Chapter 2 defines ventilation as the natural or mechanical process of supplying conditioned or unconditioned air to, or removing such air from, any space. Outdoor air is ambient air that enters through a ventilation system, through intentional natural-ventilation openings, or by infiltration. Ventilation air is the outdoor-air portion of supply air, plus any recirculated air that has been treated to keep the desired quality. Those three words are not interchangeable on a stem that says “minimum outdoor airflow.”
This chapter is the rate-and-path companion to Type I hood construction and hazardous exhaust. Hoods and hazardous systems remove contaminants; Chapter 4 decides whether the occupied rooms next to those systems still receive outdoor air.
Occupied, occupiable, and the breathing zone
401.2 triggers on an occupied space: every occupied space shall be ventilated by natural means in accordance with Section 402 or by mechanical means in accordance with Section 403. Occupiable space (Chapter 2) is narrower: an enclosed space intended for human activities, excluding spaces intended primarily for other purposes — storage rooms and equipment rooms that are only intended to be occupied occasionally and for short periods. A mechanical room that a technician enters twice a year is not automatically an occupiable space. An open office, a classroom, a dining room, and a retail sales floor are.
Net occupiable floor area is the floor area of that occupiable space, measured to the inside surfaces of its walls, excluding shafts, column enclosures, and other permanently enclosed inaccessible unoccupiable areas. Furnishings, display racks, and storage racks — temporary or permanent — are not deducted. Table 403.3.1.1 Note a says occupant density, people rates, area rates, and exhaust rates are based on that net occupiable floor area. Using gross building area, or subtracting cubicles, understates Az and under-ventilates the room.
The breathing zone is the region within an occupied space between planes 3 and 72 inches (76 and 1829 mm) above the floor and more than 2 feet (610 mm) from the walls or from fixed air-conditioning equipment. 403.3.1.1 requires the ventilation system to deliver the required outdoor airflow to the breathing zone in each occupiable space. A ceiling slot that short-circuits into a high return, or a floor grille parked against a perimeter wall, can meet a cfm number on a drawing and still miss the breathing zone.
A zone is one occupiable space, or several occupiable spaces with similar occupancy classification, occupant density, zone air distribution effectiveness, and zone primary airflow rate per unit area. Keep three airflow names separate:

Ez comes from Table 403.3.1.1.1.2. Ceiling or floor supply of cool air is 1.0. Ceiling supply of warm air with ceiling return is 0.8 (or 1.0 if the supply is less than 15°F above space temperature and the 150 fpm jet reaches within 4½ feet of the floor). Makeup air drawn in near the exhaust or return is only 0.5 — you must bring twice the breathing-zone outdoor air to that zone. A dedicated outdoor-air system (DOAS) that supplies only outdoor air uses Equation 4-4: Vot = Σ Voz. A mixed-air single-zone unit uses Equation 4-3: Vot = Voz. Multiple-zone recirculating VAV is the long path in 403.3.1.1.2.3 — primary outdoor-air fraction Zp, system ventilation efficiency Ev, then Vot = Vou / Ev.
Natural ventilation — confirm the 2024 fractions
Natural ventilation is movement of air into and out of a space through intentionally provided openings (windows and doors) or through nonpowered ventilators. 402.1: those openings shall have ready access so occupants can control them. A locked clerestory, a sealed storefront, or an opening that only facilities staff can reach is not natural ventilation.
402.2 is the number M2 will use: the minimum openable area to the outdoors shall be 4 percent of the floor area being ventilated. A 2,500-square-foot assembly room needs 100 square feet of actual openable area, not 100 square feet of window glass. Measure the sash or louver that actually opens.
402.3 Adjoining spaces. A room with no outdoor opening may borrow ventilation through an adjoining room if the opening is unobstructed and not less than 8 percent of the interior room’s floor area, and not less than 25 square feet (2.3 m²). The 4 percent outdoor openable area is then based on the total floor area being ventilated. Exception: openings may terminate into a thermally isolated sunroom or patio cover if the opening between the sunroom and the interior room is not less than 8 percent and not less than 20 square feet (1.86 m²).
402.4 below-grade openings: the outdoor horizontal clear space measured perpendicular to the opening shall be 1½ times the depth of the opening, measured from average adjoining grade to the bottom of the opening. A window well that is 4 feet deep needs 6 feet of clear horizontal space — not a tight areaway stuffed with equipment.
When mechanical ventilation is required
401.2 is an or rule with three mechanical-only overrides:
- Dwelling units that comply with the air-leakage requirements of the IECC or ASHRAE 90.1 shall be ventilated by mechanical means in accordance with Section 403. Tight construction is not an excuse to skip outdoor air.
- Ambulatory care facilities and Group I-2 occupancies shall be ventilated by mechanical means in accordance with Section 407 (this code, ASHRAE/ASHE 170, and NFPA 99).
- Any occupied space that cannot meet Section 402 — fixed glass, interior rooms that fail 402.3, or openings that occupants cannot control — must use Section 403.
401.3: ventilation shall be provided during the periods that the room or space is occupied. 405.1 requires mechanical ventilation systems to have manual or automatic controls that operate the systems whenever the spaces are occupied, and air-conditioning systems that supply required ventilation air shall automatically maintain the outdoor-air rate during occupancy. 403.3.1.4 adds the VAV rule: variable-air-volume systems other than 100 percent outdoor air shall have controls that keep outdoor airflow at not less than the Section 403.3 rate over the entire range of supply-air operating rates. A mixed-air VAV that starves outdoor air at minimum box position fails 403.3.1.4 even if the design-day OA damper looks wide open.
Intermittent versus continuous shows up in two places. Table 403.3.1.1 Notes e and f publish two exhaust numbers (25/50, 50/70): the higher rate is for systems designed to operate intermittently; the lower rate is permitted only where the exhaust operates continuously while occupied. For Group R-2, R-3, and R-4 three stories or less, 403.3.2.1 Exception 1 allows the dwelling-unit outdoor-air system to run not less than 1 hour of each 4-hour period if the average equals Equation 4-9. 403.3.1.3 demand-controlled ventilation may drop the people component to the actual occupant count, but the outdoor air shall not fall below the area outdoor airflow rate column while the building is expected to be occupied.

