2.4 How Children Learn and Developmentally Appropriate Practice
PECT lens: Objective 0001.4 asks how children learn, internalize knowledge, and develop performance and thinking skills, and how to implement developmentally appropriate practice (DAP) for all children. If 0001.1 is “whose theory?” and 0001.2 is “what sequence?,” this descriptor is “what should the teacher actually do on Tuesday?”
The National Association for the Education of Young Children (NAEYC) is the professional body PECT expects you to associate with DAP. Classic teacher-exam language names three sources of evidence: age appropriateness, individual appropriateness, and cultural (social and cultural context) appropriateness. NAEYC’s 2020 position statement uses parallel wording—commonality (what research says about how children in this age range develop and learn), individuality, and context. Use either triad; do not drop culture and keep only age.
How children learn and internalize knowledge
Learning in PreK–4 is not a video download. Children attend, encode, practice with feedback, and transfer. Encoding is stronger when new ideas attach to prior knowledge (0001.3) and when more than one channel carries the idea.
Dual coding (Paivio’s term) means the brain stores information in related verbal and nonverbal forms. A grade 1 teacher who says “evaporation,” shows water disappearing from a pan, and has children gesture steam with their hands is using dual coding. Multimodal instruction adds movement, talk, print, and concrete objects. That is not the same as a craft that never names the idea.
Internalization is the shift from other-regulated to self-regulated performance—Vygotsky’s path in classroom clothes. A child who can only retell a story when the teacher points to each picture later retells with a partner, then uses a beginning–middle–end card independently. Thinking skills (predicting, classifying, explaining why) and performance skills (printing a letter, skipping, using a microscope) both follow that path. Telling is not teaching; guided practice with fade is.
Gradual release of responsibility is the planning frame:

Skipping from “I do” to “you do alone” is why so many worksheets fail. Staying forever in “I do” is why children never internalize. PECT items that mention modeling, shared practice, then independent application are gradual-release items even if they never use the phrase.
Feedback that helps internalization is specific and timely (“You matched all the /m/ pictures; this one starts with /n/”) rather than generic (“Good job”). Children also learn by explaining to a peer—another Vygotskian and social-cognitive mechanism.
Thinking skills and performance skills
Thinking skills in this age span include observing, comparing, classifying, predicting, counting with one-to-one correspondence, retelling, and giving a reason. They grow through problems worth thinking about, not through posters of Bloom’s verbs. A teacher who wants conservation-like thinking about quantity does not lecture on Piaget. She sets out counters, asks children to predict whether spreading them changes “how many,” lets them test, and then names the idea.
Performance skills are things children do: cut on a line, read a decodable sentence, measure with cubes, enter a conversation. They need models, distributed practice, and a chance to use the skill for a real purpose (a note to the principal, a graph of class apples). Isolated drill can build fluency after the child understands the goal; drill as the only method is not DAP.
Metacognition—“how do I know this?”—is emerging in grades 3–4. Teachers make it audible with think-alouds and simple reflection (“What strategy did you use when the word was long?”). Do not expect a fourth grader’s self-assessment to replace teaching.
DAP’s three considerations, for all children
DAP is a decision process, not a list of cute activities.
- Age / commonality. What does research say is typical for this age range? (You just studied those sequences.) A three-hour seated lecture is not age-appropriate for PreK. A grade 4 class can handle longer focused work and still needs movement and talk.
- Individual. Where is this child in the sequence, including strengths, disabilities, languages, and temperament? Two seven-year-olds may need different print size, wait time, or math representations.
- Culture and context. What is meaningful in this child’s family and community? A “family job” unit that only pictures office work erases the child whose family runs a food stand. DAP includes home languages and culturally familiar materials, not as decoration but as cognitive access.
“All children” means DAP is not excused for children with IEPs or for English learners. Those children need the same worthwhile goals with scaffolds, not a parallel diet of coloring while others think. UDL and IEP implementation are later objectives; the 0001.4 stance is already inclusive.
Exam trap: An option that cites only age (“all five-year-olds must…”) without individual or cultural fit is incomplete. An option that cites only “the child’s interest” with no age-typical challenge is also incomplete. DAP is the intersection.
Play as a vehicle, not a break
Play is a primary way young children learn when adults design for it. Distinguish types so you can defend them on an item:
- Free play: child-chosen, process-oriented. Builds social negotiation, language, and self-regulation. The teacher’s job is a rich environment, time, and observation—not abandonment.
- Guided play: the teacher sets a learning goal and a tempting context; children still make choices. Example: a grocery-store center stocked with labeled prices because the goal is counting and speaking in role.
- Games with rules: increasingly important in K–4 (memory matching for letter-sounds; number-line races). Rules are cognitive content.
Froebel and Dewey sit underneath this: play is the work, and experience is the curriculum. Montessori play looks more like chosen work with self-correcting materials; Reggio play is investigation documented over days. PECT will accept play as the vehicle if a learning goal is present. A center that is only “because they like it,” with no planned vocabulary, problem, or social target, is the weak answer.
Outdoor play, block play, dramatic play, and games are not rewards to be withheld until “real work” is done for PreK and kindergarten. In grades 3–4, play still belongs (simulations, math games, reader’s theater) alongside more sustained practice. Withholding recess as punishment also collides with physical and self-regulation needs from 0001.2–0001.3.
The signature trap: fun that is not DAP
Fun is not the definition of DAP. NAEYC is explicit that teachers are responsible for worthwhile learning goals. A grade 2 “Fun Friday” cupcake-decorating hour with no standard, no vocabulary, no math, and no literacy goal may be enjoyable and still fail DAP. Children can like an activity that teaches nothing in particular.
Contrast two Fridays:
- Not DAP: cupcakes, no goal, no talk structure, no connection to measurement, writing, or community.
- DAP: children estimate and measure ingredients, write a procedural text, discuss fair shares, and send a labeled treat to a class that helped them—playful, social, and aligned.
Other traps:
- Worksheets dressed as play (“color the conservation page”) without prediction or discussion.
- Age-inappropriate abstraction (formal lectures on government in PreK with no classroom civic experience).
- Cultural mismatch (requiring every child to make a Father’s Day craft when family structures differ).
- Ignoring individual access (a fine-motor craft as the only way to show science learning).
- Withholding play from children who ‘aren’t ready’—the maturational extreme 0001.1 already rejected.
A decision path you can reuse on items
When the question asks for the most developmentally appropriate next step:
- Name the learning goal (Pennsylvania standard language can be light here; the next chapter covers 0001.5 in depth).
- Check age typical challenge and format (play, talk, objects, short focused practice).
- Check this child (language, IEP, prior knowledge, regulation).
- Check cultural fit (materials, family roles, home language).
- Choose the option that uses modeling → guided practice → independence or guided play to internalize the idea.
- Reject the option that is only cute, only lecture, only wait, or only drill without meaning.
DAP is how theories become Tuesday: Vygotsky’s fade, Piaget’s puzzling materials, Erikson’s chance to try and to feel able, Bandura’s models, Bronfenbrenner’s home–school bridge, and historical respect for play and documentation. If an answer cannot point to a goal and a child, it is not 0001.4.
