Water heaters and boilers share about 4 percent of the M2 exam. The inspector trap is treating a commercial water heater as “just a tank in a closet.” 2024 IMC Chapter 10 governs installation, alteration, and repair of boilers, water heaters, and pressure vessels. Section 1002 then hands the potable connections and the relief valves to the International Plumbing Code. 2024 IFGC 624.1.1 repeats that handoff for gas-fired units: sizing, relief valves, drain pans, and scald protection are IPC work. You still inspect the appliance as mechanical equipment — listing, access, combustion air, venting, fuel, and condensate — but you do not invent T&P details from IMC folklore.

This section sits next to heating equipment, furnaces, and warm-air systems. A water heater that also feeds a hydronic coil is still a water heater under 1002 until the listing says it is a boiler.

Storage versus instantaneous

A storage water heater heats and holds potable water in a tank. The tank is a pressure vessel with a cold dip tube, a hot outlet, an anode, a drain, and a T&P opening in the top of the shell. A hot-water storage tank paired with a remote heater is treated the same way for pans and relief valves. 2024 IPC 501.3 requires a drain valve at the bottom of each tank-type heater and storage tank; the inlet is not less than 3/4-inch nominal iron pipe size and the outlet has male garden-hose threads.

An instantaneous (tankless) water heater heats water as it flows. There is little or no stored volume, so thermal expansion behavior, condensate, and venting look more like a condensing boiler than like a 80-gallon tank. 2024 IPC 501.6 is the tankless temperature rule you can actually cite: water from tankless heaters intended for domestic uses shall be not greater than 140°F (60°C). That sentence does not replace protective shower valves under IPC 412.3. Do not convert 140°F into a shower-valve number; the fixture limit is an IPC fixture rule, not an IMC Chapter 10 number.

Both families must be removable without first removing a permanent portion of the building structure (IMC 1002.1). If the only way to change the heater is to demolish a rated shaft wall or a poured curb that was never designed as a removable pad, the installation already fails 1002.1 and the access rules in 306.

Listing, fuel, and the nameplate

2024 IMC 1002.1 is the listing menu:

  • Domestic electric water heaters: UL 174 or UL 1453.
  • Commercial electric water heaters: UL 1453.
  • Oil-fired water heaters: UL 732.
  • Solid-fuel-fired water heaters: UL 2523.
  • Solar thermal water heating: IMC Chapter 14 and ICC 900/SRCC 300.

2024 IFGC 624.1 lists gas water heaters to ANSI Z21.10.1/CSA 4.1 or ANSI Z21.10.3/CSA 4.3 and sends non-gas fuels back to the IMC. Water heaters that serve both potable hot water and space heating must be listed and labeled for that dual application (IMC 1002.2 and IFGC 624.2). 1002.2.1 requires the dual-use heater to be sized so the space-heating load does not steal the required potable capacity. 1002.3 requires refrigerant-to-water potable heaters to be approved and installed to the IPC and the manufacturer’s instructions.

Gas, electric, and oil are not interchangeable field conversions. 2024 IMC 301.12 still forbids converting a fuel-fired appliance to a different fuel except where approved and converted in accordance with the manufacturer’s instructions. An electric commercial tank swapped onto a gas flue, or a natural-gas tankless piped with propane without the listed conversion kit, is an unlisted appliance. Read fuel type, input Btu/h, voltage, and required clearances on the nameplate the same way you do on a furnace.

Pan, seismic, access, and working space

Pan. 2024 IMC 1002.4: where a storage-type water heater or hot-water storage tank is installed where leakage will cause damage, set the tank in a pan of (1) galvanized steel or aluminum not less than 0.0236 inch, (2) plastic not less than 0.036 inch with a flame-spread index not more than 25 and a smoke-developed index not more than 450 (ASTM E84 or UL 723), or (3) other approved materials. 2024 IPC 504.7 uses the same metal and plastic thicknesses; the IPC flame-and-smoke sentence applies to a plastic pan under a gas-fired heater. On an M2 job, enforce IMC 1002.4 as written and still expect the IPC pan details because 1002.1 and IFGC 624.1.1 send pans to the IPC. IPC 504.7.1 (label this IPC): the pan shall be not less than 1 1/2 inches deep, large enough to catch drips, and drained by an indirect waste pipe not less than 3/4 inch. IPC 504.7.2: the pan drain extends full size and terminates over a suitably located indirect waste receptor or floor drain, or to the exterior not less than 6 inches and not more than 24 inches above adjacent grade. A replacement heater in a location that never had a pan drain is the stated IPC exception — it is not a license to skip a new pan where leakage can still damage the building.

Seismic. Do not invent strap heights. 2024 IPC 502.4 and IMC 301.18 send water-heater supports to the IBC where earthquake loads apply. The listing and the manufacturer’s installation instructions can require straps even when the IBC seismic chapter is silent. If the listing shows two straps, two straps are part of 304.1.

