The Oregon Barbering Examination administered by the Health Licensing Office (HLO) for the Board of Cosmetology is a 100-question, 90-minute theory paper. A score of at least 75 percent is required. ORS 690.005(2) defines barbering as work done for cosmetic purposes and not for medical diagnosis or treatment of disease. Subsection (c) authorizes massaging the scalp, face, and neck and applying facial and scalp treatments with creams, lotions, oils, and other cosmetic preparations, either by hand or mechanical appliances, except that the mechanical appliances may not be galvanic or faradic. Subsection (d) authorizes shaving, trimming, or cutting the beard or mustache. OAR 817-120-0005 then requires authorization holders to safeguard the public's health, safety, and welfare and to refuse a prohibited, unsafe, or harmful service. The epidermis
The epidermis is the outermost, avascular (no blood vessels of its own) layer of skin. Nutrition diffuses upward from the dermis. Standard barbering textbooks name five strata from the surface inward — the order Oregon items expect you to recite:
- Stratum corneum (horny layer). Many rows of dead, flattened, keratin-filled cells that continuously shed. This is the layer a razor, a neck strip, a hot towel, and a cosmetic cleanser actually contact. The acid mantle lives on this surface as a hydrolipid film.
- Stratum lucidum (clear layer). A thin, translucent band of dead cells. It is most distinct on the palms and soles. It is not a layer a barber "opens" with a facial on the cheeks or neck.
- Stratum granulosum (granular layer). Cells filling with keratin granules as they die. This is the living-to-dead transition.
- Stratum spinosum (spiny or prickle layer). Several rows of irregular keratinocytes joined by spine-like desmosomes. Immune Langerhans cells are numerous here. OAR 817-005-0005 uses this layer to define a very superficial peel.
- Stratum germinativum / stratum basale (basal or growth layer). A single row of columnar cells that divide and push new cells upward. Melanocytes and Merkel (tactile) cells live here. This is the deepest epidermal layer. OAR 817-005-0005 uses it to define a superficial peel.
Some older texts group spinosum plus germinativum as stratum mucosum. If an HLO item uses that pairing, it still means the living epidermis under the granular layer. Typical textbook turnover from basal cell to shed corneum cell is on the order of 28 days. You do not accelerate that clock with a barber peel.
Epidermal cells to name
- Keratinocytes make up the bulk of the epidermis. They fill with keratin as they migrate up and die, forming the waterproof barrier of the corneum.
- Melanocytes sit in the germinativum. They produce melanin and transfer it into nearby keratinocytes. Detail belongs in 4.2; here, know the address: basal layer.
- Merkel (tactile) cells are slow-adapting light-touch receptors in the germinativum. They help explain why a close shave is felt before the nick is seen.
- Langerhans cells are immune (dendritic) cells concentrated in the spinosum. They present antigens. An inflamed product reaction is a defense in this layer, not a reason to apply a stronger acid.
The dermis and hypodermis
The dermis (true skin, derma, corium) is the living, vascular layer under the epidermis. It holds collagen, elastin, blood and lymph vessels, nerves, follicles, and glands. Two regions:
- Papillary layer — the thin upper dermis. Dermal papillae push into the epidermis and form fingerprints. They carry capillaries that feed the avascular epidermis and tactile (Meissner) corpuscles for light touch. A nick that bleeds has reached at least this layer. That is why OAR 817-010-0008 requires gloves when a procedure routinely involves blood, and hand washing immediately before and after each client.
- Reticular layer — the thicker, deeper dermis. Dense collagen (tensile strength) and elastin (recoil) live here, along with follicles, sudoriferous and sebaceous glands, arrector pili muscles, and Pacinian (lamellar) corpuscles for deep pressure. Chronic traction, keloid tendency, and deep folliculitis are reticular-layer problems, not "just a closer shave."
The subcutaneous tissue (hypodermis, adipose, subcutis) sits under the dermis. Fatty connective tissue insulates, cushions, and stores energy. It is not a target of a barber facial or a shave. A deep, warm, fluctuant swelling under this layer is medical.

Oregon does not ask cranial-nerve numbers in this 8-question histology block; that is the 3-question head-and-face anatomy slice. Here, name the endings so you can explain why steam, lather, and light massage precede a razor, and why a client who cannot feel heat or a nick is a safety problem, not a "tougher beard." After a shave, a cosmetic astringent or finishing lotion in a skin-compatible pH range restores comfort. It is not an antibiotic, and it is not a peel.
Facials yes, galvanic/faradic no, medical peels no
ORS 690.005(2)(c) is the exam sentence. You may massage scalp, face, and neck. You may apply creams, lotions, oils, and other cosmetic preparations. You may use mechanical appliances that are not galvanic or faradic — a steamer, hot towels, and a non-current vibratory massager are the usual shop examples. You may not use galvanic current (constant direct current used in esthetics for iontophoresis and desincrustation) or faradic current (interrupted current used to stimulate muscle contraction). "The shop already owns a galvanic machine" is not a defense. Oregon does not issue an umbrella cosmetology certificate; esthetics is a separate field of practice under ORS 690.005(8).
OAR 817-005-0005 defines two chemical-peel depths so Board of Cosmetology fields can be policed. They are not a barber menu:
- Very superficial peel — a chemical peel that does not extend beyond the stratum spinosum. This does not include enzymes and other solutions that act only on the stratum corneum.

OAR 817-015-0055 then assigns chemical peels to estheticians: they are prohibited from peels that extend beyond the stratum basale, and they may perform very superficial peels only after the required education. An Oregon barber does not perform medical peels, TCA, medium-depth work, or any chemical intended to destroy living epidermis. Salem shop scenario. A walk-in at a licensed facility near HLO on Tandem Avenue wants a hot-towel shave and "a galvanic facial to deep-clean the pores," then a "medium peel to take a layer off." The skin is intact. You may steam, lather, shave, massage, and apply a cosmetic finishing cream. You refuse the galvanic appliance under ORS 690.005(2)(c). You refuse the peel because living-epidermis chemical peels are not barbering, and OAR 817-120-0005 makes an unsafe or prohibited service your problem, not the client's preference.
