12.1 Equipment: Electric File, Pedicure Basin, and Lamps

NIC Theory Domain 5, Nail Service Tools, is about 13% of the scored written exam. Washington then asks the same tools to obey WAC 308-20-080(4)(f) safety of chemicals, implements, and electrical appliances, and WAC 308-20-110 sanitation. This section is the large equipment: the electric file, the pedicure basin or spa, and the UV/LED curing lamp. Chapter 5 already owns after-each-client and nightly basin disinfection. Do not mix those cycles into a how-the-machine-works item. Equipment is not an implement

Equipment is the larger station hardware. It is often electrical or water-using: electric file (e-file) and its control box, pedicure chair and basin, gel lamp, manicure table, and sometimes a ventilated table. Implements are the hand tools you pick up — nippers, pushers, clippers. Supplies are cotton, files, buffers. Products are polish, lotion, monomer. Domain 5 tests all four. If you call a sanding band equipment, you will miss the single-use rule. If you call a whirlpool just a bowl, you will miss why debris traps matter.

RCW 18.16.020 lets a Washington manicurist apply and remove sculptured or otherwise artificial nails by hand or with mechanical or electrical apparatus or appliances. The e-file is that apparatus. Electric file: RPM is not torque

An electric file is a rotary tool. A handpiece holds a bit. A control box or a built-in dial sets speed.

RPM (revolutions per minute) is how fast the bit spins. High RPM is high speed. Speed is not the same as cutting power.

Torque is rotational force — the bit's ability to keep cutting when you meet resistance. A cheap high-RPM hobby tool can look fast in empty air and then stall, chatter, or skip when it hits hard acrylic. A professional handpiece with useful torque holds a steady cut at a moderate speed so you are not forcing the bit with your wrist.

Bits: carbide, diamond, and sanding bands

Three bit families show up on NIC Domain 5 items.

Carbide bits are fluted metal. The flutes shave enhancement material. They are nonporous and multi-use when they are intact. After each client they are cleaned of debris, then disinfected. A clogged flute is a heat and skip problem. A chipped carbide is a gouge problem. Retire damaged bits.

Diamond bits are metal shanks coated with industrial diamond grit. They abrade rather than shave. Finer diamonds are used for more delicate work; coarser diamonds remove more material. They are also nonporous multi-use tools: clean, then disinfect. Do not treat a diamond bit as a skin sander. Diamond on living tissue is still an abrasion injury.

Sanding bands (sanding sleeves) are abrasive cylinders that slide onto a mandrel. WAC 308-20-110 lists sanding bands with porous/single-use articles that cannot be disinfected. They are single-use. After the client, discard them or give them to the client. Soaking a used band in EPA disinfectant and putting it back on the mandrel is reuse. Presence of used bands in the work area is prima facie evidence of reuse under the same sanitation chapter. The metal mandrel, if nonporous and intact, is cleaned and disinfected; the band is not.

Other disposable or porous rotary accessories follow the band rule. If it cannot be cleaned and disinfected, it does not get a second client.

Heat, direction, and pressure

Heat is the e-file's warning light. Friction becomes a thermal burn on a nail bed that cannot get away from you. Heat comes from too much pressure, a dull or clogged or wrong-grit bit, lingering in one spot, a speed that is wrong for the surface, or using the bit's corner as a drill.

If the client says it is getting hot, stop, lift the bit, and change what you are doing. Do not tell them to hold on through a burn. On a client with neuropathy — including many people with diabetes — they may not feel the heat in time. You watch the tissue, keep the bit moving, and use light pressure even if no one complains.

Direction is how you keep the bit from grabbing and running across the nail or into the sidewall. A barrel or cylinder bit is kept parallel to the surface, not stabbed on its tip. You move the handpiece so the rotation carries dust away rather than climbing a free edge. Forward and reverse exist so you can work both sides of a nail without the flutes climbing. If the bit catches, you are at the wrong angle, the wrong speed, or the wrong bit — not just push through. Keep a finger rest so the handpiece cannot dive.

The e-file does not belong on living skin or in an infection

NIC and Washington agree on the stop line even when the menu does not.

  • Do not use the e-file as a callus razor on living skin. WAC 308-20-110(16) already bans razor-edged tools designed to remove calluses. A spinning bit used as a skin grinder is the same injury idea in rotary form: you are cutting living tissue you are not licensed to treat as a surgeon.
  • Do not e-file the eponychium, the lateral folds, or macerated toe skin to clean them up.
  • Do not use an e-file to clear infection. An infected nail unit is a refuse-and-refer picture from the disorders chapter, not a bit-selection problem. Grinding wet, compromised tissue aerosolizes debris, opens more portals of entry, and pretends a manicurist is providing medical treatment. You will not sanitize a green nail by e-filing it. You stop.

Dust control is both sanitation and work-injury prevention. Chapter 6 taught source capture. Domain 5 asks whether you know the e-file makes that dust. Direct debris into capture, keep the bit from spraying the client's face, and do not treat a cloud of acrylic dust as proof you are working fast. Dust on a clean implement is soil. A surgical mask is not a vapor respirator; an N95 is not a reason to skip capture.

Never leave bits standing in contaminated water — a pedicure basin, a rinse cup of used soak water, or a disinfectant jar full of sludge. Water with debris is not a holding solution. It is a contamination bath.

