8.3 Track Rides, Trolleys & Other Equipment

Domain 1O ends with the leftovers that still have published performance: track and trolley rides, roofs, stepping forms, and the short CPSC list of equipment that should not be on a public playground at all. CPSC Public Playground Safety Handbook, Publication 325 (July 2025) §5.3.2.7 is the upper-body track/trolley narrative. ASTM F1487-21 and the NRPA Table of Dimensions (Rev 1/2024) distinguish upper-body trolleys from seated trolleys and give the landing, cable, under-seat, and center-to-center numbers. CPSC §2.3.1 is the not-recommended list — and the July 2025 edition does not match the 2010 book. If you recite swinging gates, heavy animal-figure swings, or multiple-occupancy swings as automatic 2.3.1 fails, you are answering from a retired handbook.

CPSC 2025 §5.3.2.7 track/trolley rides

An upper-body track/trolley ride is a handle or similar device that slides on a track above the child’s head. The child lifts the feet and is carried along the rail. The skills required — significant upper-body strength plus the judgment to know when it is safe to let go — do not appear until school age. CPSC therefore recommends:

  • Do not install these rides on playgrounds for toddlers or preschool-age children. Table 1 puts track/trolley rides only in the grade-school column.
  • There must be no obstacles along the path, including anything that would interfere with the takeoff or landing areas.
  • Two track/trolley rides next to each other must be at least 4 feet apart.
  • The handle should be between 64 inches and 78 inches from the surfacing and must follow the gripping recommendations in §5.2.2 (0.95–1.55 inches rigid; must not turn).
  • Only the intended equipment should ever be tied or attached to any moving part of the ride. A rope lashed to the trolley is an entanglement and a makeshift swing, not a field modification.
  • Rolling parts should be enclosed to prevent crush hazards.

Fall height for track/trolley equipment is the distance between the maximum height of the equipment and the protective surfacing. Equipment support posts with no designated play surfaces are exempt from that fall-height sentence. Seated track/trolley rides add suspended-element impact-attenuation testing; CPSC sends you to ASTM F1487 for both upper-body and seated details rather than reprinting the Table.

NRPA / F1487 landings, cables, and the two trolley families

The Table treats the elevated landing as a real platform, not a painted square in the mulch:

Upper-body trolley (hands only):

Do not mix the rows. An 80-inch center-to-center measurement is the seated adjacent rule. A 96-inch grip is legal only on a cable / non-rigid upper-body line, not on a rigid track (that max is 78 inches). A cable that sags below 84 inches is both a trolley-cable fail and a Domain 1N suspended-hazard candidate if it also sits within 45 degrees of horizontal.

Roofs and stepping forms

Roofs that are integral to the structure are not play decks unless they meet the designated-play-surface definition (2 inches by 2 inches and less than 30 degrees). The NRPA Table gives two 84-inch roof sentences you must keep straight:

  • Maximum 84 inches for an integral roof that contains no designated play surfaces — a low decorative roof that a child can treat as a deck is the fail, not the presence of shade.
  • Minimum 84 inches from a roof line that allows the roof at any angle — this is the overhead-clearance companion to CPSC 2025 §3.8 / F1487 (84 inches above a designated play surface outside or above the use zone). A shade panel or peak that a standing child can hit is the same 84-inch problem you already measured over a deck.

Stepping forms (stepping pods, stumps, individual forms that are themselves the play surface) use adjacent-platform thinking plus a minimum size:

  • Minimum designated play surface: 10 inches (the form has to be a real place to stand, not a 4-inch cap)
  • Maximum distance between forms: 12 inches (ages 2–5) or 18 inches (ages 5–12) — the same adjacent-without-access numbers as platforms
  • Maximum height without hand support: 20 inches (ages 2–5) or 30 inches (ages 5–12)

A 24-inch preschool stump field with no hand support is over the 20-inch cap even if each hop is only 10 inches. A 9-inch-wide form is not a designated play surface under the 10-inch stepping-form minimum.

Equipment CPSC 2025 §2.3.1 does not recommend

Quote the July 2025 list. Do not invent from memory of older editions. Some playground equipment is not recommended for use on public playgrounds, including:

  • Swinging elements that do not comply with ASTM F1487 criteria for suspended-element impact-attenuation testing, written to minimize impact-related injuries. This is the 2025 replacement for the older “heavy metal animal swings / multiple-occupancy swings” roster. A swing or hanging element that has not been impact-tested to F1487 is the finding — not the silhouette of a horse.
  • Trampolines.
  • Giant strides. The 2025 Federal Register notice of availability states they were added back because they pose a unique impact and fall hazard.
  • Climbing ropes that are not secured at both ends.
  • Rope swings — free-swinging ropes that may fray or otherwise form a loop, a strangulation hazard.
  • Swinging dual exercise rings and trapeze bars — rings and trapeze bars on long chains, treated as athletic equipment, not recommended for public playgrounds. The handbook’s own note: this recommendation does not apply to overhead hanging rings such as those used in a ring trek or ring ladder.

Swinging gates are not on the 2025 §2.3.1 list; they are inspected as spinning equipment under §5.3.4 when the axis is between vertical and 45 degrees from vertical. Track rides, log rolls, fulcrum seesaws, and merry-go-rounds are age-restricted, not banned.

Walk a track ride from the landing, not from the brochure. Confirm school-age only, tape the 36 × 32 landing, measure the loaded grip (64–78 rigid, 64–96 cable), look up into enclosed rollers, then check the 12-inch under-seat on any sling. Finish the site with roofs, stepping forms, and a 2.3.1 list that matches July 2025, not the book you first memorized.
