What heating contractor licenses are offered in North Carolina and what are their scopes?

North Carolina offers three heating contractor groups under the State Board of Examiners of Plumbing, Heating, and Fire Sprinkler Contractors. Heating Group 1 (H1) covers heating systems using high- or low-pressure steam, vapor, or hot water. Heating Group 2 (H2) covers an integral conditioned-air system with mechanical refrigeration capacity in excess of 15 tons, and it is issued only as a Class I license. Heating Group 3 (H3) covers direct heating or cooling systems with mechanical refrigeration capacity of 15 tons or less, plus any system installed in a single-family residence regardless of size. Class I covers all structures; Class II is limited to single-family detached residential dwellings. The statute sets no Btu/h heating threshold — the only forced-air divider is the 15-ton refrigeration capacity.

What are the experience and examination prerequisites to obtain an NC HVAC contractor license?

Applicants must present evidence of two years of full-time experience — documented by the Board as 4,000 hours — in the installation, maintenance, service, or repair of heating systems related to the category sought. Up to one-half of that experience may be academic or technical training, credited at 66.66 hours per approved semester hour, so at least 2,000 hours must be verified field work. Applications include notarized experience verification forms, W-2s or 1099s, and a CastleBranch criminal background report, with a non-refundable $150 examination fee. After Board approval the candidate schedules with PSI and must earn a grade of 70 on both the 4-hour technical examination and the 1.5-hour Business and Law examination.

Does North Carolina require a separate license for commercial refrigeration work?

Yes. Commercial refrigeration is governed by a separate state licensing board, the North Carolina State Board of Refrigeration Contractors, under NC General Statutes Chapter 87, Article 5 and 21 NCAC 60. G.S. 87-58(b) establishes four classes: Class I commercial refrigeration, Class II industrial refrigeration (refrigeration using ammonia as the refrigerant gas), Class III refrigeration service, and Class IV transport refrigeration. A comfort heating and air conditioning contractor licensed under Article 2 cannot perform commercial refrigeration contracting without the separate refrigeration license, and unlicensed refrigeration contracting is a Class 3 misdemeanor under G.S. 87-61.

What are the renewal and continuing education requirements for NC HVAC contractors?

All plumbing, heating and fuel piping licenses expire on the last day of December each year, and the annual license fee for a contractor license is $150. Failure to renew during January adds a $25 statutory processing fee, and a license not renewed within three years requires reexamination. There is no continuing education requirement: the Board eliminated CE as a condition of renewal on December 31, 2012 when 21 NCAC 50 .1401 through .1410 were repealed, and replaced it with the Disciplinary Education program established January 1, 2013, under which the Board may require specific courses following an adjudicated complaint.

What duct leakage testing standards are enforced under the North Carolina Energy Conservation Code?

North Carolina amends NCECC Section R403.3.3 so a duct system complies by passing either of two tests at 25 Pascals (0.10 in. w.g.): total duct leakage of 5 CFM25 or less per 100 square feet of conditioned floor area served, or duct leakage to the outside of 4 CFM25 or less per 100 square feet. A single-point depressurization test that is not temperature corrected is sufficient where the fan assembly is certified to ASTM E1554-07. Testing is not required for ducts inside the building thermal envelope, for a partial system installed as part of a replacement, renovation or addition, or for a complete duct system serving 750 square feet or less.

What are the statutory mechanics' lien filing deadlines for HVAC contractors in North Carolina?

Under NC General Statutes Chapter 44A, a contractor or subcontractor must file a Claim of Lien on Real Property in the office of the clerk of superior court within 120 calendar days after the last date of furnishing labor or materials to the job site. To enforce the lien, a lawsuit to perfect the lien along with a Notice of Lis Pendens must be filed within 180 calendar days from the last date of furnishing labor or materials.

How is combustion air calculated under the North Carolina Fuel Gas Code?

Under the NC Fuel Gas Code, indoor air may be used where the space provides at least 50 cubic feet per 1,000 Btu/h of total appliance input rating. Where the volume is insufficient, outdoor air must be introduced by one of the standard methods: two permanent openings communicating directly with the outdoors or through vertical ducts, each sized at 1 square inch per 4,000 Btu/h; two openings connected by horizontal ducts, each sized at 1 square inch per 2,000 Btu/h; or one permanent opening located within 12 inches of the top of the enclosure, sized at 1 square inch per 3,000 Btu/h of total input.
