The remaining names on the bulletin's 7-item Products list are styling aids and shaving products. The theory paper asks what the jar does to hair or skin. The laws paper asks whether you stored it, dispensed it, and kept the unused portion clean. ORS 690.005(2)(b) is the statutory line HLO writes items on: barbering includes applying hair tonics, dressings, and rinses. ORS 690.005(2)(a) already covers styling. Neither subsection is bleaching, coloring, permanent waving, or relaxing. Those practices sit in hair design. A pomade is in scope. A sodium hydroxide relaxer is not.

OAR 817-005-0005 still lists hair oils, rinses, wax, shampoos, and chemicals among materials and supplies. Chemical service still means a product that restructures or removes hair or changes the shape or appearance of skin, hair, or nails. Barbers use styling aids and shave creams every hour. They do not cross into hair-design chemistry because a definition is broad.

Styling aids: gels, pomades, clays, waxes, hairspray

Textbooks group finish products by hold, shine, and whether water will dissolve them. Oregon does not invent a fourth legal class. It still expects you to pick the right product and then store and dispense it as a chemical.

Gel sets with water-soluble polymers. Pomade is the shine-and-restyle product, traditionally oil-based. Clay is the matte texture product. Wax is firmer definition. Hairspray is the finish lock. Tonics and dressings are the statutory finish liquids and creams — bay rum–type tonics, cream dressings, liquid rinses — not a code word for a thio wave lotion.

Product buildup is why 13.1 taught clarifying shampoo. A wax-heavy week followed by dry shampoo on top of it is how hair starts to look dull. The fix is a wet cleanse with the right surfactant, not a stronger hold.

Lather chemistry belongs with the shave procedure in Chapter 11. The product fact here is lubrication plus astringent plus hemorrhage control for a minor nick. Styptic and alum do not replace first aid for a serious cut, and they do not replace gloves when blood is reasonably anticipated.

OAR 817-010-0055 is the styptic sentence even though it never uses the word styptic: substances that contact skin must be dispensed so the unused portion is not contaminated, including application with a single-use spatula or disposal of used substance. Dip a clean cotton swab or similar single-use applicator into styptic powder. Do not press the open bottle to the wound. Do not put a used swab back into the jar. Do not share a wet alum block from face to face as if it were a clean tool. If an alum block contacts blood or broken skin, it is no longer an unused portion.

Patch-test thinking for fragrances

Hair design uses a classic 24-to-48-hour predisposition (patch) test for aniline derivative tints. Oregon barbers do not apply those tints, so that protocol is not a barbering service. What you do have is aftershave, tonic, and scented cream. If the client reports a fragrance allergy, prior swelling from a named brand, or a reactive, broken face, do not apply that product. Asking is part of consultation (Chapter 7). A small inner-arm check of a new aftershave on a client with a known sensitive history is cautious practice. It is not a substitute for staying out of haircolor chemistry, and it is not a license to ignore a stated allergy.

SDS on the premises (OSHA overlap with Chapter 14)

OAR 817-060-0010(2) requires client-protection rules to be met in accordance with ORS 654, OAR 437 Division 2 (Oregon OSHA), 29 CFR 1910.1030 (bloodborne pathogens), and 29 CFR 1910.1200 (Hazard Communication). Hazard Communication is why Safety Data Sheets (SDS) — formerly Material Safety Data Sheets (MSDS) — belong on the premises for hazardous chemicals in the shop: disinfectant concentrates, flammable hairsprays and solvents, and any other product the manufacturer classifies as hazardous. SDS tell you identity, hazards, first aid, storage, and spill steps. Chapter 14 is the federal block (OSHA, FDA, EPA, CDC). This section only needs the product rule: if the chemical is hazardous, the sheet is in the facility, not in a binder at someone's house.

OAR 817-010-0007 already requires authorization holders to observe Oregon Health Authority rules and other applicable city, county, state, and federal regulations. An SDS gap is not "only an OSHA problem." It is also an Oregon facility problem.

Oregon chemical storage: flammables and chemically soiled towels

OAR 817-060-0020 is Chemical Storage. Learn the barber-relevant sentences as written:

  • Chemicals must be stored safely to avoid fire, explosion, and bodily injury.
  • Flammable chemicals must be stored separate from potential sources of ignition (817-060-0020(4)).
  • Waste related to chemical services, or waste that has been chemically dampened or saturated, goes in a fire-retardant container (817-060-0020(7)).
  • Chemically treated, dampened, or saturated towels must be stored in a fire-retardant container (817-060-0020(8)), pointing to OAR 817-010-0035 and 817-010-0060.

OAR 817-010-0035(4) is the towel twin: store chemically soiled towels or linens in fire-retardant containers. OAR 817-005-0005 defines fire-retardant container as an airtight metal container for disposing of chemical waste or storing linens with chemical residue. An open wicker hamper next to the water heater is not that container. A plastic grocery bag is not that container.

Hairspray, aerosol shave cream, alcohol aftershave, and solvent-based dressings are the usual barber flammables. Keep them off the water heater, the space heater, the open flame, and the smoking area. Oregon also stores corrosives and oxidizers by the same division (OAR 437 definitions imported into 817-060-0020). A barber shop that only stocks shampoo still stocks disinfectant. Disinfectant concentrate is a chemical. It gets a label, an SDS, and safe storage.

Reactive chemicals in containers of one gallon or less may share a cabinet only if they are separated by location or at least about 12 inches / different shelves, or if glass is break-resistant or partitioned (817-060-0020(5)). Highly reactive chemicals or containers greater than one gallon need separate cabinets, safety-valve containers, or isolated locations (817-060-0020(6)). You will meet those sentences again in Chapter 21. For this section, the exam-ready picture is: flammables off ignition, chemically soiled towels in airtight metal, SDS in the shop.

A Medford station and an open hamper

Priya, a certificate holder in Medford, finishes a shave, dabs styptic with a reused cotton that already sat in the jar, sprays flammable hairspray next to a space heater, and drops the alcohol-damp towel into an open plastic hamper of regular laundry. The theory misses are styptic contamination and product class. The laws misses are OAR 817-010-0055 (unused portion), OAR 817-060-0020(4) (flammables off ignition), and OAR 817-010-0035(4) / 817-060-0020(8) (chemically soiled towels in a fire-retardant container). HLO does not grade "the towel was only a little aftershave."
