9.1 Surfacing Standards & Guidelines

Domain 2A of the National Recreation and Park Association (NRPA) Certified Playground Safety Inspector (CPSI) blueprint asks a document question, not a depth-gauge question. Before you argue about inches of engineered wood fiber or a poured-in-place patch, you must know which paper answers which question. Mixing those papers is the classic surfacing error: treating a handbook list as a laboratory drop test, treating a factory label as an installed site, or applying protective-surfacing rules to a sandbox where the child's feet never leave the ground.

The U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325, July 2025 edition, §2.4 opens with the reason this domain exists. Shock-absorbing, protective surfacing is recommended under and around all elevated playground equipment for which a child is unable to maintain contact with the ground during play. It is one of the most important factors in reducing the likelihood of life-threatening head injuries from falls. A fall onto a shock-absorbing surface is less likely to cause a severe head injury than a fall onto a hard surface. Moderate injuries can still occur no matter what material is used. The handbook is guidance, not a federal statute, but it is the inspector-facing narrative you will be tested on, and many jurisdictions and insurers incorporate it.

ASTM F1292 is the laboratory specification. The most widely used method drops an instrumented metal headform onto a sample and records the acceleration/time pulse. That laboratory work produces the critical-height rating manufacturers and installers must supply. ASTM F3313 is the companion field method. CPSC §2.4 is explicit: installed playground surfacing should be tested to F3313 to confirm field performance. A beautiful F1292 report for a 12-inch sample in a laboratory is not proof that the 6-inch, kick-out, rain-compacted surface under today's slide still attenuates.

ASTM F2223 orients you. It does not replace F1292 or F3313. ASTM F2075 and ASTM F3012 specify particular loose-fill products — engineered wood fiber and loose-fill rubber — so that "playground mulch" is not a landscaping leftover. ASTM F2479 guides poured-in-place work. ASTM F1951 answers a civil-rights accessibility question: can a wheelchair user propel across that surface? Impact attenuation and accessibility are both required conversations. One report does not satisfy the other. Domain 2B drills that trap; Domain 2A only requires you to put F1951 in the right column.

CPSC §2.4 — appropriate, inappropriate, and out of scope

Handbook 325 defines protective surfacing as shock-absorbing (impact-attenuating) material in the use zone that conforms to the recommendations in §2.4. Elevated playground equipment should never be installed without protective surfacing of some type. Two families are available for public playgrounds: unitary materials and loose-fill materials.

CPSC's appropriate list is short and test-driven:

  • Any material impact-tested to ASTM F1292, including unitary surfaces, engineered wood fiber complying with ASTM F2075, and loose-fill rubber mulch complying with ASTM F3012
  • Materials not typically impact-tested before sale, but that may be used if they are impact-tested before and/or after installation: pea gravel, sand, wood mulch (not chromated copper arsenate (CCA)-treated), and wood chips

CPSC's inappropriate list is equally short and non-negotiable on the exam:

  • Asphalt
  • Concrete
  • Dirt
  • Grass
  • CCA-treated wood mulch
  • Carpet, mats, or other surfaces not impact-tested to ASTM F1292

Concrete, asphalt, or other hard surfaces should never sit directly under playground equipment. Grass and dirt are not protective surfacing because wear and environmental factors reduce whatever shock-absorbing value they once had. Carpeting and mats are not appropriate unless they are impact-tested to and comply with F1292. CCA-treated wood should not be used as playground mulch; mulch whose CCA content is unknown should be avoided.

Loose-fill caution and ground-level equipment

Loose-fill surfacing materials should be avoided for playgrounds intended for toddlers or for children who frequently place objects in their mouths. CPSC §2.4.2 states that rule in one sentence. Untested rubber mulch made from recycled tires and untested engineered wood fiber made from recycled wood may contain hazardous metals or other substances of concern. Rubber mulch should be used only if it meets F3012. Engineered wood fiber should be used only if it meets F2075. That is a product-specification duty on top of the F1292 impact duty.

Section 2.4.1 carves out equipment that is not covered by protective-surfacing recommendations. The recommendations do not apply to equipment that requires a child to be standing or sitting at ground level. Examples are:

  1. Sandboxes
  2. Activity walls at ground level
  3. Playhouses
  4. Any other equipment children use when their feet remain in contact with the ground surface

A 6-foot slide is not a sandbox. A to-fro swing is not a playhouse. Do not use the ground-level exception to waive surfacing under elevated designated play surfaces. The exception is about equipment used with the feet on the ground, not about "the kids are only two years old" or "the climber is over grass."

When you open a site file, name the layer first: laboratory performance (F1292), field performance (F3313), product specification (F2075 or F3012), poured-in-place process (F2479 plus the manufacturer), accessibility (F1951 plus the 2010 ADA Standards), and owner guidance (CPSC 325 §2.4). Then decide whether the equipment is even inside the protective-surfacing recommendation. Domain 2B turns F1292 into G-max, Head Injury Criterion (HIC), and critical height.
