7.3 Climbers & Upper-Body Equipment

Domain 1O for climbers is the chapter in which a child is supposed to use hands. The U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325 (July 2025) §5.3.2 lists arch climbers, dome climbers, climbing walls, flexible (chain or net) climbers, parallel bars, sliding poles, spiral climbers, and upper-body devices (horizontal overhead ladders, overhead rings, track rides). Track-ride performance belongs in Chapter 8; everything else in that list is this section. ASTM International F1487-21 and the NRPA Table of Dimensions (Rev 1/2024) give the grip, net, pole, and 3-D-net numbers on the exam sheet.

Four- and five-year-olds are just beginning to use flexible climbers, arch climbers, and overhead devices. Toddlers and most 3-year-olds do not yet have the balance, coordination, or grip strength. Age-inappropriate hardware is a layout finding, not a “kids will grow into it” note.

Fall height, use zone, and the 18-inch interior bar

CPSC §5.3.2.1.2 is the fall-height sentence the exam loves to rewrite.

  • Stand-alone climber: fall height is the distance from the highest part of the climbing component to the protective surfacing.
  • Climber on a composite: fall height is the distance from the highest part intended for foot support to the surfacing. If some other component on that composite is taller, §5.3.9 says you use the greater fall height for the entire structure.
  • Toddlers: maximum fall height for free-standing and composite climbing structures is 32 inches.
  • Upper-body equipment: fall height is the highest part of the equipment to the surfacing — the grasping device, not the takeoff deck.

Use zone, §5.3.2.1.4. A stand-alone climber needs 6 feet in every direction. That zone may overlap a neighbor that also allows overlap when:

  • adjacent designated play surfaces are 30 inches or lower and the units are at least 6 feet apart, or
  • adjacent designated play surfaces are taller than 30 inches and the units are at least 9 feet apart.

§5.3.2.1.5 is the interior-bar rule: a climber must not have a climbing bar or other rigid structural component in its interior onto which a child can take a vertical fall greater than 18 inches. A dome whose inner ring sits 22 inches below the next ring is the figure in the handbook that fails. The injury is a straddle or abdomen impact on a rigid pipe after a short interior drop — surfacing under the climber does not save that child.

Layout, §5.3.2.1.1: put upper-body devices so the swing of a hanging child cannot cut across a slide exit, and do not design adjacent decks that invite climbing onto the top support bar of a horizontal ladder.

Arch, flexible, and 3-D nets

Arch climbers are rungs on convex side supports. They may be a challenging access or a freestanding unit. They must not be the sole means of access for preschoolers. Freestanding arches are not recommended for toddlers or preschool-age children. Rung diameter and spacing follow the rung-ladder row of CPSC Table 6.

Flexible climbers (rope, chain, cable, or tire grids) demand more balance than a rigid rung. Two- and three-dimensional nets are both in scope.

  • Flexible access to a platform must be anchored at both ends.
  • Ground anchors sit below grade and beneath the protective surfacing (the same burial rule as Domain 1N trip hazards).
  • Connections between ropes, cables, chains, or tires must be securely fixed.
  • Flexible climbers are not the sole access for toddlers or preschoolers, and freestanding flexible climbers are not recommended on toddler or preschool playgrounds.
  • Grid openings must not be entrapments. The perimeter of any opening in a net is less than 17 inches or greater than 28 inches. Seventeen inches is the small-torso-probe perimeter; 28 inches is the large-head-probe circumference. The forbidden band is the torso-in, head-out window from Domain 1J, written as a circumference instead of a 3.5-to-9-inch pair of templates.

Three-dimensional climbing nets pick up extra NRPA Table rows the 2025 handbook does not reprint:

  • Maximum vertical clearance between rungs: 72 inches. If that clearance exceeds 72 inches, the minimum fall height you must protect is 72 inches.
  • Ages 2–5: along a path whose clear vertical is at most 72 inches, the path diameter is at most 18 inches.
  • Ages 5–12: that path diameter is at most 20 inches.

A 3-D net with a 90-inch interior void is not “a cool cave.” It is a 72-inch fall-height problem and, if the path is 24 inches across, an age-group path-diameter fail.

Overhead ladders, rings, sliding poles, and hands

Horizontal (overhead) ladders build upper-body strength by moving a child hand-over-hand. They are not for toddlers or 3-year-olds. The youngest intended user is about 4. CPSC §5.3.2.4:

  • The first handhold is not directly above the platform or climbing rung used to mount or dismount — a fall from that first grip should not drive the child into the deck edge.
  • Horizontal reach to that first hold: no greater than 10 inches and not directly above, from a platform; 8 to 10 inches from climbing rungs.
  • Space between adjacent overhead rungs greater than 9 inches (head-entrapment control for the 4-and-up user).
  • Preschool (4 and 5) rungs are parallel and evenly spaced, center-to-center at most 12 inches. School-age center-to-center is at most 15 inches.
  • Maximum height from the center of the grasping device to the surfacing: 60 inches preschool, 84 inches school-age. Those are also the upper-body maximum heights on the Table for ages 2–5 and 5–12.
  • Takeoff / landing platform: at most 18 inches (ages 2–5 / preschool 4–5) and at most 36 inches (ages 5–12).
  • A wheelchair-accessible overhead device caps at 54 inches so a seated user can reach the first grip.

Overhead rings take the same first-handhold, height, and landing-platform numbers. Because a gripped ring swings and shortens the reach to the next ring, the 12 / 15-inch rung-spacing row does not apply. If the rings hang on chains, each chain is at most 7 inches (the one-ended suspended-component maximum you already know from Domain 1N).

Sliding poles are a one-way egress: there is no reverse and no pause. They are not recommended for toddlers or preschoolers.

The pole is continuous — no protruding welds or seams, and it does not change direction on the sliding portion. Upper access is on one level only. Traffic from other events must not cut across the descent. The top of the support structure is not a designated play surface.

Hand gripping is how every device in this section is held.

  • Non-rigid (rope, cable, chain) hand-grips: 0.62 to 1.55 inches in diameter.
  • Rigid hand support (rungs, bars, poles used as grips): 0.95 to 1.55 inches (CPSC §5.2.2). The NRPA Table lists a rigid climbing-rung maximum of 1.56 inches — one hundredth of an inch looser than the CPSC gripping band; when the stem cites the Table, use 1.56 inches.
  • Rungs are generally round and must not rotate in their fittings.

Preferred rigid diameters in CPSC §5.2.2 (0.90 toddler, 1.25 preschool/school-age) are design targets, not Table maxima. Field-fail the rung that is 0.50 inches (too thin to grip) or 2.00 inches (too thick for a small hand), not the rung that is 1.20 instead of 1.25.

Walk the climber in this order: identify stand-alone versus composite and measure fall height, tape the 6- or 9-foot use zone, look inside for an 18-inch-plus drop onto a rigid bar, then run the device-specific cluster (arch sole-access, net 17/28, 3-D 72/18/20, overhead first-rung and 60/84, pole 18–20 / 60 / 1.9 / 15). Grip diameter is the last pass, not the first. That is Domain 1O for climbers and upper-body equipment.
