In formal edited English, complete: Either the officers or the director ___ available. Why?
Is. With either/or subjects of different number, formal agreement commonly follows the nearer subject; director is singular. Rewriting an awkward mixed-number sentence can improve clarity. This is a grammar convention, not a special CSC scoring rule.
Choose the verb: Each of the applicants ___ a receipt.
Has. Each is singular; the plural noun inside of the applicants does not control the main verb. Identify the grammatical subject before matching number rather than choosing the nearest visible noun.
Repair the parallel structure: The role requires drafting notes, analysing reports and to brief visitors.
Use briefing visitors, so all three complements have the same -ing form: drafting, analysing and briefing. An alternative is to rewrite the whole list consistently with infinitives. Mixing forms can obscure the shared structure.
Use the formal mandative base-form construction: The chair recommended that the report ___ revised.
Be. In this construction, the verb after that uses its base form: that the report be revised. Other varieties and constructions can use should be revised; the base form is not the only grammatical expression of a recommendation.
Complete the standard third conditional: If the team had checked the figures, it ___ the error.
Would have found. The model combines if + past perfect with would have + past participle for a counterfactual past result. This teaches that construction; it does not establish a blanket ban on would in every possible if-clause.
Choose whoever or whomever: Send the form to ___ is responsible for records.
Whoever. Inside the embedded clause, whoever is the subject of is. The whole clause is the object of to; that outer preposition does not make the pronoun an object inside its own clause.
What punctuation repairs this comma splice: The notice was complete, the clerk filed it?
Use a semicolon, a full stop, or an appropriate conjunction: The notice was complete; the clerk filed it. Both parts are independent clauses. A comma alone does not normally join them in formal prose.
In “The panel sought a disinterested reviewer with no financial stake,” what does disinterested mean?
Impartial or free from a personal stake in this context. The phrase no financial stake supplies the clue. Do not impose that meaning on every occurrence without context; contemporary usage can also overlap with uninterested.
A report says new flood barriers may mitigate damage but cannot eliminate every risk. What does mitigate mean here?
Reduce the severity of. The contrast with eliminate shows that mitigation can lessen harm without removing it completely. Infer the word’s role from the sentence instead of substituting an unrelated diplomatic definition.
“The office extended service hours, but no attendance figures were collected.” Does this show that more people were served?
No. The passage establishes longer hours, not higher attendance. More people may have been served, but that conclusion needs evidence. Separate an explicit fact, a reasonable possibility and a necessary inference.
Put these sentences in logical order: A “The trial then began.” B “The team first published the plan.” C “After the trial, it compared results.”
B → A → C. First introduces the plan, then connects the trial to it, and after the trial introduces the comparison. Use the actual temporal links; there is no universal letter pattern for paragraph-organisation answers.
All accredited officers have an ID. Some volunteers are accredited officers. What follows?
Some volunteers have an ID. At least one volunteer belongs to the accredited-officer group, and every member of that group has an ID. This does not imply that every volunteer has one or that only officers can hold IDs.
Does “All members of group A are in group B” prove that any A actually exists?
Not in modern predicate logic. A universal statement can be true when A is empty. Traditional square-of-opposition inferences that require existence need an explicit nonempty-class assumption; do not silently add one.
Is “Some delegates are translators” equivalent to “Some translators are delegates”?
Yes. Both assert that at least one person belongs to both groups. This valid conversion of a particular affirmative does not license converting All delegates are translators into All translators are delegates.
“The proposal is correct because a famous actor supports it.” What evidence is missing?
Relevant support for the proposal itself. Celebrity status alone does not establish expertise or truth. Assess the person’s relevant knowledge and the evidence offered; identifying a weak appeal does not by itself prove the proposal false.
If approval is granted, a notice is issued. A notice was issued. Must approval have been granted?
No. Another rule might also require a notice. Inferring approval affirms the consequent. The valid contrapositive is: if no notice was issued, approval was not granted, assuming the original rule applies without exceptions.
