Young children become movers through play, not through a varsity playbook. Pennsylvania's Physical Activity and Concepts, Principles and Strategies of Movement domains (plus ELS Physical Development for PreK–Grade 2) are the organizers. SHAPE America (2024) still groups elementary work as locomotor, nonlocomotor, and manipulative skills used with space, effort, and relationship awareness. Use those names. Do not invent unpublished SHAPE indicator codes as Pearson fact.
A lesson that only says 'go play' with no skill or concept, or a lesson that only copies an adult sport, has not yet become 0014.6. Pearson wants named skills, named concepts, and a climate in which children want to move again.

Hop is one foot. Jump takes off and lands on two. Leap takes off one foot and lands on the other. Gallop is a step-together with the same foot leading. Slide is a sideward gallop. Skip is step-hop, alternating. You need the distinctions because a stem may ask which locomotor skill a four-year-old is practicing when they travel with a step-together to a drum. That is gallop, not skip.

Do not invent official skip-by-birthday cutoffs. Describe child evidence. A child who has not skipped yet still belongs in PE. Newell's constraints (child, task, environment) from 0014.1 still apply: change the ball, the distance, or the space before you change the child's membership in the lesson.
Fine motor: cutting, gripping, handwriting readiness

Children who only cut paper all morning miss gross-motor development. Children who never cut or grip miss handwriting readiness. Both are 0014.6. A vertical chalkboard or window writing builds shoulder stability that later supports a pencil. That is motor learning, not a cute extra.

A child who consistently avoids crossing the midline may need more practice and, if the pattern persists across settings, collaboration (occupational therapy, 0003). One awkward catch is not a disability label (0014.4).
Movement concepts: space, effort, relationships
Movement education — the Laban-based language still used in elementary PE — asks where, how, and with whom or what the body moves. Skills without concepts become mindless copying. Concepts without skills become a vocabulary quiz with no movement.

Exam move: If a stem asks for a movement concept, pick space, effort, or relationship language, not a sports rule. 'Travel on a curved pathway at a low level without touching anyone' is 0014.6. 'Explain the offside rule' is not PreK–4.
Dance uses the same concepts with aesthetic intent (0011.5). PE uses them so children can control movement in games, gymnastics-like shapes, and play. Freeze tag that never names personal space is a game. Freeze in a twisted shape at a low level on a curved path is a concept lesson.
Combine a skill with a concept on purpose: skip (locomotor) on a zigzag pathway (space) lightly (effort) around hoops (relationship). That combination is how skill improves without turning PE into a copied sport.

Positive attitude grows when children feel capable, included, and unashamed. It dies in elimination games that bench half the class, public ranking of the slowest body, 'you sit; you are clumsy,' gender scripts (boys do not dance; girls do not climb), and adult sport kits as the only real PE.
Inclusive challenges keep the same family of skill — everyone is tossing, traveling, or balancing — with different task constraints. Sitting on the bench is not a challenge.
