Why TCS Foods Support Pathogens

TCS foods share the conditions bacteria like:

How Contamination Occurs

Contamination is how a hazard gets into food. It is not the same as growth. A virus does not grow in food; a bacterium might contaminate and grow.

Ready-to-eat (RTE) food is edible without additional preparation to achieve food safety — no further cook step that would kill pathogens. RTE includes cooked food that has already received its kill step, washed produce served raw, bread, garnishes, and raw animal food served under a consumer advisory. Once food is RTE, your job is to keep new contamination off it.

Exam Scenarios

Sliced melon on a buffet. Whole melon was not TCS. After slicing it is TCS and RTE. Hold it at 41°F or below, or use approved time control, and protect it from guest hands, flies, and serving utensils that have touched other foods.

Cooked rice. Heat-treated plant food. Bacillus cereus spores can survive cooking and germinate if the rice cools slowly through the TDZ. Cool it fast, hot-hold it at 135°F or above, or discard it on a time-control schedule. Leaving a deep pan of rice on the counter "to finish cooling" is a classic exam and real-world failure.

Cut tomatoes for salsa. Cut tomatoes are TCS even if the salsa tastes acidic. Unless the recipe is formulated and documented so the mixture cannot support growth, treat the salsa as TCS and cold-hold it at 41°F or below.

Non-TCS foods still can be contaminated. Bread can carry norovirus from bare hands. A whole apple can carry a chemical residue. TCS status tells you whether growth is the main control problem, not whether the food can ever make someone sick. On the exam, when the stem gives you sliced melon, cooked rice, or cut tomatoes, start with TCS + TDZ, then ask how the food became contaminated.
