Why slope is a band, not a minimum only
Drainage is a two-phase flow: liquid carrying solids, with an air core above. Too little slope and the liquid stalls, depositing solids. Too much slope and the liquid outruns the solids, leaving them stranded — the classic "the pipe is too steep" failure on a short, steep run from a water closet.
The code publishes minimums. Good practice adds a working maximum for the same reason.

Read the size breaks carefully. The first row stops at 2-1/2 inches, not 2 inches. The second row begins at 3 inches, not 4. Those two boundaries are the most common transcription error candidates carry into the exam room.
The grease interceptor override
IPC 704.1 adds one exception in the body text:
...except that where the drainage piping is upstream of a grease interceptor, the slope of the piping shall be not less than 1/4 inch per foot (2-percent slope).
That applies regardless of pipe size. A 4-inch line feeding a grease interceptor gets 1/4 inch per foot, not the 1/8 inch per foot its size would otherwise allow. Grease congeals on a cold pipe wall, and the higher velocity of a steeper line keeps it moving.

Uniform alignment, uniform slope
IPC 704.1 opens with a requirement that inspectors cite constantly:
Horizontal drainage piping shall be installed in uniform alignment at uniform slopes.
A run that sags between hangers creates a belly — a low point that holds standing water, collects solids and eventually blocks. The remedy is Chapter 3 discipline: hanger spacing per Table 308.5 (4 feet for PVC and ABS, 5 feet for cast iron, 10 feet for cast iron in 10-foot lengths), continuous support for buried piping under 306.1, and bedding that does not settle under 306.2.
No reduction in the direction of flow — IPC 704.2
The size of the drainage piping shall not be reduced in the direction of the flow.
Three arrangements are not considered reductions:
- A 4-inch by 3-inch water closet flange.
- A water closet bend fitting with a 4-inch inlet and a 3-inch outlet, provided the 4-inch leg of the fitting is upright and below, but not necessarily directly connected to, the water closet flange.
- An offset closet flange.

Horizontal branches connect to the base of a stack, or to a horizontal stack offset, not less than 10 times the diameter of the stack downstream. A 3-inch stack requires 30 inches, a 4-inch stack 40 inches, a 6-inch stack 60 inches.

Percent slope = (inches of fall per foot) / 12 x 100. Check: (0.25 / 12) x 100 = 2.08, conventionally stated as 2 percent.
Total fall over a run

A 4-inch building drain runs 64 feet from the last fixture connection to the foundation wall.

- Fall = 0.125 x 64 = 8 inches.
If the invert at the fixture end must be 18 inches below the slab, the invert at the wall is 26 inches below the slab.
Invert elevation at a point
A 3-inch branch starts at invert elevation 100.00 feet and runs 38 feet at the minimum slope.

- Invert at the far end = 100.00 - 0.396 = 99.60 feet.
Available fall constrains pipe size
A building sewer must travel 110 feet from the building to a main whose invert is 13 inches lower than the building drain outlet.
- Available slope = 13 inches / 110 feet = 0.118 inch per foot.
- That is less than 1/8 inch per foot (0.125), so a 4-inch or 6-inch sewer at minimum slope will not fit the available fall.
- Options: increase the pipe to 8 inches, whose minimum is 1/16 inch per foot (0.0625) — 110 x 0.0625 = 6.9 inches of required fall, easily within the 13 inches available; or lower the connection; or install a pump.
This is exactly the trade-off Table 710.1(1) reflects: bigger pipe, flatter slope, but less capacity per inch of diameter at that flatter slope.
Slope and capacity interact
Table 710.1(1) publishes a different capacity for each slope. For a 4-inch building drain:

Doubling the slope from 1/8 to 1/4 buys 20 percent more capacity. That is why a designer short on pipe size will sometimes buy capacity with slope instead — and why "minimum slope" and "design slope" are not the same number.
Note also that the 1/16 inch per foot column is blank for pipes smaller than 8 inches, because Table 704.1 does not permit that slope below 8 inches.
Computerized design does not escape the table
IPC 713.3.2: where the drainage system is designed by approved computer methods, horizontal drainage piping shall still be designed and installed at slopes in accordance with Table 704.1. The software may size the pipe; it may not flatten it below the code minimum.
