6.2 Platforms, Guardrails & Barriers

Domain 1O (equipment-specific performance) begins with the surface a child is supposed to stand or sit on. If you cannot name the designated play surface, you will measure the wrong fall height, apply the wrong guardrail table, and miss the adjacent-platform step that belongs in 6.3. The National Recreation and Park Association (NRPA) Table of Dimensions (Rev 1/2024) and ASTM International F1487-21 use one definition: a designated play surface is any surface at least 2 inches by 2 inches whose slope is less than 30 degrees from horizontal. A 1-inch-wide rail is not a designated play surface. A 20-degree climber tread that is 3 inches deep is. Roof panels, slide hoods, and steep climber faces that fail the size or the angle test are not decks, and you do not put a 29-inch guardrail on them as if they were.

Fall height for a platform, in both F1487 teaching and CPSC 2025 §5.1.2.1, is the distance from the top of the platform to the protective surfacing beneath it. That number is what you compare to critical height in later surfacing chapters. It is also the H value in CPSC Table 4 that decides whether the elevated surface may stand open, needs a guardrail, or needs a barrier.

Guardrail versus barrier

CPSC §1.8 and F1487 draw a bright line that the exam loves to blur.

A guardrail is an enclosing device around an elevated surface that is intended to prevent inadvertent falls. It deters a child who stumbles. It is not designed to stop a child who decides to climb through or over. CPSC §5.1.3 even gives the classic picture: a horizontal top rail with vertical bars whose openings are greater than 9 inches. Those openings are outside the 3.5-to-9-inch head-entrapment window, so they are not an entrapment fail, but a preschooler can still climb through them. That is why a guardrail is the middle control, not the high-deck control.

A barrier (CPSC: protective barrier) is intended to prevent both inadvertent and deliberate passage. It must discourage climbing over and climbing through. Openings between uprights, and the gap between the platform and the lower edge of the barrier, must not pass the small torso template (CPSC Appendix B.2.5; NRPA Table torso probe 3.5 inches thick by 6.2 inches wide). If the torso probe goes through, a child can follow, and if the head then will not, you have also written a Domain 1J entrapment. Vertical infill is preferred for younger children because they can grab a picket at whatever height their hands reach.

Both devices must completely surround the elevated platform except at designed entries and exits. Except for those openings, CPSC §5.1.3 sets a maximum clearance opening of 15 inches when there is no top horizontal guardrail. A 16-inch unguarded notch in a school-age barrier line is a §5.1.3 fail even if the rest of the rail is 38 inches high.

Read the table as a staircase, not as three unrelated numbers.

  • Ages 2–5: a deck 20 inches or lower may stand without a guardrail. From just over 20 inches through 30 inches, install a guardrail whose top is at least 29 inches above the deck and whose lower rail is no more than 23 inches above the deck (CPSC Table 4 also requires that lower edge to stay above 9 inches so the opening is not a 3.5-to-9-inch entrapment band). Above 30 inches, a barrier with a 29-inch minimum top is required, and the lower edge plus every opening must stop the torso probe (CPSC: bottom edge less than 3.5 inches).
  • Ages 5–12: no guardrail required at 30 inches or lower. Guardrail from just over 30 inches through 48 inches (top ≥ 38 inches, lower rail ≤ 28 inches, and again > 9 inches). Barrier above 48 inches (top ≥ 38 inches, torso-probe-tight).

Adjacent platforms use the height difference as the fall height to the lower deck. If two preschool decks differ by more than 20 inches, the upper needs guardrails. If they differ by more than 30 inches, the upper needs barriers. School-age adjacent numbers are 30 inches (guardrails) and 48 inches (barriers). The access-component question — when the step itself is too big — is 6.3; do not mix “needs a rung” with “needs a barrier.”

CPSC Table 4 also publishes a toddler (6–23 months, ASTM F2373) row that F1487’s 2–12 table does not: guardrails are not recommended; barriers belong on elevated walking surfaces 18 inches or higher, with the top edge 24 inches or higher and the bottom edge less than 3 inches. Toddler equipment is not the CPSI public-use majority, but the 2025 handbook will use those numbers if the stem says toddler.

CPSC 2025 platform construction and exemptions

CPSC §5.1.1 is the construction list you apply with a level and a tape:

  • Platforms should be generally flat, meaning within ±2 degrees of horizontal. A 5-degree “deck” is a ramp or a climber, not a platform, and it will throw water and rolling toys.
  • Provide openings for drainage and design so debris does not collect.
  • Platforms intended for toddlers should be no more than 32 inches from the ground.

Infill on guardrails and barriers must not create a completely bounded opening between 3.5 inches and 9 inches — the torso-in, head-out entrapment window (NRPA Table: torso probe 3.5 in; head probe 9 in). A pretty lattice that admits the torso and holds the head is a Priority 1 entrapment, not a style choice.

CPSC §5.1.3 says the guardrail and barrier recommendations do not apply where the device would interfere with intended use. The 2025 list is:

  • Climbing or upper-body equipment
  • Entries to stairways or ramps
  • Transfer systems or entry points that comply with the Department of Justice 2010 ADA Standards (CPSC suggests labeling transfer systems so users can find them)
  • Layered platforms whose fall height is 7 inches or less (toddlers), 20 inches or less (preschool), or 30 inches or less (school-age)

Those exemptions are not a license to leave a 6-foot preschool deck open because “kids climb everything.” They are for the face of a climber, the mouth of a stair, a labeled transfer platform, and a true stepped-deck cluster whose height difference is already inside the no-rail band.

Field order: identify the designated play surface, measure fall height to the surfacing (or the height difference to an adjacent deck), pick the age group on the label, apply the Table, then check infill with the torso and head probes and the 15-inch unguarded-opening limit. That is Domain 1O for platforms.