A manager claims that online filing will cut the queue because many visitors only submit forms. What assumption is needed?
At least some of those visitors can and will use online filing instead of visiting. If none switch, that stated reason gives no queue reduction. A necessary assumption supports the link; it is not simply a desirable extra benefit.
Of 40 people, 25 speak English, 20 speak Filipino and 10 speak both. How many speak at least one, and how many neither?
At least one: 25 + 20 − 10 = 35. Neither: 40 − 35 = 5. Subtract the overlap once because it was counted twice. These figures describe the stated groups, not language ability in the wider population.
Ana must speak before Ben, and Ben before Cara. With one turn each, what order is forced?
Ana → Ben → Cara. The two constraints combine transitively. If extra participants or additional rules were introduced, further orders might be possible; solve only the arrangement actually specified.
Complete the analogy using the relation “tool used to measure”: thermometer : temperature :: barometer : ___ .
Atmospheric pressure. Identify the stated relationship before matching. A barometer does not measure rainfall or wind direction, even though all three can be part of weather observation.
Using the stated rule “multiply alternately by 3 and 2,” continue 2, 6, 12, 36, 72, ___ .
216, because the next multiplier is 3: 72 × 3 = 216. A finite sequence can fit many mathematical rules. This answer follows the rule supplied, rather than claiming the visible terms determine one uniquely possible pattern.
A chart shows a rate falling from 25% to 15%. How many percentage points and what relative decrease is that?
A decrease of 10 percentage points. Relative to the original 25%, the decrease is 10 ÷ 25 = 40%. Percentage points subtract rates directly; a percentage change uses a specified nonzero starting value.
Can x be determined? Statement 1: x + y = 10. Statement 2: y = 4. Consider real numbers.
Together they determine x = 6. Statement 1 alone allows many pairs; statement 2 alone leaves x unknown. This is a self-contained sufficiency exercise, not a claim that CSC uses a particular commercial test’s answer-code system.
Evaluate 84 ÷ 4 × 3 using standard order of operations.
63. Multiplication and division have equal priority, so work left to right: 84 ÷ 4 = 21, then 21 × 3 = 63. Do not perform the multiplication first merely because a mnemonic lists it before division.
Is 222 divisible by 12 because it is divisible by both 2 and 6?
No. Divisibility by 2 and 6 only ensures divisibility by 6. For 12, check 3 and 4: 222 is divisible by 3 but its last two digits, 22, are not divisible by 4.
For positive integers 18 and 24, find the greatest common factor and least common multiple.
GCF = 6 and LCM = 72. The check is 6 × 72 = 18 × 24 = 432. This product relationship applies to two positive integers; it cannot be extended unchanged to any collection of three numbers.
Convert 0.454545… to a fraction.
Let x = 0.454545… . Then 100x − x = 45, so 99x = 45 and x = 45/99 = 5/11. The dots indicate that the block 45 repeats indefinitely, not that the decimal was truncated.
A price rises by 20% and then falls by 15%. What is the net change?
1.20 × 0.85 = 1.02, so the final price is 2% above the original. The percentages use different bases; 20 − 15 = 5 is not the net percentage change.
If A:B = 3:4 and B:C = 6:5, find A:B:C.
Match B using a common value of 12. Scale 3:4 to 9:12 and 6:5 to 12:10. Therefore A:B:C = 9:12:10. The shared quantity B, not the first entries, must match.
One worker completes a task in 6 hours and another in 3 hours. How long together at constant independent rates?
Rates add: 1/6 + 1/3 = 1/2 task per hour, so 2 hours. This assumes they can work together without interference. If one process undoes work, subtract its rate and check that the net rate is positive.
How much 10% v/v solution must mix with 20% v/v solution to make 30 L at 14% v/v, assuming additive volumes and no reaction or loss?
18 L of 10% plus 12 L of 20%. Let x be the first volume: 0.10x + 0.20(30 − x) = 0.14 × 30, giving x = 18. This uses volume-based percentages; mass percentages with unknown densities cannot be substituted.
