Phase 1: Understand the CES-WEYou are here
Confirm eligibility, the seven sub-tests, the 220-item format, the 2-hour-55-minute time limit, the PHP 1,000 fee, and how the written exam fits the four-stage CES process.
Phase 2: Verbal Ability
Drill Error Recognition (diction, grammar, verbosity) and Reading Comprehension passages for fact extraction and inference.
Phase 3: Numerical and Analytical Reasoning
Practice Data Interpretation with tables, charts, and graphs, plus Logical Reasoning syllogisms, number series, and argument validity.
Phase 4: Management Concepts and Problems
Study the four management functions, motivation and leadership theory, decision-making, and public administration concepts.
Phase 5: Philippine Government and Current Affairs
Review the 1987 Constitution, the three branches, Constitutional Commissions, RA 6713, the CES system, and current public-sector issues.
Phase 6: Timed Mixed Review
Combine timed objective-question sets with a separately written essay, review weak areas and rehearse pacing for the 2-hour-55-minute exam.
Can You Take the CES-WE Exam?
Check if you meet the basic eligibility requirements
- •Pay the PHP 1,000.00 application fee.
- •Submit a complete application with supporting documents to the CESB.
- •CESB may accredit NDCP MNSA or PPSC MPSA as CES-WE-equivalent for applicants meeting its SG24/Division-Chief-equivalent government-position, three-year managerial-experience, and accreditation requirements.
- •Applicants who fail the cut-off may retake only after six months from the last examination.

Retake Policy
Applicants who fail to meet the cut-off score may retake the CES-WE only after six months reckoned from the date of their last examination. The exam is conducted at least once a year, or as often as the Board may announce.