Access. 2024 IPC 501.4 requires location and connection that provide access for observation, maintenance, servicing, and replacement. IPC 502.5 and IMC 306.1 require a level working space not less than 30 inches by 30 inches in front of the control side, without disabling a fire-resistance-rated assembly or removing permanent construction or unrelated piping. Attic heaters follow the 306.3 / IPC 502.3 numbers you already tabulated: 30-by-22-inch passageway, not more than 20 feet, 24-inch solid flooring, 30-by-30 service space, 20-by-30-inch opening. Outdoor heaters need an outdoor listing (IMC 303.6) and the grade or suspension support in 304.10.

T&P relief — temperature and pressure, both

IMC 1002.1 does not write the relief-valve recipe. IPC 504.4 does. Storage water heaters operating above atmospheric pressure shall have an approved, self-closing (levered) pressure relief valve and a temperature relief valve, or a combination thereof, conforming to ANSI Z21.22. The relief valve shall not be used as a means of controlling thermal expansion. That last sentence is how you fail a T&P that is dripping because someone omitted the expansion tank required by IPC 607.3 when a check valve or backflow preventer is on the cold water.

IPC 504.4.1: install the valves in the shell of the water-heater tank. Temperature relief valves shall be actuated by water in the top 6 inches of the tank. Separate storage tanks get T&P protection on both the heater and the tank. There shall not be a check valve or shutoff valve between a relief valve and the heater or tank served.

IPC 504.5: T&P valves and energy cutoff devices shall bear an approved-agency label, with a temperature setting of not more than 210°F (99°C) and a pressure setting not exceeding the tank manufacturer’s rated working pressure or 150 psi (1035 kPa), whichever is less. Relieving capacity of each pressure valve and each temperature valve shall equal or exceed the heat input.

IPC 504.6 discharge piping — memorize the list, then walk the pipe:

  1. Not directly connected to the drainage system.
  2. Discharge through an air gap in the same room as the water heater.
  3. Not smaller than the valve outlet; discharge full size to the air gap.
  4. Serve a single relief device; no shared relief manifold.
  5. Discharge to the floor, to the pan, to a waste receptor, or to the outdoors.
  6. Discharge without causing personal injury or structural damage.
  7. Terminate where readily observable by occupants.
  8. Not be trapped.
  9. Flow by gravity.
  10. Terminate not more than 6 inches above and not less than two times the discharge-pipe diameter above the floor or the flood-level rim of the waste receptor.
  11. No threaded connection at the end.
  12. No valves or tee fittings.
  13. Materials listed in IPC 605.4, or ASME A112.4.1-rated materials.
  14. One nominal size larger than the valve outlet where insert fittings are used; fasten the outlet end.

Field fail. A 3/4-inch T&P reduced to 1/2-inch copper, or a ball valve “so we can service the valve without draining the tank,” is an IPC 504.6 failure even if the heater is listed and the pan is perfect. A hose shoved into a floor-drain hub with no air gap is item 1 and item 2. A ceiling-plenum termination nobody can see is item 7.

Mixing, scald, tankless condensate, and later chapters

What IMC covers. IMC 1002.2.2 is the only Chapter 10 mixing number: where combination potable and space-heating water must be hotter than 140°F (60°C) for space heating, an ASSE 1017 temperature-actuated mixing valve shall temper the water supplied to the potable distribution system to 140°F or less.

What the IPC covers (label these IPC). IPC 501.2 repeats that 140°F / ASSE 1017 dual-use rule and keeps potability throughout the system. IPC 501.6 caps tankless domestic water at 140°F without replacing IPC 412.3 shower valves. IPC 607.1.2 controls tempered water with ASSE 1070 (set not greater than 110°F), ASSE 1017, or listed ASSE 1082 / 1084 heaters. IPC 613.1 requires temperature-actuated mixing valves that reduce water to defined limits to comply with ASSE 1017. IMC Chapter 10 does not publish a 110°F tempered-water number; if you cite 110°F, say IPC 607.1.2.

Tankless venting and condensate. Condensing instantaneous heaters are typically Category IV appliances. Do not size the vent from memory here — use appliance categories and vents. 2024 IMC 307.1 still applies: collect liquid combustion by-products, use approved corrosion-resistant piping not smaller than the appliance drain connection, and slope not less than 1/8 in 12 (1 percent). Neutralizers, if required, come from the listing and the manufacturer’s instructions (304.1), not from an invented IMC filter size.

Combustion air and fuel. Indoor gas and oil heaters take combustion air from IMC Chapter 7 or IFGC 304. Outdoor-only listings cannot be dragged into a mechanical room to “save combustion air.” Gas pipe materials and connectors belong with IFGC fuel-gas materials. Electric heaters follow IPC 504.3 / NFPA 70 for the disconnect; oil heaters follow IMC Chapter 13 for the tank and piping.
