Cleaning and sanitizing are two jobs, not two words for the same spray bottle. Cleaning removes food, grease, and visible dirt. Sanitizing reduces pathogens on an already clean surface to levels considered safe. You cannot sanitize a dirty surface. Soil shields microbes, uses up the sanitizer, and leaves a film that the chemical never reaches. The Food Code sequence on food-contact surfaces is therefore wash, rinse, then sanitize. Wash lifts the soil. Rinse removes the detergent so the sanitizer is not neutralized. Sanitize is the last wet step, then the surface air-dries.
A cook who mists sanitizer over a board still coated with chicken fat has not sanitized anything. The fat is a barrier. The sanitizer is spent on organic load instead of on cells. The board looks wet and "treated" and is still a contamination surface. The Person in Charge (PIC) who accepts that shortcut has already decided the next ready-to-eat (RTE) item on that board can carry whatever the last task left behind.
Food-Contact vs Nonfood-Contact
Food-contact surfaces touch food or the drip, splash, or utensils that will touch food: cutting boards, slicer blades and guards, prep tables, mixer bowls, thermometers, plates, pans, and the interior of a food-storage container. Those surfaces must be cleaned and sanitized. Sight and touch are the first check — no soil, no grease, no film — and sanitizing is the second. A board that looks clean but was never sanitized is not ready for RTE food.
Nonfood-contact surfaces do not touch food: equipment exteriors, cart sides, refrigerator gaskets and handles, the outside of a dish machine, floors, walls, and the underside of a table. They must be cleaned as often as needed to prevent soil, grease, and pest attractants from building up. They are not routinely run through a food-contact sanitizing step. A floor disinfectant after a spill is a facility-cleaning decision. It is not a substitute for washing the slicer.
The exam contrast is stable. If the stem names a surface that food will touch, the answer is wash, rinse, and sanitize. If the stem names a wall, a cart exterior, or a floor, the answer is clean as needed so soil does not accumulate. Do not invent a third category called "it looks fine so leave it."
When to Clean and Sanitize
FDA Food Code 4-602.11 is the frequency rule CFPM exams test by name. Food-contact surfaces and utensils are cleaned and sanitized:
- After each use, before the item is stored or used for a different food.
- When switching from raw food to RTE food. A board or knife that just cut raw chicken is not a salad board until it has been washed, rinsed, and sanitized. Changing foods without changing the surface is cross-contamination with extra steps.
- At least every 4 hours for food-contact surfaces used with time/temperature control for safety (TCS) food at room temperature — in the temperature danger zone (TDZ). A slicer that runs deli meat all afternoon is not a once-a-day job. Four hours is the clock, not a suggestion to wipe the blade when it looks heavy.
- After an interruption that could have contaminated the surface: a drop, a splash of raw juices, a repair, a pest event, or anyone using the table as a landing zone for a dirty pan.
- At closing, so the next opening does not inherit yesterday's soil. Closing is not a substitute for the 4-hour clock during service. It is the last required cycle of the day.
Surfaces used only with non-TCS food follow a different, often longer, cleaning interval, and surfaces held at 41°F or below or in hot holding can have different Food Code allowances. Do not use those exceptions to skip a room-temperature TCS slicer. The exam answer for TCS in the TDZ is at least every 4 hours.
The Afternoon Slicer
A deli slicer starts turkey at 10:30 a.m. and is still on the same blade at 3:30 p.m. The meat is TCS. The room is not a walk-in. Five hours have passed. 4-602.11 was already broken at 2:30 p.m. "The blade still looks shiny" is not a control. The PIC stops the slicer, breaks it down, washes, rinses, sanitizes, and restarts the clock. If the house cannot spare the machine for a full cycle, the house cannot run TCS on it past four hours.
Match the Cleaner to the Soil
The right chemical is the one that lifts this soil from this surface without destroying the surface. Using the wrong cleaner wastes labor and leaves a film that sanitizer cannot fix.
Detergents are the general-purpose wash for food soil, protein, and everyday grease on dishes, boards, and prep tables. They work in the first compartment of a 3-compartment sink and in a dish machine's wash tank. They are not sanitizers. A detergent wash that is not rinsed leaves residue that can neutralize the sanitizer in the next step.
Acid cleaners dissolve mineral deposits: lime scale in a dish machine, rust-colored hard-water film, and the white crust on a steam table or coffee urn. Detergent will not remove scale. Running more detergent on a scaled machine just adds foam to a mineral problem. Delime on the schedule the water hardness requires.
