14.2 Continuity Testing: Protective Conductors & Ring Circuits
Key Takeaways
Continuity testing must be conducted using a low-resistance ohmmeter generating an open-circuit voltage of and a test current to break through surface copper oxidation films.
Test leads must be zeroed (nulled) before testing commences to eliminate probe and lead resistance from the measured circuit value.
Method 1 () uses a temporary link at the distribution board between Line and CPC, measuring resistance at the furthest point to prove continuity, confirm correct polarity, and yield the value for .
Method 2 (wandering lead) measures R2 or a bonding conductor from the MET to the extraneous metalwork; IET guidance expects main and supplementary bonding conductors to read about 0.05 Ω or less.
Ring final circuit continuity requires the mandatory 3-step test method: end-to-end loop resistances (, , ), Line-Neutral cross-connection ( at all sockets), and Line-CPC cross-connection ( at all sockets, with spurs reading higher).
14.2 Continuity Testing: Protective Conductors & Ring Circuits
Once visual inspection has confirmed that an installation is mechanically sound and properly erected, the dead testing sequence begins. The first tests performed are continuity tests. Continuity testing verifies that every conductor in every circuit forms a complete, unbroken electrical loop or radial run with low electrical resistance, ensuring that protective devices will operate correctly during an earth fault or short circuit.
Principles of Continuity Testing & Test Instruments
Continuity testing cannot be performed using an ordinary digital multimeter set to a high-impedance resistance range. Under BS EN 61557-4 and IET Guidance Note 3, the test instrument must be a dedicated low-resistance ohmmeter with specific electrical characteristics:
- Open-Circuit Voltage: Must generate between and (DC or AC). This safe extra-low voltage prevents insulation stress while providing sufficient electrical potential to drive current across metallic joints.
- Short-Circuit Test Current: Must deliver a minimum test current of (0.2 A) across low resistances.
Why is a 200 mA Test Current Mandatory?
Copper conductors and terminal screws rapidly develop a microscopic, invisible layer of copper oxide and surface tarnishing when exposed to atmospheric oxygen and moisture. A standard multimeter outputs mere microamperes (), which cannot penetrate this oxide film, resulting in false high-resistance readings or intermittent contact. A test current of at least physically breaks down and punches through surface oxide films, providing an accurate reading of true metallic contact resistance.
Nulling (Zeroing) Test Leads
Before any continuity measurement is taken, the test leads must be nulled (zeroed):
- Plug the test leads firmly into the low-resistance ohmmeter.
- Firmly press the metallic probe tips (or crocodile clips) together to create a direct short circuit.
- Depress the instrument's NULL or ZERO button until the display reads .
Standard test leads have an internal resistance of approximately to . If an operative fails to null the leads, this lead resistance is added to every subsequent circuit measurement, which could falsely cause an acceptable bonding conductor or circuit to fail its expected limit.
Test 1: Continuity of Protective Conductors
The objective of protective conductor continuity testing is to prove that every exposed-conductive-part (metal light fittings, socket earth pins, cooker chassis) and extraneous-conductive-part (incoming gas, water, and structural steel) is connected solidly to the Main Earthing Terminal (MET).
Two standardized methods are recognized under BS 7671 Guidance Note 3:
Method 1: The Test (Radial Circuits & First Step of Verification)
Method 1 measures the combined loop resistance of the circuit Line conductor () and Circuit Protective Conductor ():
- Isolate and Prove Dead: Ensure the distribution board is completely isolated from the incoming supply and locked off.
- Insert Temporary Link: At the distribution board, connect a temporary link between the circuit line conductor () and its associated circuit protective conductor ().
- Test at Furthest Point: Take the nulled low-resistance ohmmeter to the furthest point on the circuit (e.g. the end socket of a radial circuit or the furthest ceiling rose on a lighting circuit). Connect the test probes between the Line terminal and Earth terminal.
- Record the Highest Reading: On circuits with multiple outlets, test between Line and Earth at every point. The highest recorded resistance represents the circuit .
Engineering Advantages of Method 1
- Proves Conductor Continuity: Proves that both the line conductor and the CPC are continuous and unbroken.
- Verifies Correct Polarity: If the line and CPC are swapped or if a single-pole switch is in the neutral, the reading will not be obtained, confirming correct polarity.
