1. The Four-Year Term

GBL § 408(1) — all licences issued under Article 27 expire four years from the date of issuance. GBL § 409(8) confirms that every fee in the article is "for licenses issued for the license period of four years". Licences are renewed for further four-year periods without further examination on filing the renewal application and fee (§ 408(6)). Renewals must now be filed online through the Appearance Enhancement and Barber Licensing System.

New York requires no continuing education for renewal of a cosmetology operator licence. Candidates who have studied in other states frequently import a CE assumption that New York does not share.

3. Lapse, Late Renewal and Re-examination
