8.1 Rotating Equipment

Domain 1O of the National Recreation and Park Association (NRPA) Certified Playground Safety Inspector (CPSI) blueprint finishes the moving-equipment bucket with rotating play. A child who falls from a deck usually hits surfacing. A child who falls, reaches, or is ejected from a spinner can also be run over by the same platform. The U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325 (July 2025) §5.3.4 is the narrative for merry-go-rounds and other spinning equipment. American Society for Testing and Materials (ASTM) F1487-21 and the NRPA Table of Dimensions (Rev 1/2024) — the sheet in the exam room — supply the vertical-rotating clearances, the 0.312-inch flush gap, the 2.38–3.5-inch skirt band, and the §9 use-zone splits. Domain 1L already named crush/shear as a cause. This section is the equipment performance you measure on the machine itself.

What counts as rotating

CPSC 2025 §5.3.4 applies to spinning equipment that rotates on an axis between vertical and 45 degrees from vertical. That band includes classic merry-go-rounds, nest and bowl spinners, and — this is a 2025 wording change you must not miss — swinging gates and doors used as play. The 2010 handbook listed swinging gates under “equipment not recommended.” The July 2025 book does not. If the stem cites CPSC 2025 §5.3.4, a play gate on a near-vertical pin is spinning equipment, not an automatic 2.3.1 fail.

Vertical rotating equipment (F1487 / NRPA) is the family whose axis is essentially upright: the child sits or stands on a platform that turns in a horizontal plane. Horizontal rotating equipment turns on a more nearly horizontal axis — think of a wheel or drum the child rides — and it is not the same row as a log roll (that unit is 8.2). CPSC Table 1 lists merry-go-rounds/spinners for preschool (2–5) and school-age (5–12) only. They are not recommended on toddler (6–23 month) playgrounds. Preschoolers who do use a large-diameter unit should be supervised: they have little control once the platform is moving, and they get on and off while it is still turning.

CPSC platform height, measured to the standing/sitting surface:

Children need a secure means of holding on, or the design itself must hold them in place against ejection. Where handgrips are provided they follow CPSC §5.2.2 (preschool/school-age rigid grip 0.95–1.55 inches; must not rotate in the fitting). Equipment that is also designed for climbing is inspected as a climber. The rotating platform must have no sharp edges. The unit must not have up-and-down (oscillatory) motion — a platform that pumps as it spins changes the under-deck gap on every revolution and recreates crush/shear. The fall height of a merry-go-round is the distance from the perimeter of the platform where a child could sit or stand to the protective surfacing, not from a decorative center post.

Crush/shear under the platform

The injury that makes inspectors treat rotators as Priority 1 equipment is the under-deck nip. A child lying, sitting, or reaching under the platform puts a finger or a limb into a gap that closes as the deck turns. F1487 does not use the common 0.62-inch crush/shear rod here. The published merry-go-round probe is 0.30 in (5/16 in). CPSC §5.3.4 states that a platform flush to the protective surfacing may have no gap greater than 5/16 inch measured in any direction. The NRPA Table prints that maximum as 0.312 in. Offer the 0.30-inch probe all the way around the perimeter. If it enters, fail the gap. A 1/2-inch slot under a “flush” deck is not a maintenance note; it is an accessible finger crush/shear.

Raised decks have a second family of numbers. CPSC §5.3.4 (spinning equipment at least 20 inches in diameter) requires the clearance between the lowest point of the underside — including a protective skirt, if provided — and the surfacing to be greater than 9 inches or less than 3.5 inches, and a space less than 3.5 inches must not itself be an accessible crush/shear. The NRPA Table tightens the small band for a protective skirt (and for a rigid platform that is not flush) to 2.38–3.5 in. The 9-inch relief is not a license for an abrupt rigid change: a skirt that is 10 inches high except where a frame member drops to 4 inches recreates the 3.5-to-9-inch body-part zone. The undercarriage must be free of protrusions and of any accessible shearing or crushing mechanism. Walk it at rest, then watch it turn.

Geometry, 20-inch class, and the speed limiter

When the maximum dimension from the axis to the outermost perimeter is 20 inches, F1487 exempts the unit from the speed-limiter requirement. Those compact sit-and-spins are still rotating equipment, but you do not fail them for lacking a 13 ft/sec governor. CPSC §5.3.4 separately lets a rotator less than 20 inches in diameter overlap a neighbor that itself allows overlap. Read those two thresholds carefully: the CPSC and NRPA-Table trigger is a diameter, while the F1487 speed-limiter exemption is measured from the axis to the outermost perimeter.

When the equipment is at least 20 inches in diameter (CPSC §5.3.4) or the maximum dimension exceeds 20 inches (NRPA / F1487 vertical rotating), add the large-rotator rules:

  • The rotating platform should be continuous and approximately circular.
  • The difference between the minimum and maximum radii of a non-circular platform is 2 inches maximum.
  • No component, including handgrips, may extend beyond the perimeter of the platform.
  • A means must limit peripheral speed to a maximum of 13 ft/sec unless the 20-inch exemption applies.
  • NRPA: a clearance area without rigid structural components of 72 inches beyond the platform, and an inner clearance zone free of both rigid and non-rigid components of 21 inches. CPSC’s matching sentence is a clear area free of rigid structural components extending 6 feet beyond the perimeter. The 21-inch band is how you fail a slack rope, banner, or bench that is not a “structure” but will still wrap or trip a child being carried around the circle.

Use zones and where the machine sits

CPSC §5.3.4: the use zone extends a minimum of 6 feet beyond the platform perimeter and may not overlap other use zones unless the rotating equipment is less than 20 inches in diameter and the adjacent equipment also allows overlap.

NRPA §9 is the table you will see on the exam sheet, and it splits horizontal from vertical:

A 16-inch-high school-age spinner whose outermost radius is 28 inches and that exceeds 13 ft/sec is the 108-inch, non-overlapping case even though the platform itself is under 30 inches. Do not apply the 108-inch row to a 20-inch-class sit-and-spin just because a composite next door is tall; read the trigger that is actually printed.

CPSC §2.2.4 (conflicting activities) is the layout sentence the exam pairs with these numbers: moving equipment, such as swings and merry-go-rounds, should be located toward a corner, side, or edge of the play area, with use zones still intact. Slide exits stay in uncongested space. Do not put a spinner in the path between the swing bay and the slide run-out.

Field order on every rotator:

  1. Confirm the intended age group and whether the axis is in the CPSC vertical-to-45-degree band.
  2. Measure platform height (14 / 18) and fall height at the perimeter.
  3. Identify maximum dimension from axis to outermost perimeter (20-inch class or large).
  4. Run the 0.30-inch probe on a flush gap (max 0.312 in) or check the 2.38–3.5 in skirt / > 9 in underside band with no abrupt rigid change.
  5. Check circularity (2 in min/max radii), no overhanging grips, no oscillation, holding means, and the 13 ft/sec limiter unless exempt.
  6. Tape the 21 in inner keep-clear and the 72 in rigid-free / use-zone band, then apply the 108 in non-overlap triggers and the §2.2.4 corner/edge location.
