Hands are the number-one vehicle that moves pathogens from a food handler onto food. A cook does not have to look dirty to contaminate a plate. Skin, nose, mouth, and the intestinal tract already carry organisms that cause foodborne illness. When those sites meet ready-to-eat (RTE) food, the food becomes a delivery system. RTE food will not get another cook step that would kill what the hands just added.

FDA Food Code 2-102.11 is the demonstration-of-knowledge standard for the Person in Charge (PIC). Inspectors use it when they ask the PIC to explain foodborne-disease prevention. Two of the knowledge areas sit at the center of this chapter: the relationship between personal hygiene and preventing foodborne disease, and the PIC's duty to keep an ill or infectious food employee from transmitting disease through food. If you cannot explain why a face-touch, a skipped restroom wash, or an uncovered wound matters, you are not yet demonstrating the knowledge the certificate is supposed to prove.

Why Hands Win

Most retail outbreaks that start with a person, not a failed cook temperature, start with hands. Hands pick up Staphylococcus aureus from skin and the anterior nares. Hands pick up norovirus, Shigella spp., and hepatitis A virus from feces when a worker leaves the restroom without a complete wash. Hands then plate salad, garnish a cocktail, fold a wrap, or set a lemon wedge on a glass. That is why poor personal hygiene is one of the five CDC/FDA retail risk factors.

A virus does not grow in the sandwich. It only needs to arrive. S. aureus can grow and form heat-stable toxin if the contaminated time/temperature control for safety (TCS) food then sits in the temperature danger zone. Either pathway begins with a person. Time and temperature will not rescue a norovirus dose that a cook already put on a plated salad.

Actions That Contaminate Food

Touching hair, face, or body. A cook wipes sweat, scratches a scalp, rests a chin on a gloved hand, or rubs an eye, then returns to plating. Skin and hair carry S. aureus. Hair itself is also a physical hazard. A quick scratch is a contamination event, not a harmless habit.

Unwashed hands after the restroom. Fecal-oral pathogens do not need a visible mess. Norovirus, Shigella, and hepatitis A move on hands that skipped soap, cut the wash short, or used the prep sink as a shortcut. One missed wash can seed an entire station.

Handling raw food, then RTE food. Chicken juice, ground-beef drip, or raw-shrimp ice on fingers becomes a garnish problem the moment the same hands assemble a salad. This is person-to-food cross-contamination. The salsa does not have to look dirty to be unsafe.

Wiping hands on a dirty apron. The apron has collected raw juices, wipe-downs, and hours of soil. Using it as a towel puts that soil back on the hands and then on food. An apron is clothing, not a hand-drying device.

Eating, smoking, or chewing tobacco, then touching food. The mouth and the smoking area add saliva and S. aureus. Hands that handled a cigarette, a vape, or a snack are not ready for food until they are washed at a designated sink.

Tasting with a reused spoon. Double-dipping a tasting spoon returns saliva to the batch. Use a clean utensil for every taste, and never return that utensil to the food. Setting the tasting spoon on a garnish board and stirring with it is the same failure.

Working while sick. Vomiting, diarrhea, jaundice, and diagnosed Big Six infections are employee-health exclusions, not a push-through-the-rush decision. A single norovirus-positive worker can contaminate utensils, surfaces, and every RTE item on the pass.

Uncovered wounds. Cuts, burns, and boils on hands or wrists leak S. aureus and other organisms. An uncovered bandage can also fall into food as a physical hazard.

Dirty clothes and soiled uniforms. Outer clothing that touched garbage, raw product, or the restroom becomes a moving contaminant. Street clothes stored on a prep table add the same problem.

Jewelry. Rings with stones, bracelets, and watches trap food residue and pathogens in crevices. Stones and charms can fall into food.

Saturday Brunch

A cook uses the restroom during brunch, rinses fingertips in the prep sink, wipes them on an apron, then plates smoked-salmon toast with bare hands. In one minute the operation has stacked four failures: no designated-sink wash, an apron used as a towel, possible fecal pathogens on the hands, and bare-hand contact with RTE food. The PIC who demonstrates knowledge under 2-102.11 is supposed to see that chain and stop it before the toast leaves the pass.

The Tasting Spoon

A sous chef tastes bisque, sets the spoon on a board used for herbs, then stirs the pot with the same spoon. Saliva and any S. aureus from the mouth re-enter a TCS food that will be hot-held. Later cooking will not reliably destroy staphylococcal toxin if the soup sits long enough for toxin to form. The control is a clean tasting spoon every time, discarded from the food after that one taste.

Raw Chicken, Then Tomatoes

A prep cook finishes trimming raw chicken, does not wash, and immediately slices tomatoes for salsa. The tomatoes are RTE and TCS. Pathogens from the chicken do not need the salsa to look soiled. The control is a full handwash, a task change, and clean utensils or gloves before the tomatoes.

The exam contrast is stable. Skin and nose point to S. aureus. Feces via hands point to norovirus, Shigella, and hepatitis A. Do not assign Clostridium botulinum or an undercooked-chicken Salmonella story to a restroom-hand stem unless the question actually describes those hazards.

What 2-102.11 Expects the PIC to Say

Demonstration of knowledge is not a poster in the office. If an inspector asks why a cook cannot plate salad after touching a face, the PIC should be able to say: hands are the vehicle, S. aureus lives on skin, the salad is RTE, and the control is a handwash plus a barrier. If the inspector asks why an employee with diarrhea cannot stay on the line, the PIC should name fecal-oral transmission — norovirus, Shigella, hepatitis A — and the exclusion duty. Later sections turn those answers into a wash procedure and a written hygiene program. This section is the reason the certificate expects you to explain contamination before you ever put soap on a pair of hands.
