9.3 VOC Restrictions (X06), Materials Transparency (X07) & Materials Optimization (X08)

Core Exam Takeaway: X06 VOC Restrictions (4 pt) is the biggest optimization in Materials. Its two parts split wet-applied products (2 pt) from furniture, architectural and interior products (2 pt), and the key numbers are 10 distinct products or 10% of project area, 75% of wet-applied products by surface area or volume for emissions, and Part 2's one category = 1 point, two categories = 2 points. X07 (3 pt) is a three-step disclosure ladder — 1,000 ppm → 100 ppm → third-party verified. X08 (2 pt) is screening against restricted substance lists plus certified optimized products.

Content versus emissions — the distinction the whole feature turns on

Content limits are cheap to verify and constrain formulation. Emissions testing is what actually predicts indoor concentrations, because a low-content product can still emit problematic compounds and a high-solids product can cure to almost nothing. X06 Part 1 requires both: content compliance for all products, emissions compliance for at least 75%.

Feature X06: VOC Restrictions — Optimization (4 pt / WELL Core 4 pt)

Intent: minimize the impact of VOCs emitted by products on indoor air quality.

X06 Part 1 — Limit VOCs from Wet-Applied Products (2 pt / Core 2 pt)

Applies to newly installed interior wet-applied paints, coatings, adhesives, sealants and finished poured floorings used inside the building envelope, with a scope floor of minimum 10 distinct products, or applied to at least 10% of project area:

• (a) All products are tested by a third-party laboratory to meet VOC content methods and thresholds in one of: SCAQMD Rule 1168 (Adhesives and Sealants, 2017); GB 33372-2020 (Adhesives); 2019 CARB SCM for Architectural Coatings; EU Ecolabel for indoor and outdoor paints and varnishes; HJ 2537-2014 (Paints); or any other standard listed in the VOC content evaluation section of the LEED v4.1 Low-Emitting Materials credit.
• (b) At least 75% of products (by surface area or volume) are tested by a third-party laboratory to meet VOC emissions methods and thresholds in one of: California Department of Public Health (CDPH) Standard Method v1.2; AgBB; or EU LCI VOC thresholds following EN 16516-1:2018.

X06 Part 2 — Restrict VOC Emissions from Furniture, Architectural and Interior Products (2 pt / Core 2 pt)

Products in a category comply by meeting one of:

• (a) Tested per CDPH Standard Method v1.2, AgBB, EU LCI per EN 16516-1:2018, or ANSI/BIFMA e3-2014 sections 7.6.1 or 7.6.2 (Furniture).
• (b) Made exclusively with one or a combination of, without organic additives: metal, untreated wood, glass, ceramic or stone.
• (c) If custom-made or refurbished: all paints, coatings, sealants and adhesives applied are verified low-VOC-emitting by an applicable Part 1 standard, and all composite wood panels — MDF, plywood, particle wood — meet stated formaldehyde requirements.

[!IMPORTANT] Option (b) is the elegant escape hatch: a product made exclusively of metal, untreated wood, glass, ceramic or stone without organic additives needs no testing at all. A steel-and-glass table or a stone countertop is compliant by composition. This is worth remembering both for the exam and for real specification work.

[!TIP] Flooring carries a 90% threshold while the other two categories carry 75%. Flooring is the largest continuous interior surface and the one occupants are in constant contact with, so WELL demands near-complete compliance there. Note also that flooring and panels may be measured by cost or surface area, while furniture, millwork and fixtures is by cost only.

Feature X07: Materials Transparency — Optimization (3 pt / WELL Core 3 pt)

Intent: promote material transparency across the building material and product supply chain.

