1.4 The DOL Knowledge & Skills Exams, Fees and Application Sequence

[!IMPORTANT] Published cut scores. DOL's instructor licensing page states two numbers and only two numbers about scoring: "You must receive a minimum score of 87% on the Knowledge Exam before taking the Skills Exam. You will need a minimum of 90% on your Skills Exam to pass." Both thresholds are far above the pass standard Washington sets for the public driver licence knowledge test, which requires 32 correct answers out of 40.

What DOL publishes, and what it does not

Precision about the boundary between published and unpublished facts is itself a professional competency for an instructor, because parents and students will ask. The honest answer is short.

Commercial study guides commonly assert that the instructor knowledge exam contains exactly 100 items, that 87 percent therefore means "87 of 100," or that DOL enforces a fixed 7-to-14-day retake wait. None of that appears in DOL's published materials, in RCW 46.82, or in WAC 308-108. Treat those numbers as unverified. What you can rely on is the percentage: you must reach 87 percent of whatever the exam's scored total is.

Exam preparation sources named by DOL

DOL tells candidates precisely what to study, and this list is effectively the exam blueprint:

1. the Washington Driver Guide;
2. the Washington Traffic Safety Education Instructor Standards;
3. Washington state laws - RCW 46.82 (driver training schools), RCW 46.20 (drivers' licenses - identicards), RCW 46.61 (rules of the road), and WAC 308-108 (driver training schools); and
4. Drive Right (10th edition), available at commercial driving schools.

Scheduling and the fee schedule

Candidates schedule an appointment with a licensing service office to complete the instructor written and skills exams, and DOL states you "will pay a $25 testing fee at the licensing office." That figure comes from the fee schedule in WAC 308-108-025, where it is listed as "Knowledge and/or skill examination - $25.00." The phrase "and/or" matters: the fee is set for the examination event, not per exam paper.

The complete driver training fee schedule in WAC 308-108-025 is worth memorising because it mixes school fees and instructor fees:

Application fees are non-refundable. RCW 46.82.320(1) says the instructor application must be "accompanied by an application fee set by rule of the department, which shall in no event be refunded," and RCW 46.82.310(2) says the same for school licences. RCW 46.82.410 directs that all money collected from driver training school and instructor licences goes to the highway safety fund.

The examination requirement and application completeness

RCW 46.82.330(2)(e) makes examination a condition of eligibility: the applicant "has paid an examination fee as set by rule of the department and has successfully completed an instructor's examination."

WAC 308-108-080(4) then converts that into a completeness rule that applies to renewals as well as originals:

"Application for initial or renewal of an instructor's license is not complete until the applicant passes any examination requirement for licensure under RCW 46.82.320(1) or 46.82.330(2)(e)."

This is why the examination sits inside the application rather than beside it. It also explains the renewal carve-out in the next section: RCW 46.82.320(1) excuses a renewal applicant from retaking the examination if the original licence "is unexpired or has not been expired for longer than six months" when the renewal application is submitted. Once a licence has been expired more than six months, the examination requirement returns, and the application is incomplete without a passing score.

Preparing candidates for the skills exam

The skills examination is a practical evaluation, and DOL does not publish its scoring rubric. What the state does publish about instructor competence in the vehicle is the Traffic Safety Education Instructor Standards, particularly standard 2.4 (Behind-the-Wheel Lessons), which expects an instructor to be able to:

• identify how to prepare for a behind-the-wheel lesson;
• define and prioritise essential driving skills and knowledge;
• develop and communicate clear learning and driving objectives;
• apply commentary teaching and engage observers in active learning;
• manage and assume control of the vehicle when necessary;
• know how to handle emergency situations and collisions;
• apply effective coaching techniques; and
• anticipate issues and common mistakes in the vehicle.

A candidate who can demonstrate each of those behaviours on demand is preparing against the state's own published competency list rather than against a rumoured rubric. Chapters 9 and 11 of this guide develop each behaviour in depth.

• 87 knowledge, 90 skills. The inverted pair (90 knowledge, 87 skills) is the standard distractor.
• Knowledge first, always. The skills exam cannot be taken first.
• $25 is the examination fee; $125 is the original instructor licence application fee. They are different lines in WAC 308-108-025.
• The item count is not published. Do not repeat the "100 questions" claim.
• Application fees are never refunded, by express statutory language.
