1.1 Current Exam Facts

Oregon barber certification is not one national theory test with a school practical attached. The Health Licensing Office (HLO) of the Oregon Health Authority, working with the Board of Cosmetology, requires two separately scored written examinations in Salem. Fail either exam and you leave without a certificate, even if your school already passed you on the practical. That split changes how you study, how you schedule the walk-in, and how you budget retake fees.

Why two written exams matter on test day

Under Oregon Administrative Rule (OAR) 817-006-0075, the Board-approved written examination consists of one or more fields of practice examinations plus the Oregon Laws and Rules examination. Each written examination is scored individually. The passing score for each examination, including natural hair care, is 75 percent or better. There is no combined average and no courtesy rounding across the two tests.

The Barbering Examination is 100 multiple-choice questions with a 90-minute time limit. The Oregon Laws and Rules Examination is 90 multiple-choice questions, also 90 minutes. Together that is 190 scored items and three hours of seat time if you take both the same day. HLO does not publish a pass rate for either exam. Treat any website percentage as unofficial marketing, not a Board statistic.

Because each exam is its own 75 percent gate, a 92 on barbering and a 72 on laws is still a fail. You pay another $45 to retake only the exam you missed (OAR 817-040-0003), and you may return as early as the next business day through the tenth failed attempt (OAR 817-006-0100).

Walk-in testing at the Salem office

Written exams are walk-in only — no appointment. Testing happens at the Health Licensing Office, 1430 Tandem Ave. NE, Suite 180, Salem, OR 97301. Office hours for testing are Monday through Friday, 9 a.m. to 1 p.m. The building closes later in the afternoon, but you must start during that window and finish by closing.

A barber applicant taking the field exam plus laws needs 180 minutes of seat time. HLO tells applicants taking two or more examinations to arrive as early as possible and no later than noon. Candidates taking four field-of-practice examinations should be ready at 9 a.m. For the typical barber pair (barbering plus laws), be in the lobby at opening, not at 12:30 p.m. with a hope and a half-charged phone.

Bring two forms of original identification issued by a federal, state, or local government agency of the United States. One must be photographic. The names on both IDs must match each other and the name on your certification application. If a marriage, divorce, or court order changed your name, bring the court documentation. A student badge, gym membership, or expired passport will not substitute. An Oregon driver license plus a Social Security card that both show the same legal name is a common passing pair; a nickname on a school transcript will not paper over a mismatch.

Languages, extra time, and the exam room

HLO offers the barbering exam and the Oregon Laws and Rules exam in Spanish and Vietnamese. If English is your second language and you sit the English version, HLO may grant extra time, but extra time is only for an examination that is not in your primary language. Sitting the Spanish version when Spanish is your primary language is not an extra-time English sitting. Arrival rules tighten when extra time is in play:

• Arrive between 9 a.m. and 11 a.m. for one field of practice plus Oregon Laws and Rules.
• Arrive by 9 a.m. for two fields of practice plus Oregon Laws and Rules.

A barber who is only sitting barbering plus laws is in the first bucket. A barber who is also adding hair design is in the second and must be there at 9 a.m. Three fields plus laws with extra time may be split across two testing days.

OAR 817-006-0075 is strict about the room. You may not take notes or bring textbooks or notebooks into the written examination area. No personal computers, pagers, cellular telephones, or other electronics the Office deems inappropriate. Candidates can be electronically monitored. Conduct that interferes with testing — giving or receiving aid, smuggling materials, removing exam content, ignoring directions, or blocking other testers — can disqualify you during or after the exam. The examination may be invalidated and the exam fee forfeited. A disqualified applicant may have to reapply, pay again, and request another sitting in writing.

Practical scores, written windows, and same-day paper

The practical examination is school-administered. The Board recognizes and sanctions that school practical (OAR 817-006-0075(1)). Practical scores are valid for five years from the date you passed. The written exams run on a different clock: you must complete and pass the Board-approved written examinations, including laws, within two years of the date of the application. If that two-year window closes, you reapply and pay again.

After you pass the required written exams and pay remaining certification fees, HLO issues the Oregon barbering certificate the same day. That is why candidates drive from Portland, Medford, or Bend with a plan to leave Salem holding paper — provided both scores clear 75 percent and the fee stack is paid.

What the 100-question barbering exam actually covers

Questions and answers for the field exam are drawn from Milady's Standard Professional Barbering, 5th Edition (2011) and Pivot Point's Barbering Fundamentals, 1st Edition (2018) — units 102B Science, 104B Client Centered Design, 105B Foundational Cuts, 106B Tapered Cuts & Fades, 107B Style, 108B Shaving & Beard Design, 109B Hair Replacement, and 112B Skin & Nails. The Barbering Examination Information Bulletin was revised October 25, 2019. The current written exam was originally implemented January 1, 2016.

Anatomy and Physiology breaks down as histology of hair and scalp (14), histology of the skin (8), and anatomy of the head and face (3). Hair-and-scalp histology is the 14-item cluster: hair color, diseases and disorders, growth, loss, structure, scalp diseases and disorders, and trichology. Skin histology covers melanin, skin diseases and disorders, and structure of the skin. Head-and-face anatomy is only three items — bones, muscles, and nerves — so missing all three is a small dent; missing the 14-item hair cluster is a 14-point hole.

Barbering Services is the largest block: treatments of hair, scalp, and skin (7), hair care procedures (2), skin care procedures (4), design elements (10), cutting and styling (11), and shaving (8). Design plus cutting plus shaving is 29 questions by itself. Safety and infection control is only six theory items — two on safe usage and devices, four on federal standards from the Occupational Safety and Health Administration (OSHA), the Food and Drug Administration (FDA), the Environmental Protection Agency (EPA), and the Centers for Disease Control and Prevention (CDC). Oregon's real sanitation test is the laws exam, where Facility Standards alone is 35 items.

What the 90-question laws exam actually covers

The Oregon Laws and Rules Examination Information Bulletin was revised March 1, 2014. It is 90 questions, 90 minutes, 75 percent to pass. Reference sources are Oregon Revised Statutes (ORS) Chapter 690 (Divisions 005–225 and 992) and Chapter 676 (Divisions 560–625 and 992), plus OAR Chapter 817 Divisions 005–120 and OAR Chapter 331 Divisions 001–030.

Facility Standards is 35 of 90 items. Definitions is another 21. Those two domains are 56 questions — more than enough to pass or fail the laws exam by themselves. A candidate who only skims “how to get licensed” and never studies sinks, towels, disinfectant levels, or the statutory definition of barbering is studying the wrong 34 questions.

A Salem walk-in that almost never started

Diego finished 746 hours at an Oregon school in Springfield and passed the school practical in March. In June he drove to Salem, parked at 12:20 p.m., and brought a student ID plus an expired passport. Front desk turned him away: testing starts only through 1 p.m., two government IDs are required, one must be current photo, and two 90-minute exams cannot be started that late. He returned Wednesday at 8:45 a.m. with an Oregon driver license and a Social Security card that both showed the same legal name. He sat barbering at 9:00, laws at 10:40, scored 81 and 78, paid original-certificate fees, and left with a two-year barbering certificate the same afternoon. The content was not the problem.
