Hardware that a child cannot undo
Section 2.5.2 assumes the equipment was installed and is maintained to the manufacturer's instructions. Under that condition:
- All fasteners, connectors, and covering devices should not loosen or be removable without the use of tools. A decorative cap a preschooler can twist off with fingers fails even if the bolt behind it is still there.
- Exposed fasteners should be smooth and should not be likely to cause laceration, penetration, or a clothing-entanglement hazard (see also §3.2 and Appendix B).
- Lock washers, self-locking nuts, or other locking means belong on all nuts and bolts so they do not back off.
- Hardware in moving joints should be secured against unintentional or unauthorized loosening.
- Fasteners should be corrosion resistant and chosen so they do not accelerate corrosion of the materials they connect — especially important on wood treated with ammoniacal copper quat (ACQ), copper boron azole (CBA), or copper azole type B (CA-B).

Metals, coatings, and heat

Paints: lead, peeling, ingestion, and laceration

Painted surfaces should be maintained to prevent corrosion and deterioration. CPSC is explicit about the child-behavior problem: maintain finishes so children are not playing with peeling paint and paint flakes. Peeling paint is therefore two findings in one sentence. The flake has a sharp edge that lacerates a sliding palm, and the flake is something a toddler will put in a mouth. Older playgrounds with lead-based paints should be identified and given a written control strategy; CPSC still points owners to its October 1996 staff recommendations on identifying and controlling lead paint on public playground equipment. Do not sand a suspect older coating into a dust cloud and call it maintenance.
Wood, CCA, splinters, rot, and insects
Wood should be naturally rot- and insect-resistant (CPSC names cedar and redwood) or treated to avoid that deterioration. Creosote-treated wood — railroad ties, telephone poles — and coatings that contain pesticides should not be used. Creosote, pentachlorophenol, and tributyl tin oxide are too toxic or irritating to be playground preservatives.
Chromated copper arsenate (CCA) was the pressure treatment on a large share of pre-2004 playground wood. Since December 31, 2003, CCA-treated wood is no longer processed for playground applications. CCA-treated wood should not be used as playground mulch. Existing CCA structures are a management problem, not a free pass: CPSC and EPA data support at least annual use of an oil- or water-based penetrating sealant or stain to reduce arsenic migration. Section 3.4 adds the field finish rule Domain 3D still owns: wood parts must be smooth and free from splinters.