403.3.1.1: the occupant load used for design shall be not less than the estimated maximum occupant load rate in the table, unless approved statistical data document an alternative density. Unlisted occupancies use the most similar listed classification (occupant density, activities, and construction) or an approved engineering analysis. Pick the row that matches how the room is used, not the IBC occupancy letter on the title sheet.

Office break rooms are a different row (50 people/1000 ft², Ra 0.12). Food-service break rooms are 25/1000 and Ra 0.06. Do not use the office-space 5/1000 density for a conference room — conference rooms are 50/1000, Rp 5, Ra 0.06. Corridors have no people rate; they are area-only at 0.06 cfm/ft².
Inspector checks: intakes, exhaust, dampers, screens
401.4 Intake opening location (confirm these 2024 distances in the book):
- Not less than 10 feet from lot lines or buildings on the same lot.
- Mechanical and gravity outdoor-air intakes not less than 10 feet horizontally from any hazardous or noxious contaminant source (vents, streets, alleys, parking lots, loading docks), except Item 3 or 501.3.1. Intakes may be less than 10 feet horizontally from streets, alleys, parking lots, and loading docks if they are not less than 25 feet vertically above those locations. Measure from the closest edge of a street or public way.
- Not less than 3 feet below contaminant sources located within 10 feet of the opening. Dwelling-unit / sleeping-unit factory-built combination intake/exhaust fittings that separate the streams per the fan manufacturer are excepted.
- In flood hazard areas, at or above the IBC 1612 elevation for utilities.
501.3.1 Item 3 for environmental air exhaust: 3 feet from property lines; 3 feet from operable openings (except where the exhaust is not less than 1 foot above a gravity air intake, other than Group U); and 10 feet from mechanical air intakes. 501.3: air shall not be exhausted into an attic or crawl space, or directed onto walkways. Pair 401.4 with 501.3.1 on every rooftop: a toilet exhaust 6 feet from the RTU outdoor-air hood fails even if both openings are “on the roof.”
401.5 / Table 401.5 protect outdoor intakes with corrosion-resistant screens, louvers, or grilles. Residential occupancies: openings not less than ¼ inch and not more than ½ inch. Other than residential: greater than ¼ inch and not more than 1 inch. Hurricane-prone-region intake louvers comply with AMCA 550. Those mesh sizes are bird-and-weather protection, not MERV ratings. Filter media live with the air handler’s listing and Chapter 6; do not invent a Chapter 4 filter efficiency.
401.6 still sends stationary local sources of irritating particulates, heat, odors, fumes, spray, vapors, smoke, or gases to a Chapter 5 exhaust or an approved collection system, discharging directly to an approved exterior location. That is the pointer from a “ventilation” inspection into hazardous exhaust.
