“She” could refer to either person. Replace the pronoun with the intended official’s title or name.
What does “comprise” mean in “The committee comprises five members”?
The whole includes or consists of five members. Avoid “is comprised of” in concise formal prose; “consists of” is unambiguous.
How do you correct “Neither the findings nor the recommendation are final”?
Use “is final.” With “neither...nor,” the nearer singular subject “recommendation” controls agreement here.
A passage reports shorter queues after a new appointment system but says staffing also increased. What causal claim is unsupported?
That the appointment system alone caused the shorter queues. The staffing change is an alternative explanation.
How do you distinguish a passage’s main claim from an example?
The main claim is the proposition the author develops; an example is evidence or illustration supporting it. Ask what the entire paragraph is trying to establish.
A policy says “some agencies may extend hours.” What stronger paraphrase must you reject?
“All agencies must extend hours.” It changes both scope (“some” to “all”) and force (“may” to “must”).
What does “however” usually signal between two claims?
A contrast or qualification. Read the claim after it as a possible limit or turn in the author’s argument, not as simple continuation.
If a report lists a target and an actual result, which is evidence of performance?
The actual measured result. The target is a benchmark, not proof that the benchmark was achieved.
What is a defensible inference from “Complaints fell after online filing began, but survey response also fell”?
The complaint count declined; satisfaction cannot be inferred without accounting for reduced reporting or survey response.
Why should “associated with” not be paraphrased as “caused by”?
Association identifies a relationship, not the direction or mechanism of causation. Confounding or reverse causation may remain.
A service completes 150 cases this month versus 120 last month. What is the percentage increase?
25%: the increase is 30, divided by the original 120.

80%: divide 240 by 300 and multiply by 100.

Why can an agency’s case count rise while its completion rate falls?
The denominator may have grown faster than completed cases. Compare completions with total eligible or received cases, not counts alone.

If every approved project has a signed plan, what follows when a project has no signed plan?
It is not approved. This is the contrapositive of “approved implies signed plan.”
If every approved project has a signed plan, does a signed plan prove approval?
No. That reverses the condition; a signed plan may be necessary for approval without being sufficient.

Does passing the CES-WE itself grant CES Eligibility?
No. CES-WE is the first stage; CESB then requires Assessment Center, Performance Validation, and Board Interview for the CES Eligibility route, subject to its rules.
Is CSC Career Service Executive Eligibility (CSEE) the same examination as CES-WE?
No. CESB describes CSC-conferred CSEE as a separate two-phase qualification. Under applicable conditions, CESB can credit it as equivalent to two of the four CES Eligibility stages.
What score and retake wait does CESB publish?
