 382 and 384, or connected by NSF/ANSI 51 or 61 hose with individual backflow protection.
  6. Campsite hose connections need at least 15 psig flow pressure.
  7. Design for flushing at 3 ft/s, test as water services, and provide a locating method.

Water-carried composting systems (SPS 382.37 (1))

Composting toilets that use water or another liquid to carry waste meet NSF 41, are listed, and are continuously ventilated, with vents terminating like plumbing vents. End product disposal follows 40 CFR Part 503. Liquids go to a public sewer or a POWTS, and the potable supply connection is protected under SPS 382.41. Dry composting toilets fall under ch. SPS 391 instead.
