What is the minimum knee clearance to wall or door in front of water closet?" The published answer is 21 inches, citing Code Section 405.3.1. That is a direct signal about what to memorize.
IPC 405.3.1 in full:
A water closet, urinal, lavatory or bidet shall not be set closer than 15 inches (381 mm) from its center to any side wall, partition, vanity or other obstruction. Where partitions or other obstructions do not separate adjacent water closets, urinals, or bidets, the fixtures shall not be set closer than 30 inches (762 mm) center to center. There shall be not less than a 21-inch (533 mm) clearance in front of a water closet, urinal, lavatory or bidet to any wall, fixture or door. Water closet compartments shall be not less than 30 inches in width and not less than 60 inches in depth for floor-mounted water closets and not less than 30 inches in width and 56 inches in depth for wall-hung water closets.
Exception: an accessible children's water closet shall be set not closer than 12 inches from its center to the required partition or to the wall on one side.

Laying out a three-closet public restroom
A wall is 8 feet (96 inches) long. Three floor-mounted water closets are to be set in compartments along it.
- Each compartment must be at least 30 inches wide: 3 x 30 = 90 inches. Fits in 96 inches.
- Each closet centerline must be at least 15 inches from the compartment partition — which, at exactly 30 inches of width, puts the centerline at 15 inches, dead center. There is no slack; a 28-inch compartment would fail both the width minimum and the centerline clearance.
- Compartment depth must be at least 60 inches for floor-mounted bowls, and there must be 21 inches clear in front of each bowl.
Compartments, partitions and privacy
IPC 405.3.4 requires each water closet used by the public or employees to occupy a separate compartment with walls or partitions and a door to ensure privacy. Three exceptions:
- A single-occupant toilet room with a lockable door needs no compartment.
- A child day care toilet room with two or more water closets may have one water closet without an enclosing compartment.
- The requirement does not apply to toilet areas in Group I-3 housing areas.
IPC 405.3.5 Urinal partitions — each urinal used by the public or employees must occupy a separate area with walls or partitions:
- horizontal dimension between walls or partitions at each urinal: not less than 30 inches;
- partitions begin at a height not greater than 12 inches from the floor;
- and extend not less than 60 inches above the finished floor;
- and extend from the wall at each side not less than 18 inches, or to a point not less than 6 inches beyond the outermost front lip of the urinal measured from the finished backwall surface — whichever is greater.

Setting and securing fixtures
IPC 405.3 requires fixtures to be set level and in proper alignment with adjacent walls. IPC 405.2 requires installation that affords easy access for cleaning both the fixture and the area around it. IPC 405.3.3 prohibits locating piping, fixtures or equipment so as to interfere with the operation of windows, doors or egress openings.
Floor and wall connections — IPC 405.4
- Connections between the drain and floor outlet fixtures are made with a floor flange or a waste connector and sealing gasket; the gasket joint must comply with the joint tightness test of ASME A112.4.3. The flange is attached to the drain and anchored to the structure.
- Connections to wall-hung water closets use an approved extension nipple or horn adaptor, the closet is bolted to the hanger with corrosion-resistant bolts or screws, and joints are sealed with an approved elastomeric gasket, an ASME A112.4.3 flange-to-fixture connection, or an approved setting compound.

Closet screws and bolts must be copper alloy, and flanges are secured to the structure with corrosion-resistant screws or bolts.
IPC 405.4.3: wall-hung water closet bowls must be supported by a concealed metal carrier attached to the building structural members so that strain is not transmitted to the fixture connector or any other part of the plumbing system. Carriers conform to ASME A112.6.1M or ASME A112.6.2.

Overflows and slip joints
IPC 405.8 requires a fixture overflow to be designed so that standing water will not rise in the overflow when the stopper is closed, and so that water does not remain in the overflow when the fixture is empty. IPC 405.8.1 requires the overflow to discharge into the drainage system on the inlet or fixture side of the trap — the overflow must be trapped like the fixture. The single exception is a flush tank overflow serving a water closet or urinal, which discharges into the fixture served.
IPC 405.9 Slip-joint connections is a rule that quietly fails many rough-ins:
- Slip joints are made with an approved elastomeric gasket.
- They may be installed only on the trap outlet, the trap inlet, and within the trap seal.
- Concealed slip-joint connections require an access panel or utility space not less than 12 inches in its smallest dimension, or another approved arrangement, for inspection and repair.
That bars the common shortcut of burying a slip-joint tubular waste arm inside a finished wall with no access.
