A kitchen that looks newly remodeled can still fail a facility question. The Food Code does not grade décor. It asks whether floors, walls, ceilings, sinks, equipment, light, and air can be kept clean, whether food-contact surfaces stay nontoxic, and whether the Person in Charge (PIC) can wash hands and wash dishes without turning one basin into three jobs. Chapter 16 starts here because pests, sewage, and emergencies later in the chapter all exploit a building that was built or installed to be hard to clean.

Floors, Walls, Ceilings, and Coving

In food-preparation, warewashing, and storage areas, floors, walls, and ceilings must be smooth, durable, nonabsorbent, and easily cleanable. Carpet belongs in a dining room conversation, not on a cook line. Raw wood, peeling paint, unsealed concrete that dusts, and acoustic tile that soaks up grease are the usual exam fails.

Coving (a cove base) is the curved or sealed joint where the floor meets the wall. Without it, food soil packs into a square corner that a mop cannot reach. Inspectors look at that joint the same way they look under a work table. Ceiling finishes over prep should not shed particles. Walls behind sinks and dish machines take constant splash — they need a washable surface, not wallpaper or unfinished drywall.

Repair is part of design. A cracked quarry tile, a chipped fiberglass wall panel, or a rusted ceiling grid is no longer easily cleanable. The PIC’s job is to get it fixed, not to “clean around it until the next remodel.”

Handwashing Sinks: Dedicated, Convenient, Stocked

A handwashing sink is a single-purpose fixture. It must be conveniently located so food employees do not walk past a prep sink, a mop bucket, or a restroom down the hall “when they get a minute.” It must be stocked during all hours of operation: hot and cold running water (or tempered water), hand soap, a legal way to dry (disposable towels or a permitted dryer), a waste can if towels are used, and the required handwashing sign.

It cannot be used for food preparation or dumping. Pasta water, sanitizer, dirty ice, thawing chicken, and rinsing a knife all turn the basin into a food-contact or wastewater fixture. After that happens, the next employee who “washes hands” there is rinsing in a contaminated bowl. Exam stems love this swap: a cook dumps soup in the hand sink because the prep sink is full. The correct action is to stop that use, clean and sanitize the hand sink if it was abused, and send the dump water to the warewashing or service sink that exists for it.

Convenient Means the Employee Will Actually Use It

“Convenient” is a behavior test. If the only hand sink is behind a stacked speed rack or inside an office, hands will be washed in the prep sink. Install and keep clear enough sinks that a cook plating ready-to-eat food can wash without leaving the station for a scavenger hunt.

Four Sinks, Four Jobs

Do not collapse the sink map. The exam treats these as separate fixtures:

  • Handwashing sink — hands only, stocked, signed.
  • Food-preparation sink — wash produce, drain pasta, thaw under running water when that method is allowed. Indirectly drain it (air gap) so sewage cannot back up into food. That plumbing rule is developed in 16.2; the design rule here is that this basin is for food, not mops.
  • Warewashing sink — the three-compartment wash-rinse-sanitize setup, or a dish machine plus the required sinks. Do not prep food in it during service.
  • Mop / service sink — wastewater, mop water, dumping. Never a food or handwashing stand-in.

A blender pitcher rinsed in the mop sink, or a mop wrung in the prep sink, is the same error: cross-connection of jobs. If the building is too small for four fixtures, that is a plan-review problem for the regulatory authority, not a reason to invent a dual-use policy on the line.

Equipment: NSF/ANSI, Food-Contact Surfaces, Installation, Repair

Equipment that holds or processes food should be NSF/ANSI certified or equivalent — designed so it can be cleaned, so food-contact materials are appropriate, and so there are no hidden voids. “Restaurant-grade” as a sales sticker is not the test. Look for the mark or documented equivalence.

Food-contact surfaces must be smooth, nontoxic, corrosion-resistant, nonabsorbent, and durable. Cast iron used as a cooking surface is a known Food Code exception; raw-wood cutting boards that are still smooth and cleanable can be acceptable if they are maintained. Deep knife scars, pitted stainless, rusted chrome, chipped enamel, and cracked plastic are not cleanable. Replace or resurface them.

Install equipment so you can clean under and behind it, or seal it to the floor, wall, or adjacent equipment so soil cannot migrate into a gap. Equipment on casters with a utility chase is fine if the PIC actually pulls the unit. A reach-in shoved against a wall with a one-inch gap that nobody can mop is the classic fail.

Maintain. A cracked cutting board, a cooler door gasket in shreds, and a chipped table rim are no longer Food Code surfaces. Repair is a food-safety action, not a capital-budget afterthought.

Lighting: Shields and Foot-Candles

Light fixtures over food, clean equipment, and linens need shatter-resistant bulbs or shields (and end caps on fluorescent tubes) so glass never becomes a physical hazard. Heat lamps and other special fixtures follow the same rule: if it can break over food, protect it.

The Food Code’s minimum illumination numbers are heavily tested. Measure at 30 inches above the floor unless the Code says otherwise:

A dim walk-in is not “atmospheric.” Ten foot-candles is the floor, not a target to undercut. Prep lighting at 20 foot-candles is the usual trap — that number belongs at the hand sink and the dish machine, not on the cutting board.

Ventilation: Grease and Steam Do Not Drip

Hoods and exhaust must keep grease, condensation, and steam from accumulating and dripping onto food, equipment, or clean utensils. A hood that is undersized, a missing filter, or a drip edge over the make table is a contamination source. Clean filters and hood interiors on a schedule that matches the menu’s grease load. Makeup air matters: a hood that starves the room will not capture vapor, and doors that will not close invite the pests in 16.3.

Scenario: The New Line That Still Failed

A remodel puts stainless tables tight to the wall with a one-inch unsealed gap, a single sink labeled “hands / prep / dump,” decorative Edison bulbs over the garnish station, and 15 foot-candles on the cutting boards. The floor is sealed quarry tile with a cove base — that part is right. Everything else is a write-up: the gap cannot be cleaned, the sink is not dedicated, glass can shatter into food, and prep lighting is below 50 foot-candles. The PIC’s correction is design and installation, not a longer mop schedule.
