ADTC B: know the windows

Section 8C — Reenlistments and Continuation is B for SSgt and B for TSgt. The testable skill is accurate program knowledge: SRP windows, appeals, CJRs, and SRB zones. AFH 1 does not use a "CAR" acronym in Chapter 8. It talks about first-term, second-term, and career Airmen under the Selective Reenlistment Program (SRP).

Selective Reenlistment Program

SRP applies to all enlisted personnel. Commanders, civilian directors, and supervisors evaluate first-term, second-term, and career Airmen so the USAF retains those who maintain high professional standards.

First-term is 15 months. The under-19 second-term/career row is 13. Commanders may also consider Airmen outside the standardized window.

What decision-makers look at

Commanders and civilian directors consider enlisted performance report ratings, unfavorable information from any substantiated source, willingness to comply with USAF standards, and ability to meet required training and duty performance. Supervisors should review duty performance and the record, including DAF Form 1137, Unfavorable Information File Summary, if applicable, before recommending.

"Enlisted performance report ratings" is Chapter 8's own phrase in 8.11; the live form is the Enlisted Performance Brief.

Non-select, appeal clock, appeal authority

If the Airman is not selected, DAF Form 418 is completed and the Airman is informed. After signature, the commander sends it to the military personnel flight and ensures the Airman understands the right to appeal. The Airman has three calendar days to render appeal intent, then 10 calendar days from that date to submit the appeal to the MPF.

Appeal authority is based on TAFMS:

NCO Career Status Program

This program extends Regular Air Force reenlistments. Selected Airmen with at least 12 years TAFMS on the date of discharge (the day prior to reenlistment) reenlist for an unspecified period up to High Year of Tenure. Those with 20 or more years TAFMS may retire, if eligible, no later than the first day of the month following HYT.

Career Job Reservation Program

All eligible first-term Airmen must have an approved Career Job Reservation (CJR) to reenlist. The program manages first-term reenlistments by AFSC.

Airmen are automatically placed on the career job applicant list on the first duty day of the month they complete 35 months (59 months for six-year enlistees), but no later than the last duty day of the month they complete 43 months (67 months for six-year enlistees). Approved CJRs do not expire until the date of separation. CJRs are constrained (limited quotas) or unconstrained (unlimited quotas).

Constrained. Airmen compete. Commanders or civilian directors recommend; group commander or equivalent approves, only inside the CJR window. The Airman must have met the minimum expectation and have no UIF, lost time, or active NJP on the current enlistment. AFPC issues fiscal-year quotas. Waiting-list Airmen whose AFSC leaves the constrained list receive a CJR; those already removed do not.

Unconstrained. Airmen do not compete. They are automatically awarded the CJR on the same 35/43-month (59/67 six-year) clock if selected for continued service under SRP.

Enlistment extensions

Request an extension only with a service-directed retainability reason in the best interest of the USAF. Extensions are whole months (15½ months of retainability requires 16 months), max 48 months per enlistment. HYT extensions are normally allowed only within two years of HYT. Once approved, the extension legally extends obligated service. Cancel only if the reason no longer exists and the Airman has not entered the extension.

Selective Retention Bonus

The Selective Retention Bonus (SRB) is paid to Airmen in selected critical skills with retention shortfalls or high training costs. Those who reenlist or extend on active duty for at least three years may be eligible under DAFI 36-2606. Expect to serve in the SRB specialty for the entire enlistment paid.

Zones use TAFMS at reenlistment or when entering the extension. One SRB per zone (A, B, C, or E); AFH 1 lists no Zone D. Zone A 17 months–6 years; B 6–10; C 10–14; E 18–20.

Calculation: one month's base pay × years reenlisting or extending × the listing multiple. Maximum $100,000 per zone, using base pay on the date of discharge (the day prior to reenlistment). Promoted to SSgt and reenlisting the same day: calculate on Senior Airman pay. Do not import AFI 36-2502 Table 2.4 decoration points here.

Retraining and the officer paragraph

Retraining balances AFSCs (Online Retraining Advisory on myFSS; AFMAN 36-2100). First-term CONUS windows match the CJR clock; OCONUS first-term Airmen apply nine to 15 months before eligible to return from overseas.
