Domain 3A is why the National Recreation and Park Association (NRPA) Table of Dimensions exists as a table and not as a single number. ASTM International F1487-21, ASTM F2373, and the U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325 (July 2025) do not guess at "a typical kid." They size openings, platforms, grips, and barriers to anthropometrics: the 5th-to-95th percentile heads, torsos, and fingers of the intended user group. A gauge is a frozen child. If you do not know which child, you will apply the wrong probe.

Why the 5th-to-95th band is the whole method

Entrapment logic is a percentile sandwich. The small torso probe (3.5 inches by 6.2 inches) represents a small preschool torso — toward the 5th percentile of the younger public-use user. The 9-inch head probe represents a large child's head — toward the 95th percentile. The forbidden window is the opening that admits the small torso and then refuses the large head. Finger probes work the same way: a small-finger probe asks whether a 5th-percentile finger can enter; a larger probe asks whether that finger can withdraw or whether the opening is a crush or shear. Domain 1J and Domain 1K taught the tools. Domain 3A teaches why those dimensions are the tools.

You will not measure the child who happens to be on the deck at 2 p.m. You measure the opening against the published percentile body. That is the opposite of "this 10-year-old fit through, so it is fine" and the opposite of "no one that small uses this park." The standard protects the range, not the afternoon sample. The same logic drives grip diameters, stair rises, and barrier heights: they are written for the small hand, the short reach, and the large head that the designer will never meet in person.

Three developmental bands, one overlap

CPSC and the two equipment specifications divide childhood into bands that match strength, judgment, and body size.

Age 5 is an intentional overlap, not a drafting error. Some five-year-olds still belong on a preschool composite. Others are already on the school-age structure. Designers may place a five-year-old on either side; inspectors apply the posted age group (Domain 3B). Developmentally, a just-turned-five may still have preschool reach and preschool judgment while a late-five has school-age speed. Do not treat the overlap as a license to average the two tables.

Toddlers: F2373, mouths, and 32 inches

Toddlers are not small preschoolers. They are emerging walkers. Balance is new. Grip strength is low. Almost everything interesting goes in the mouth. CPSC §2.4.2 therefore tells owners to avoid loose-fill that is mouthable on toddler playgrounds — sand, gravel, and untested rubber or fiber that can be swallowed or that may carry metals. Product-clean ASTM F2075 engineered wood fiber and ASTM F3012 rubber mulch are still a poor match for a child who grazes the surface.

CPSC keeps toddler platforms at or under 32 inches. That is the same 32-inch toddler climber fall-height cap you met on composite climbers. A 48-inch deck with a preschool barrier is not a toddler event with extra rail. The child's center of gravity, stair rise, and ability to recover a misstep all assume a low world. F2373 exists because F1487's 2–5 numbers are already too aggressive for a 14-month-old.

Limited strength also changes entanglement and protrusion judgment. A toddler cannot pull a hood off a bolt the way a 10-year-old can. A toddler cannot chin-up out of a partial entrapment. Domain 3A is the reason toddler equipment is shorter, simpler, and cleaner of small-part and mouthing hazards.

Preschoolers: perception, reach, and the one-way opening

Children 2 through 5 climb toward equipment they cannot yet judge. Risk perception is poor. They copy older siblings. Their reach is shorter, so a handhold that is obvious to you is not obvious to them. They need more supervision, and CPSC layout later asks for sight lines for that reason.

The entrapment teaching point is reversal. A preschooler who goes head-first into a bounded opening often cannot reverse the motion. Hips and torso follow. If the head then will not pass, the child is stuck with the airway at the opening. That is exactly why the torso-then-head probe sequence exists, and why preschool barrier triggers arrive at 30 inches rather than at the school-age 48 inches. You are not being conservative. You are matching a body that will not self-rescue.

School-age children: speed, height, and experimentation

Children 5 through 12 run, jump, and invent games the designer never drew. They have the speed to leave a use zone and the height to go over a rail that would have stopped a three-year-old. CPSC therefore raises the barrier trigger to 48 inches and allows more challenging climbers, overhead events, and sliding poles on the school-age side. Experimentation is expected. A guardrail that only stops an inadvertent fall is the wrong control on a high school-age deck because this user will choose to go through a 10-inch opening.

Greater mass and speed also raise fall energy. Surfacing critical height and use-zone geometry already absorbed that fact. Domain 3A adds the behavioral half: school-age children will test the equipment. Design should give them a graduated challenge they can see, not a hidden trap.

Graduated challenge, helmets, and drawstrings

A well-designed playground lets children perceive and choose challenges. The child who can see that the climber is steep can opt in. The child who cannot see a head-entrapment opening cannot opt out. Domain 3A is the difference between a challenge (visible, chosen, matched to skill) and a hazard (hidden, unchosen, unmatched to the body). NRPA teaching and CPSC layout both prefer the first.

Two clothing patterns override "the child should have been more careful":

  • Helmets on playgrounds. Bicycle or sport helmets add bulk to the head and straps to the neck. On playground equipment they create extra entrapment and entanglement hazards — a helmeted head that will not pass an opening a bare head would clear, or a strap that catches a protrusion or a gap. CPSC does not want helmets worn on the playground.
  • Drawstrings and hoods. Toggle cords, jacket drawstrings, and hoods are a documented toddler–preschool strangulation pattern, especially at the top of slides and on climbing components. The clothing catches; the child keeps moving; the cord tightens. This is an entanglement and projection issue with a developmental address: the children who wear the hoods are the children who cannot free themselves.

Domain 3A compressed into an inspection sentence: name the percentile body, name the band (toddler, preschool, or school-age), then ask whether the equipment's challenge is visible and chosen. Domain 3B turns those bands into posted age groups and into events that do not belong on the younger bay.
