Section 16D is ADTC B for TSgt and not on the 2026 SSgt PFE. Fast followers is the phrase items reuse. Ground-based challenge is the statement testers misread: air superiority is not only an air-to-air problem. The mission is best served when the leader helps followers develop their own initiatives, encourages them to use their own judgment, and allows them to grow. Creativity and innovativeness improve dramatically when that happens.

In the loop means the human is a required step every cycle. On the loop means the human supervises and intervenes. Reversing those prepositions fails the item.
Maintaining the ability to adapt and innovate quickly is the greatest challenge we face in the future. The mission remains no-fail Global Vigilance, Global Reach, and Global Power. If the past two decades taught anything, demand for airpower is growing. The USAF will increase innovation and research where a competitive advantage must be held. Rapid change is vulnerability or advantage depending on agility — Section 16B's "frame change as opportunity" written at institutional scale.
Collaboration fosters innovation. Airmen at all levels participate in decision-making. Habits of mind for critical thought must be consciously fostered.