Solve −5n < −25. What changes when dividing by −5?
n > 5. Dividing an inequality by a negative number reverses its direction. Check n = 6: −30 < −25 is true. The boundary n = 5 gives equality and is excluded by the strict inequality.
A vehicle covers equal distances at 30 km/h and 60 km/h with no stops. What is the average speed?
40 km/h. For two 60 km legs, the times are 2 hours and 1 hour: 120 km ÷ 3 hours = 40 km/h. The arithmetic mean, 45 km/h, would apply to equal time intervals, not equal distances.
An item costs PHP 300 and sells for PHP 400. Find markup on cost and profit margin on sales.
Profit is PHP 100. Markup on cost = 100/300 = 33⅓%. Margin on sales = 100/400 = 25%. Identify the denominator; a 25% margin is not the same as a 25% markup.
Find simple interest on PHP 5,000 at 4% per year for 18 months, with no fees or compounding.
Time is 18/12 = 1.5 years. Interest = principal × annual rate × years = 5,000 × 0.04 × 1.5 = PHP 300. Final amount is PHP 5,300. A compound-interest contract needs a different calculation.
A tank contains 100 L. Water enters at 5 L/min and drains at 8 L/min. When will it empty at these constant rates?
Net loss is 8 − 5 = 3 L/min, so 100/3 = 33⅓ minutes. The formula assumes these rates remain constant until empty. If inflow equalled outflow it would not empty; if inflow exceeded outflow its contents would grow.
A supervisor assigns a records task to a trained colleague. What information makes delegation workable?
Specify the required result, authority, resources, deadline and check-in points. Confirm understanding and make support available. Delegation does not remove the supervisor’s responsibility for oversight, and confidential or legally reserved decisions may need different handling.
A service backlog has several suspected causes. What should a manager do before selecting one as the root cause?
Collect process and workload evidence, compare competing explanations and test the proposed cause. A cause-and-effect diagram or repeated why questions can organise hypotheses, but neither tool proves that the first plausible explanation is correct.
A plan says “improve service soon.” How can the objective become assessable?
Define a specific outcome, a measurable indicator, a realistic target and a deadline, then assign responsibility. For example, reduce the measured median waiting time from 40 to 30 minutes over a stated quarter while monitoring service quality.
An urgent safety issue, a statutory deadline tomorrow and a routine request arrive together. How should priorities be set?
Address immediate safety, protect time-bound legal obligations and communicate the schedule for other work. Use documented service standards and vulnerability needs. Courtesy and fair access still matter; a routine visitor should not be dismissed as unimportant.
Two staff members disagree about a procedure. What is a constructive first step when there is no immediate safety threat?
Hear each account, identify the shared task and check the relevant evidence and rules. Then agree an appropriate next step or escalate through the proper channel. A preferred conflict style is not a universal answer for every situation.
A new digital process excludes people who lack reliable internet. What managerial response supports fair access?
Assess the barrier, consult affected users and provide an accessible route consistent with the rules. Monitor outcomes across groups. Efficiency should be evaluated alongside fairness and service quality, rather than equating low use with lack of effort.
A change project meets resistance from staff who report unclear roles. What should the manager check?
Clarify responsibilities, explain the purpose, invite concrete concerns and provide relevant training and support. Distinguish a genuine capacity or process problem from unwillingness. Announcing change alone does not establish that people can implement it.
In a supplemental public-service ethics scenario, an official can save public funds or favour a friend. Which principle should guide the decision?
Public interest and impartial, lawful use of resources. RA 6713 Section 4 places public interest above personal interest. Check the actual rules and facts; friendship is not a valid basis for an undue advantage. This statute is supplemental context, not a separately published QT domain.
A public-service applicant supports a different political party from the clerk. How should the clerk handle an otherwise valid request?
