The three learning domains

The affective domain is the one most courses under-serve and the one that most determines outcomes. A student can score full marks on the intermediate licence restrictions and still put four friends in the car on a Friday night. Knowledge is necessary and not sufficient.
The Instructor Standards recognise this in their framing. The Be domain is character; standard 3.5.4 asks the instructor to "promote student engagement and participation through motivational techniques"; and standard 3.6.7 asks them to "develop strategies to enhance student confidence and decision-making in high-stress environments." Those are affective objectives.
Teaching the affective domain requires different methods from the other two: discussion rather than lecture, personal relevance rather than abstraction, peer voices rather than authority, and consistent instructor modelling. Telling a class that speeding is dangerous changes little. Having them compute their own stopping distance at the speed they actually drive, then discuss what they would tell a friend who wanted them to hurry, changes more.

The lesson for course design is that driving lives at levels 4 and 5. A driver constantly analyses a scene and evaluates whether an action is safe. A course that assesses only at levels 1 and 2 - because recall questions are easy to write and easy to mark - has not assessed driving.

Two evidence-based cognitive techniques are worth naming because they are cheap and effective:
- Retrieval practice. Asking students to recall material from memory strengthens retention far more than re-reading it. A three-question verbal quiz at the start of each session costs two minutes.
- Spaced review. Revisiting material across sessions beats massing it in one. Washington's 30-calendar-day minimum in WAC 308-108-150(7) effectively mandates spacing; a well-designed course exploits it deliberately rather than treating it as a scheduling constraint.
Be equally clear about what is not supported. The idea that students have fixed learning styles which instruction should be matched to has not held up in controlled research; what helps is presenting material in more than one representation for everyone. Instructor Standard 1.3.3 asks an instructor to understand learning and teaching styles - understanding them includes knowing the limits of the claim.
Applying the taxonomy to a lesson
A single topic, taught across all six levels, using right-of-way:
- Remember - state the vehicle-on-the-right rule in RCW 46.61.180(1).
- Understand - explain why RCW 46.61.180(2) says the rule is modified at arterial highways.
- Apply - apply it to a described uncontrolled intersection.
- Analyse - given a scene with a stop sign, a cyclist and a pedestrian, work out every duty in play.
- Evaluate - judge whether a described driver's decision to proceed was defensible, and say why.
- Create - design a set of three intersection scenarios that would test a classmate's understanding.
Level 6 is the one instructors skip. It is also the one that produces the most learning, because generating a good test item requires knowing what makes a hard case hard.
