Domain 2.C and the New Jersey hour table

On the NIC New Jersey Cosmetologist-Hair Stylist theory exam, Domain 2: Hair Care and Services is the largest weighted block: 40 of 110 weighted items. Domain 2.C Hair Care asks you to apply principles and procedures for shampooing and conditioning. NIC is not sampling whether you can wet hair. It is sampling whether you can match product chemistry to hair and scalp condition, rinse thoroughly, protect the client at the basin, and stay inside New Jersey's cosmetic scope.

The school curriculum makes the same point with hours. Under N.J.A.C. 13:28-6.29, the 1,200-hour cosmetology and hairstyling course budgets Shampooing & Temporary Rinses at 20 hours of class and 40 hours of practical instruction (60 hours total). Hair and Scalp Treatments, Reconditioning Treatments is a separate line: 15 class / 35 practical (50 hours). Together that is 110 curriculum hours of wet-service instruction before cutting, color, or chemical texture. If an item asks which instructional unit includes temporary rinses, the answer is the 60-hour shampooing line, not the 50-hour treatment line.

Keep P.L. 2025, c.18 (approved February 3, 2025) in a different mental folder. That statute created a shampoo permit for a registered student who has completed 60 hours of relevant coursework, and a shampoo technician certification for hair-washing services (shampooing, conditioning, and glazing) in a licensed shop. Shop law still frames the workstation. You mix temperature at that basin. You recline the client. A portable bucket is not a substitute for the required fixture.

Surfactant action

A surfactant (surface-active agent) is the cleansing molecule in shampoo. Each molecule has a hydrophilic (water-attracting) head and a lipophilic (oil-attracting) tail. When you wet the hair, the tails bury themselves in sebum, styling residue, and dirt; the heads face the water. The molecules assemble into a micelle, a tiny sphere that packages oil so rinsing can carry it down the drain. That is why water alone does not shampoo oily hair: sebum is not water-soluble until a surfactant emulsifies it.

Practical consequences you will see on items:

  • Wet the hair thoroughly before applying shampoo so hydrophilic heads have a water medium.
  • Use the pads of the fingers, not fingernails, to emulsify. Scratching is not deeper cleansing; it irritates the scalp and becomes an exposure incident if the skin breaks.

  • Rinse until water runs without leftover slip from surfactant. Residue weighs hair down and can block even saturation in a later chemical service.

Hard water (dissolved calcium and magnesium) competes with surfactants and leaves a mineral film. Clients who feel coated after every wash may need a periodic clarifying or chelating shampoo, not harder scrubbing.

pH-balanced, clarifying, and medicated shampoos

Hair and the scalp's acid mantle typically sit on the acidic side of the pH scale. Salon chemistry commonly places that range near 4.5–5.5. A pH-balanced shampoo is formulated near that range so the cuticle stays relatively compact, shine holds, and oxidative color is less likely to wash out from a strongly alkaline detergent. This is the default for most routine shampoos, including many color-treated clients.

Clarifying shampoos use stronger detergency, a more alkaline wash, and/or chelating agents that bind metals. Use them for product buildup, hard-water film, or as a pre-chemical cleanser when residue would stop color, lightener, or relaxer from saturating evenly. They are periodic, not a daily default. Follow with a conditioner matched to porosity, or you will send the client out dry, tangled, and unhappy.

Medicated shampoos list an active ingredient aimed at flaking or itch the client already manages. Some are ordinary cosmetics; some walk up to drug-style labeling. N.J.A.C. 13:28-2.15 prohibits performing or offering any service that claims to cure or remedy any disease or illness. N.J.S.A. 45:5B-3 defines cosmetology and hairstyling as practices performed for cosmetic purposes and not for the treatment of disease. If the scalp is inflamed, open, or looks contagious, you do not diagnose. You document, decline or modify the service, and refer the client to a physician. Handing someone a bottle as a medical cure is a Board problem, not a retail upsell.

Water temperature at the reclining basin

Comfortably warm water helps surfactants work and is tolerable while the client is reclined. Excessively hot water increases cuticle lift, can inflame a sensitive scalp, and is a burn hazard — the client cannot see the tap. Cold water at the start does a poor job of emulsifying sebum. A slightly cooler final rinse is a finishing choice that can help the cuticle lie flatter. Do not dress that rinse up as a medical claim about closing pores.

Test water on your inner wrist before the head goes back. The 13:28-2.5 basin must supply hot and cold running water so you can mix; a hot-only fixture is not the shop standard the Board wrote.

Porosity and protein versus moisture

Porosity is how readily hair absorbs and holds moisture. It reflects cuticle condition, not a disease label.

  • Low porosity: compact cuticle; products sit on the surface. Use lighter conditioners, emulsify thoroughly, and apply gentle warmth (never scalding) so product can move in. Heavy protein sits on the fiber and makes it stiff.
  • Medium porosity: accepts moisture in a balanced way. A pH-balanced shampoo plus a moisturizing conditioner is the usual map.
  • High porosity: lifted or missing cuticle from chemical, heat, or mechanical damage. Hair takes product quickly and loses it quickly. Use richer moisture, and use protein only to temporarily fill gaps.

Protein conditioners (hydrolyzed keratin, collagen, wheat, silk, and similar proteins) deposit into damaged areas and add temporary strength. Too much protein without moisture makes hair brittle. Moisture conditioners use humectants (glycerin, panthenol) and emollients (fatty alcohols, oils) to restore flexibility. A salon check: wet a strand, stretch it gently, and release. If it stretches far and does not rebound, it is over-moisturized and may need a light protein. If it snaps with little stretch, it is over-proteinized and needs moisture. That is analysis, not a laboratory assay.

Apply conditioner mid-shaft to ends first. Put conditioner on the scalp only when the product is meant for it — heavy oils on an already oily scalp undo the shampoo you just performed.

Temporary rinses

The 60-hour 13:28-6.29 unit is Shampooing & Temporary Rinses, not shampooing alone. A temporary rinse (color rinse) coats the cuticle with color that subsequent shampoos remove. It does not oxidize or lift natural pigment the way permanent color or bleach does. Apply to clean, towel-blotted hair per the manufacturer's directions, keep the product off clothing and skin, and tell the client it fades. Do not promise gray coverage that only a different chemistry can deliver. Semi-permanent color is a different product class; stay with temporary rinses on this instructional unit.

Sequence you should be able to narrate

Consult first: hair and scalp condition, product history, allergies, and any chemical service planned that day. Drape for shampoo (waterproof cape and towel — next section). Recline at the basin; test water; wet thoroughly. Emulsify shampoo; lather with finger pads; rinse until the water runs clear; repeat if soil remains. Use clarifying shampoo only when indicated. Apply conditioner from mid-shaft to ends; process per the label; rinse; blot — do not wring. Apply a temporary rinse only if requested and appropriate. Raise the chair slowly. Sitting a client up fast after reclining can cause lightheadedness; that is a safety issue, not a treatment effect.

Single-client thinking: one guest, one set of linens. Soiled towels go in the closed soiled-linen container shops must maintain. Do not double-dip a used applicator into a bulk conditioner tub.

Exam traps

  • A medicated shampoo is not a license to treat psoriasis or eczema.