Degreasers attack baked-on oil, fryer soil, and hood-filter grease. A degreaser on a fryer cabinet is the right tool. A degreaser sprayed onto a board that will then be "sanitized" without a rinse is a chemical hazard on a food-contact surface.
Abrasive cleaners scour stubborn deposits. They can scratch stainless, plastic boards, and polished surfaces. Scratches become soil traps. Use abrasives only on surfaces that can take them, and never as a shortcut for a soak that would have lifted the soil without grinding the metal.
Never mix cleaners. Bleach plus ammonia makes chloramine gas. Bleach plus acid makes chlorine gas. "A little of each" is not a stronger clean. It is an evacuation.

A food-contact sanitizer (chlorine in the 50–99 ppm teaching range, iodine, or a quat at the EPA-registered concentration) is not a hospital disinfectant. A vomit event needs the house bodily-fluid / norovirus procedure: isolate the area, protect staff, remove soil, then apply the disinfectant the procedure names at the concentration and contact time on that label. Do not "sanitize" a vomit site with the 50 ppm bucket and reopen the salad bar. Do not pour a disinfectant into the third compartment and call the plates sanitized. Those are different chemicals, different concentrations, and different jobs.
Disinfection Is Now Its Own Part of the Food Code
Until recently "disinfect" was a word CFPM courses used loosely. The Supplement to the 2022 Food Code codified it. DISINFECTION is now a defined term — "the application of a substance, or mixture of substances, that destroys or irreversibly inactivates bacteria, fungi, and viruses, but not necessarily bacterial spores" — and Chapter 4 gained a whole new Part 4-10, Disinfection of Equipment and Utensils:

Three consequences a manager can be asked about:
- Rinse the food-contact surface. §4-1003.11(B) is the detail people miss. A disinfectant is a stronger chemical than a food-contact sanitizer; after you disinfect a cutting board or a prep table, you rinse with potable water unless the EPA-registered label directs otherwise. You do not rinse after a correctly used food-contact sanitizer — that is the distinction.
- Disinfectants are poisonous or toxic materials. The Supplement amended the §1-201.10 definition of POISONOUS OR TOXIC MATERIALS to name disinfectants explicitly, and §7-102.11 (Common Name) now requires working containers of disinfectants to be labeled with the common name, the same as cleaners and sanitizers. Store them the way 17.4 stores every other chemical.
- You need a way to measure them. §4-302.14 was retitled to add "Disinfecting" and new ¶(B) requires test kits or other devices to measure the concentration of disinfecting solutions; §4-501.116(B) adds that when a test kit is used, it must be used per the manufacturer's label instructions. A disinfectant with no test kit is the same problem as a quat bucket with no quat strips.
FDA's Annex 3 reasoning is worth remembering because it explains why the Part exists: sanitizers only reduce microorganisms rather than eliminate them, and they do not control every type — bacteria, fungi, viruses, spores. When the organism of concern is not on the sanitizer's label, or a bodily-fluid event or outbreak raises the bar, a disinfectant with the right EPA-registered efficacy claim is the correct chemical.
NRFSP lists this as its own exam task: 702 Manage Disinfecting Procedures. The PIC-level answer is a written procedure (§2-501.11 for vomit and fecal events), the right EPA-registered product for the pathogen of concern, label concentration and contact time, a test kit, a potable-water rinse on food-contact surfaces, and labeled, separated storage.
How the PIC Makes the Sequence Stick
Post the sequence where staff actually work: wash, rinse, sanitize, air-dry. Stock the detergent that matches the soil, not whatever bottle is cheapest this week. Time-stamp the slicer, prep tables, and any TCS room-temp station so the 4-hour clock is visible. When a cook switches from raw to RTE, the surface changes with the task — or the task does not change. At closing, food-contact equipment is broken down, not just wiped.
Exam Traps
The first trap is treating sanitizer spray as a cleaner. Soil first, then rinse, then sanitize. The second is stretching the 4-hour rule: TCS food-contact surfaces in the TDZ are not a closing-only job. The third is using a disinfectant on routine dishes or a food-contact sanitizer on a vomit site — and forgetting the potable-water rinse §4-1003.11(B) requires after disinfecting a food-contact surface. The fourth is putting an abrasive on a surface it will scratch and calling the gouges "extra clean." The fifth is mixing two cleaners because each one "works good."
