3.4 Student Accomplishment, Certificates & the Parent Night

[!NOTE] The rule is titled "Ensuring student accomplishment." WAC 308-108-170 is short - four subsections - but it is the provision that converts hours into a credential. Read alongside WAC 308-108-150(8), which requires "comprehensive final written and behind the wheel examinations," it defines what a student must actually achieve.

The four accomplishment duties

WAC 308-108-170(1) - Each school must have a written curriculum guide available to each instructor, and that guide shall be used for student instruction.

WAC 308-108-170(2) - To receive a traffic safety education certificate, all students under 18 must "satisfactorily complete all portions of the course of instruction included in the student curriculum as approved by the driver instructors' advisory committee."

WAC 308-108-170(3) - To satisfactorily complete a school's driver training course, all students under 18 "must pass a comprehensive driving knowledge and skills test or tests that deals with all or many of the relevant details of the course curriculum that meets the standards established by the department."

WAC 308-108-170(4) - Each school "must assess the needs and progress of students and give appropriate direction for additional driving experience and/or guided practice provided by a licensed driver with at least five years of driving experience."

What is - and is not - a published cut score

Washington's rule requires a comprehensive test meeting departmental standards. It does not state a percentage. Study material asserting that Washington students must score "80 percent on the final written examination" under WAC 308-108-110 is wrong twice: WAC 308-108-110 is the traffic safety education vehicle rule, and no percentage appears in WAC 308-108-170 or WAC 308-108-150.

The percentages you can rely on in this domain are the ones DOL publishes for the instructor credential - 87 percent on the Knowledge Exam and 90 percent on the Skills Exam - and the public driver licence knowledge test standard of 32 correct out of 40. Keep those distinct from the school's own course examinations, which are set to departmental standards rather than a rule-stated percentage.

The five-year supervisor in subsection (4)

The five-year figure in WAC 308-108-170(4) describes who should supervise the additional practice the school recommends. It aligns with RCW 46.20.055(3)(c), which requires a lay supervisor of a permit holder to be "a licensed driver with at least five years of driving experience." It is not the standard for the 50-hour certification an intermediate licence applicant files - that supervisor must be at least 21 years old with a valid licence for at least three years under RCW 46.20.075(1)(e). Three different numbers govern three different roles; section 5.3 sets them side by side.

The parent, guardian or employer night

WAC 308-108-150(12) requires the course to have "a designated time for a parent, guardian, or employer night that is no less than one hour, which may fulfill one of the 30 hours required for student training." The hour therefore does not have to be added on top of the thirty classroom hours - it can be one of them, provided it is genuinely designated for this purpose.

Four content elements are mandatory:

Element (d) is a rule, not a courtesy. A recorded presentation with no live opportunity to ask questions does not satisfy WAC 308-108-150(12)(d).

The word "employer" is not decorative. Washington contemplates that a young driver's responsible adult may be an employer, and RCW 46.20.075(1)(e) allows the 50-hour certification to come from a "parent, guardian, employer, or responsible adult." RCW 46.20.075(9)(b) defines a responsible adult as a person specifically authorised by the department who is over 21 and has a familial, kinship or caretaker relationship to the minor; or is an educational, medical, legal, social service or Washington-licensed mental health professional supporting the minor in a professional capacity; or is a government employee supporting the minor in a professional capacity. Instructors serving students in foster care or independent living should know that route exists.

Designing the hour

A defensible one-hour agenda that satisfies all four elements and is worth attending:

1. Ten minutes - why this hour exists. Crash risk for newly licensed drivers is highest in the first months of independent driving, which is precisely the window the intermediate licence restrictions target. Frame the parent as the person who controls exposure during that window.
2. Twenty minutes - the intermediate licence rules (element b). Walk through the passenger rule and its two phases, the 1 a.m. to 5 a.m. restriction and its exceptions, the wireless device prohibition, and the three-strike sanction ladder in RCW 46.20.267. Be explicit that the second strike costs six months of licence.
3. Ten minutes - the 50 hours (element a). Explain that RCW 46.20.075(1)(e) requires certification of 50 hours including 10 at night, supervised by someone at least 21 with a licence for at least three years, and that the certification is a signed statement to the department. Give parents a structured practice progression rather than "just drive around."
4. Ten minutes - the parent guide to teen driving (element c). Hand it out, open it, and point at two or three pages you want them to use.
5. Ten minutes - questions and answers (element d). Take real questions. Document that the period occurred.

Close by collecting parent initials for the intermediate-licence information acknowledgement required by WAC 308-108-120(2)(g), and record in each student file that both student and parent received the information, as WAC 308-108-120(3)(f) requires.

Guardian engagement beyond the mandatory hour

The Traffic Safety Education Instructor Standards standard 3.2 (Guardian Engagement) treats parent partnership as a continuing competency, expecting the instructor to:

• summarise the impact of guardian involvement on a novice driver's learning experience and overall success;
• understand how to communicate with and engage guardians in driver education; and
• understand strategies for discussing sensitive driving-related topics with students.

Practical applications between sessions: send a short post-drive note naming one skill the parent should practise before the next lesson; give parents a one-page log template rather than leaving the 50 hours unstructured; and be candid, early, and privately when a student is not progressing, so the family is not surprised at the end of the course.

• The certificate requires all portions of the approved curriculum, not just passing the final tests.