Pedicure basin: what it is for

A pedicure basin soaks the feet so skin and nails can be cleaned, cuticles softened, and the client comfortable while you work. A foot spa under WAC 308-20-110 is any basin using circulating water. That legal definition lives with the disinfection cycles in Chapter 5. This section is purpose and design.

Simple basins hold water. They do not pump. They are bowls, portable tubs, or liners that never circulate. Their job is soak and rinse.

Circulating spas move water with jets, an impeller, or an air system. Movement feels like a massage and keeps warm water from sitting in one cold spot. It also moves debris into screens, traps, and pipe or impeller housings. That is why the machine is a sanitation specialty, not a fountain.

Pipeless units keep the moving parts in a compact housing at the bowl instead of long pipe loops. Pipeless is still circulating if water is being moved. Debris can still pack around an impeller cover. Pipeless is not a synonym for cannot get dirty.

Liners are a physical barrier between the foot and the basin surface. A disposable liner can reduce how much skin and product contact the bowl. A reusable liner with no circulation is still a basin surface that must be cleaned and disinfected on the simple-basin path in Chapter 5. A liner is not a magic skip. If water still contacts jets or a housing, those parts still exist.

Debris traps, filter screens, and inlet covers matter because tissue, callus crumbs, lotion, and nail clippings pack there. Packed traps keep circulating water dirty even when the bowl looks clear. They are why nightly teardown exists in Chapter 5. On a Domain 5 equipment item, the answer is: traps exist to catch debris, and trapped debris is why you cannot pretend a pretty water line means a clean machine.

Water temperature without inventing a Washington degree

Washington Chapter 308-20 WAC does not hand you a published required soak temperature in degrees. Do not invent 104°F, 110°F, or any other DOL number on the exam.

The safety idea is still testable. Water must be comfortably warm, not a burn. You check with your own wrist or a thermometer you were trained to use, and you watch the client. People with diabetes, neuropathy, vascular disease, or thin elderly skin can burn in water that feels only nice to you. Do not crank the heat because the client said they run cold and then walk away. Do not leave a circulating spa heating while you take a phone call. A burn on a foot with poor circulation is a medical emergency, not a spa upsell.

Fish pedicures are illegal in Washington under WAC 308-20-110 and DOL's published resource. A circulating basin is not a fish tank.

UV and LED curing lamps

A gel curing lamp is equipment that delivers ultraviolet (UV) or light-emitting diode (LED) energy so photoinitiators in gel can start polymerization. This lamp is not the UV storage cabinet from sanitation. The storage cabinet does not disinfect tools. The curing lamp does not disinfect tools either. It cures gel.

Wavelength is the color of the light the photoinitiator is built to absorb, talked about in nanometers. Many traditional UV-bulb lamps emit in a UVA band around the mid-360s nm. Many LED lamps emit a narrower band, often toward the upper-300s to around 400 nm. You do not need a physics minor. You need this: the gel and the lamp must match.

Not all lamps fit all gels. A gel mixed for one manufacturer's LED wavelength can remain undercured in a different shop's old UV-bulb unit, or in a mini any-gel lamp from a marketplace seller. Washington does not publish a required lamp wattage in WAC 308-20. Do not invent a 36-watt or 48-watt statute. Follow the gel manufacturer's lamp, time, and coat thickness.

Undercure means the network did not finish. Soft, dull, or thick-sticky gel, lifting, bubbling, and uncured acrylate on skin are the clinical picture. Uncured gel on living skin is a classic sensitization route. Wiping a tacky inhibition layer that the manufacturer says is normal is not the same as wiping a coat that is wet all the way through.

Overcure is not extra safe. Too much energy, too much time, or a coat that flashes heat can create a heat spike in the nail bed, brittleness, and a client who will not sit for gel again. Thick blobs under a powerful LED are a burn story. Thin, even coats in the matching lamp are the control.

Keep lamps clean so the bulbs or LEDs actually reach the nail. A sticky, dust-caked shield cuts energy and undercures. Do not use the lamp as a bottle warmer for acetone or monomer (Chapter 6 ignition). Unplug damaged cords. Electrical equipment is wiped with an EPA disinfectant made for electrical tools, not dunked in the jar.

Washington floor pictures

Seattle fill. A technician uses a coarse carbide at high RPM and leans on the bit to save time. The client says the thumb is burning. That is pressure and linger, not a tough client. Lift off, drop speed, let torque and flutes cut.

Yakima infection request. A client asks you to e-file the gunk under this green nail so it can breathe. Refuse. Do not clear infection with a bit. Refer.

Spokane spa. A pipeless chair looks empty and pretty. The impeller cover is packed with skin. The equipment failed its purpose as soon as debris traps were ignored. Chapter 5 tells you the disinfection cycle; this chapter tells you why the trap was there.

Olympia gel. A booth renter cures a new brand in an old lamp because light is light. The enhancement peels in two days and the client has itchy eponychium. Mismatched lamp, likely undercure, possible sensitization. Match the system.

Keep the Domain 5 sentence in your head: RPM is speed, torque is force, bands are trash, skin is not a bit surface, spas hide soil in traps, water should not burn, and lamps must match the gel.