- Provides Component: Directly supplies the exact value needed to calculate earth fault loop impedance using the formula:
Method 2: The Wandering Lead () Test
Method 2 measures the resistance of the protective conductor () in isolation using a long extension lead (wandering lead):
- Setup: Connect one end of a long wandering lead to the Main Earthing Terminal (MET) at the distribution board.
- Null the Wandering Lead: Connect the remote end of the wandering lead to the second instrument lead and press the NULL button so the long lead resistance () is subtracted from measurements.
- Test Bonding Conductors: Touch the probe directly to the metallic clamp of incoming services: main water service pipe, gas service pipe, oil pipes, and structural steelwork.
- Expected Result: For main protective bonding conductors, IET Guidance Note 3 indicates that a resistance of about or less is expected.
Note
A bonding resistance reading indicates loose terminal clamp screws, corrosion or paint on the pipe surface under the BS 951 clamp, inadequate conductor cross-sectional area, or an open circuit.
Test 2: Continuity of Ring Final Circuit Conductors
Under BS 7671 Appendix 15, a ring final circuit is protected by a or protective device and wired in copper conductors with a CPC. Because standard cable has a current-carrying capacity () of only (clipped direct), the circuit relies entirely on current dividing equally along two parallel paths (legs).
If an undetected break occurs in a ring conductor, the ring transforms into two separate radial circuits supplying the same socket outlets. Under heavy load (e.g. electric heaters and kettles operating simultaneously), one radial leg will carry up to continuously through a cable. The cable will overheat severely, melting its PVC insulation and sparking building fires without ever tripping the circuit breaker! Ring final circuit testing is therefore one of the most critical safety tests performed by an electrician.
The Mandatory 3-Step Test Method (Guidance Note 3)
To verify that a ring final circuit is a complete, continuous loop free from bridge faults, cross-connections, and open circuits, Guidance Note 3 establishes the 3-Step Ring Test Method:

└───────────────────────────────────────────────────────────────────────────────────────┘
Step 1: End-to-End Loop Resistance (, , )
- At the consumer unit, disconnect all six conductors forming the ring (Line Out & Return, Neutral Out & Return, CPC Out & Return).
- Measure the end-to-end resistance between the two Line conductor ends: record as .
- Measure the end-to-end resistance between the two Neutral conductor ends: record as .
- Measure the end-to-end resistance between the two CPC conductor ends: record as .
Note
The Amendment 4 model forms describe these end-to-end readings as –, – and – (earlier forms used L/L, N/N and cpc/cpc). The test and the values are the same.
Verification Criteria for Step 1
- Line and Neutral Equality: Because the line and neutral conductors are identical in cross-sectional area () and length, their loop resistances must be substantially identical:
- CPC Ratio for Cable: Resistance is inversely proportional to cross-sectional area (). For standard flat twin-and-earth cable ( Line, CPC), the ratio is: Therefore, the measured CPC end-to-end resistance must be approximately .
Example: If , then must be approximately , and must be approximately:
Step 2: Line-Neutral Cross-Connection (Figure-of-Eight)
- At the consumer unit, cross-connect Line 1 to Neutral 2, and Line 2 to Neutral 1.
- Measure between the Line and Neutral contacts at every socket outlet on the ring using the nulled low-resistance ohmmeter.
- Expected Result: Every socket outlet directly on the ring will display substantially the same resistance (within ), equal to one-quarter of the sum of the end-to-end loop resistances: Using our example: .
Tip
Step 2 proves that there are no bridge faults (interconnections between legs), open circuits, or reversed connections between line and neutral. If a 'bridge' exists (e.g. an unauthorized cable link between sockets across the ring), the reading will drop significantly at sockets adjacent to the bridge.
Step 3: Line-CPC Cross-Connection
- At the consumer unit, reconnect conductors to cross-connect Line 1 to CPC 2, and Line 2 to CPC 1.
- Measure between the Line and Earth contacts at every socket outlet on the ring.
- Expected Result:
- Sockets directly on the ring will display substantially identical readings equal to: Using our example: .
- Sockets installed on spurs will display a higher reading because the measurement includes the ring resistance plus the resistance of the spur cable conductors ().
- Recording the Value: The highest reading recorded across the entire ring final circuit (at the tip of the longest spur, or on the ring if no spurs exist) is recorded on the Schedule of Test Results as the circuit .
