10.2 Fall Height
Domain 2E is the tape-measure half of the comparison Domain 2D just set up. Critical height is a laboratory (or field-checked) rating of the surface. Fall height is a geometry of the equipment. The U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, Publication 325 (July 2025) defines fall height as the vertical distance between the highest designated play surface on a piece of equipment and the protective surfacing beneath it. You measure it with a tape, a rod, or a laser, from a legally defined point on the equipment down to the surface children will hit — not to the dirt under the geotextile, and not to last year's "design" grade.
If you measure from the wrong point, the rest of the surfacing file is fiction. A 10-foot critical-height system understated by measuring a 6-foot deck while ignoring the 9-foot overhead ladder is a fail. A swing whose fall height is taken at the belt instead of the pivot understates the demand by several feet. Domain 2E exists so those two mistakes stop happening.
Designated play surface — the 2-by-2 and 30-degree test
CPSC §1.8 defines a designated play surface as any elevated surface for standing, walking, crawling, sitting, or climbing, or a flat surface greater than 2 inches by 2 inches having an angle less than 30° from horizontal. That is the test you run before you call something a measuring point.

The 30-degree cut-off is how you refuse to treat a steep climber face as a deck. The 2-by-2 cut-off is how you refuse to treat hardware as a platform. Both matter on a composite, where a child can leave a legal deck, plant a foot on a 3-inch-wide, 20-degree step, and fall from that higher point.
Protective surfacing is the other end of the tape. Measure to the finished surface in the use zone — the top of the unitary system or the current loose-fill grade — not to a buried concrete footer and not to a "should be 12 inches" design note. If kick-out has dropped the grade 4 inches under a swing, the fall height just grew 4 inches. That is why Domain 2E and Domain 2G (maintenance depth) talk to each other.
Equipment-specific measuring points
CPSC does not leave the "highest designated play surface" to inspector folklore. The handbook names the point on each common type. ASTM F1487-21, Standard Consumer Safety Performance Specification for Playground Equipment for Public Use, uses the same geometry. Learn the list; the exam will hand you a type and ask for the point.
- Platform. CPSC §5.1.2.1: the fall height of a platform is the distance between the top of the platform and the protective surfacing beneath it. Guardrail and barrier thresholds in Chapter 6 are built on this number. Do not measure from the top of the guardrail, the roof, or a shade panel.
- Climber. Unless a more specific row applies, the fall height for climbers is the distance between the highest part of the climbing component and the protective surfacing. On a composite, use the highest intended foot support (or the highest designated play surface that foot support creates). A 7-foot arch climber attached to a 5-foot deck is not a 5-foot climber.
- Upper-body equipment (horizontal ladders, ring treks, track rides, and similar). The fall height is the distance between the highest part of the equipment and the protective surface below. Children hang from the rungs or rings; they also sit or stand on end platforms. The highest part — not the lowest rung, not the deck they stepped off — is the measuring point.
- Sliding pole attached to a platform. Measure from the platform to the surfacing. The child is assumed to leave from the deck that serves the pole, not from the truck at the top of the pole.
- Sliding pole not attached to a platform (free-standing). Measure from a point 60 inches below the highest point of the pole to the surfacing. The top of the pole support is not a designated play surface. That single sentence is the exam trap. Inspectors who tape from the truck or the finial invent a fall height the handbook does not use.
- Slide (already taught in Domain 1O, restated here so the surfacing file matches). CPSC §5.3.6.6: fall height is the distance from the transition platform to the protective surfacing, not from the top of the hood and not from the exit lip. Embankments have no platform; carry the Table's minimum fall-height rule instead.
- Swing. CPSC §5.3.8.2 and ASTM F1487: the fall height of a swing is the vertical distance between the pivot point and the protective surfacing beneath it. It is not the 12-inch or 24-inch seat-to-surface clearance from the Table of Dimensions. Children leave a moving seat near the top of the arc; CPSC treats that departure as if it occurred at the pivot. Surfacing under a swing is therefore sized to the beam, not to the belt. A 10-foot pivot over a surface rated only to the 18-inch seat height is the wrong surface.
Composites take the greater fall height for the entire structure
CPSC §5.3.9 is the sentence owners argue about and the exam will quote. When two or more complementary play components are linked in a composite structure — climber, slide, horizontal ladder, platforms, transfer — you do not rate each pocket of the use zone to its local component. You take the greater fall height for the entire structure, and the surfacing in the entire use zone must be rated to that fall height.
That rule is why a 4-foot slide exit next to an 8-foot overhead ladder cannot sit on a 5-foot Table 2 sand layer "because the slide is only four feet." The composite's greater fall height is 8 feet (or whatever the overhead's highest part measures). The sand's Table 2 critical height is 4 feet. The surface fails the whole bay, including the slide exit. July 2025's handbook restated the composite-as-a-whole treatment so that argument would end.
The use zone itself still follows §5.3.9 and the equipment-specific rows (6 feet from the external perimeter, longer slide-exit bands when the platform is over 6 feet). Domain 2E does not rewrite those envelopes. It only says: whatever outline that use zone has, the critical-height rating of the surface inside it must meet the greater fall height of the structure.
Walk Domain 2E in this order:
- Name the equipment type (platform, climber, upper body, sliding pole, slide, swing, or composite).
- Apply the 2-by-2 / less-than-30° test and refuse hardware and pole tops.
- Tape from the handbook's measuring point to the current protective surface.
