11.1 Surfacing Maintenance Requirements

Domain 2G is the reason a passing laboratory report can still sit over a life-threatening surface. ASTM F1292 and ASTM F3313 tell you what a system can do. The U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325 (July 2025) §4.3 and §2.4.2.2 tell you whether the system still does that job this morning. Protective surfacing is a consumed product. Children kick it, slide exits plow it, rain saturates it, winter freezes it, and unitary seams peel. The inspector who treats depth as a one-time install number is not inspecting Domain 2G.

Where CPSC tells you to look first

Section 4.3 is blunt about frequency and location. Check protective surfacing frequently, and spend that time where displacement is worst: under swings and at slide exits. Those two patches take repeated, concentrated, downward and rearward loading. A belt swing's occupant lands in the same oval every recess. A slide exit dumps every user into the same rectangle. Loose-fill migrates. Unitary wears through. If you have ten minutes on a high-frequency visit, those two spots come before the quiet corner of the use zone.

Maintenance itself is physical work, not a clipboard slogan:

  • Rake loose-fill back into the high-traffic hollows and level it so the bay matches the intended thickness again.
  • Mark the minimum fill level on equipment support posts so a later inspector, a seasonal worker, or a parent volunteer can see the line without guessing.
  • Keep wear mats (or equivalent high-traffic pads) flush with the surrounding surface. A mat that is proud of the wood fiber is a trip hazard. A mat that has sunk into a crater is a depth failure wearing a safety product's name.

Frozen surfacing is the winter item candidates under-teach. CPSC is not asking you to run F3313 on a January morning with a frozen headform. The ten CPSC §2.4.2.2 planning and maintenance tips

Section 2.4.2.2 is the owner-facing list that Domain 2G turns into inspection language. Learn all ten. They are how a loose-fill system is supposed to be kept, not just dumped from the bag.

  1. Plan for at least 25 percent compression. Use and weathering will pack loose-fill. If the playground needs 9 inches after settlement, the initial fill is about 12 inches. Inspecting to the uncompressed install depth is inspecting a number that no longer exists.
  2. Maintain frequently. Loose-fill is not a set-and-forget surface. High-use zones need a high-frequency loop, not an annual audit only.
  3. Contain the perimeter. Children kick, throw, and track material out of the use zone. A missing curb, timber, or containment edge is a depth problem waiting to happen.
  4. Mark the minimum fill on posts. The mark is the field gauge. Without it, "looks like enough" becomes the standard of care.
  5. Provide drainage. Standing water ruins loose-fill performance and invites compaction, biological growth, and freeze-thaw slabs.
  6. Winter freeze reduces critical height. Treat frozen fill as a closed surface, not as a slightly harder version of the same system.
  7. Never go below 9 inches, except rubber mulch at 6 inches, when you are using the CPSC compressed-depth table for materials that were not otherwise specified by a current F1292 report. Those inches are in-use depths, not a license to run 4 inches of anything.

Unitary systems still need a maintenance eye

Poured-in-place, tiles, and bonded rubber do not get raked, but they are not maintenance-free. Walk the wearing course and the seams. CPSC and ASTM F2479 both expect the inspector to watch for holes that expose the base or create a hard landing, tears in the wearing course, buckling from poor adhesion, moisture, or freeze-thaw, delamination of the top course from the cushion layer, and open or failed seams between pours or tiles.

Any of those defects is a Domain 2G unitary finding. A hole in poured-in-place is not "still better than grass." It is a hard spot, a trip, and often a path for water to wreck the lift next to it. Dark unitary that blisters bare feet remains a heat finding from Domain 2B; it can coexist with a seam failure on the same pad.

Close the visit with one sentence the site file can reuse: high-traffic fill under swings and slide exits is at or above the post mark; wear mats are flush; there are no puddles or frozen slabs; unitary shows no holes, tears, buckling, delamination, or open seams; and the accessible route still presents as an F1951-capable surface.