The three parts form a ladder of increasing rigour, each worth 1 point:

X07 Part 1 — Select Products with Disclosed Ingredients (1 pt)

For at least 50% by count or 25 distinct permanently installed products — including flooring, insulation, wet-applied products, ceiling and wall assemblies and systems — and furniture, ingredients are disclosed by the manufacturer, a disclosure organization or a third party through one of:

• (a) A Declare label (International Living Future Institute)
• (b) A Health Product Declaration (HPD) published in the HPD Public Repository
• (c) A Cradle to Cradle Certified™ product at Gold or Platinum in the Material Health category, or a Gold or Platinum Material Health Certificate
• (d) A Product Lens Certification™ (UL)
• (e) A Product Health Declaration (Global GreenTag)
• (f) A manufacturer's inventory containing CAS numbers of all individual compounds down to 1,000 ppm (0.1%). For a trade secret compound, GHS hazards of category 1 or 2 are listed and a concentration range is provided.

X07 Part 2 — Select Products with Enhanced Ingredient Disclosure (1 pt)

For at least 15 distinct permanently installed products and furniture:

• (a) All ingredients are disclosed down to 100 ppm.
• (b) Disclosure is public, through a Declare label, an HPD, or manufacturer's disclosure and/or a third-party materials database platform — with the same trade-secret provision.

X07 Part 3 — Select Products with Third-Party Verified Ingredients (1 pt)

For at least 15 distinct permanently installed products and furniture, all ingredients are disclosed through a Declare label, an HPD in the public repository, a Cradle to Cradle Certified™ Gold or Platinum Material Health product, a Product Lens Certification™, or a Product Health Declaration.

[!TIP] The trade-secret provision is the most humane detail in the concept. A manufacturer need not surrender proprietary formulation, but must disclose GHS category 1 or 2 hazards and a concentration range for each undisclosed component. Transparency about hazard is required even where transparency about identity is not.

Feature X08: Materials Optimization — Optimization (2 pt / WELL Core 2 pt)

Intent: promote selection of products that have been audited to minimize impacts on human and environmental health. Note the distinction from X07: X07 asks what is in the product; X08 asks whether what is in it has been screened against a hazard list.

X08 Part 1 — Select Materials with Enhanced Chemical Restrictions (1 pt)

Option 1: Materials selection. For at least 25 distinct permanently installed products and furniture:

• (a) Have ingredients inventoried to 100 ppm.
• (b) Meet one of:
  1. Product is free of compounds listed in the Living Building Challenge's Red List v4.0
  2. Product meets the chemical thresholds in the Cradle to Cradle Basic Level Restricted Substances List, version 4
  3. Product does not contain compounds listed in REACH Restriction, Authorization and SVHC lists
  4. Product meets an optimization path under Advanced Inventory & Assessment in Option 2 of the LEED v4.1 Building Product Disclosure and Optimization — Material Ingredients credit

Option 2: Future purchase of compliant products. For projects with fewer than 25 distinct newly and permanently installed products, products purchased for future repair, renovation or replacement comply with Option 1's chemical restrictions. At recertification, projects must provide product specification sheets for purchases occurring after initial certification.

X08 Part 2 — Select Optimized Products (1 pt)

At least 15 distinct products (furniture, flooring, insulation, wet-applied products, ceiling and wall assemblies and systems) are certified under one of:

• (a) Cradle to Cradle Certified™ at Silver, Gold or Platinum in the Material Health category, or a Silver, Gold or Platinum Material Health Certificate
• (b) Living Product Challenge — Materials and Health & Happiness Petals — or Living Product Certification (International Living Future Institute)

[!IMPORTANT] Note the Cradle to Cradle level difference between features. X07 Parts 1 and 3 accept only Gold or Platinum Material Health, because those parts are about disclosure quality. X08 Part 2 accepts Silver, Gold or Platinum, because that part is about optimization achievement. Same certification scheme, two different acceptance thresholds — a precise and very examinable distinction.

[!TIP] Option 2 of X08 Part 1 exists for small projects. A fit-out installing only a dozen distinct products cannot satisfy a 25-product screening requirement, so WELL lets it commit instead to screening future purchases — and enforces that commitment at recertification through specification sheets. This is one of the few places in WELL where a project earns a point for a forward-looking procurement policy rather than an installed condition.