Apply the same lawful service criteria without unfair discrimination. Political neutrality under RA 6713 Section 4 means service should not depend on party preference. Document decisions consistently and use the proper review route if a requirement is disputed.
An employee is asked to send nonpublic client records to a friend for private use. What is the defensible response?
Do not disclose them for that private purpose. Verify lawful authority, purpose and access controls, and use the designated reporting or advice channel when needed. RA 6713 Section 7 prohibits specified misuse of confidential information; public service does not make all personal records public.
A supplier offers a valuable gift while its transaction is awaiting the official’s approval. What should the official do?
Decline the gift and follow the agency’s disclosure or reporting rules. RA 6713 Section 7 prohibits gifts connected with official duties or affected transactions. The narrow nominal-gift definition is not a loophole for a valuable favour-linked gift.
What does RA 6713 Section 5 require in replying to public letters, and is it one universal processing deadline?
It requires a response within 15 working days, stating the action taken. That is not a universal deadline for every government transaction: other laws and applicable service standards can impose different or shorter processing periods. Identify the actual service and controlling rule.
A manager discovers an error after publishing a performance report. What response protects accountability?
Verify the error, preserve the supporting records, inform the responsible authority and issue an appropriate correction through the authorised process. Explain material effects and prevent recurrence. Quietly changing the figures or blaming a colleague without evidence undermines accountability.
Frequently Asked Questions
What is the Philippine FSOE Qualifying Test?
It is the CSC-administered aptitude stage of DFA BFSE’s Philippine Foreign Service Officer Examination, covering Verbal, Analytical, Numerical and Managerial Ability. It is distinct from the United States FSOT. The 2027 BFSE notice lists those four abilities; the detailed 2026 CSC scope describes English and Filipino aptitude content.
What are the next test date and application status?
The announced test date is Sunday, 24 January 2027. The published application period was 16 September–30 October 2026 and has closed as of this review on 31 October 2026. Check BFSE and CSC for subsequent official notices; the announcement is not a live booking page.
What count, time and materials are confirmed?
The 2026 CSC operational advisory lists 150 test-proper items plus 10 EDQ personal-data items, with 185 minutes for the test proper. It requires black ballpoint pens and prohibits calculators. These are dated 2026 details; the cited 2027 recruitment notice does not confirm a new item count or test-day timetable. Check the operational notice for the 2027 sitting.
What qualifications and fee does the 2027 notice specify?
The 2027 notice requires natural-born Filipino citizenship, a bachelor’s degree and two completed years of post-degree work by the Certificate of Employment issuance date; graduate study does not substitute. Marriage to a non-Filipino requires prior Secretary of Foreign Affairs authorisation. RA 7157 Section 48 also contains a Philippine permanent-residence condition for examination applicants: the notice’s shorter list is not evidence of a waiver. Use the current BFSE forms and seek clarification if needed. The non-refundable PHP 500 fee is collected after application and document acceptance.
What score and later stages apply?
At least an 80% qualifying rating leads to the Written Test. The current sequence is Qualifying, Written, Psychological and Oral. Written requires a 75% composite; Psychological must be passed; Oral requires 80% and supplies the final examination rating. Written-subject weights do not describe the Qualifying Test: QT domain weights and a raw-score conversion are not published in the cited notices.
Must a qualifier retake after failing a later stage?
The 2027 announcement says those who passed CSE-FSO on or after 12 December 2013 need not retake QT if they fail a succeeding stage, because the civil-service eligibility does not expire. Current-cycle qualifiers cannot defer later stages, and missing a scheduled later stage means failure for that cycle. A new recruitment cycle’s application conditions still apply.
Are the legal and management examples official standalone topics?
No separate RA 6713, RA 7157 or proprietary management-framework subtest is listed in the published QT scope. These 50 original cards review the four abilities; public-service ethics scenarios provide supplemental leadership context. The topic allocation is editorial because qualifying-domain percentages have not been confirmed. Passing QT does not itself appoint someone as a diplomat.
