2.2 Cleaning, Disinfection, and Sterilization

New Jersey shop law does not use those three CIB words as three separate license duties. N.J.A.C. 13:28-3.2 is titled Sanitizing implements and tools, and it describes one required sequence: clean, rinse, then either chemically disinfect with an EPA-registered tuberculocidal product for the labeled contact time or sterilize in an FDA-registered autoclave, then air-dry and store in a clean drawer. If you treat sanitize as if it meant wipe with soapy water, you will fail both the NIC level question and the New Jersey law question.
The three CIB levels
Cleaning (the CIB also says sanitation/cleaning) is the removal of visible debris, soil, and organic matter from a surface. You wash. You do not yet claim the item is safe for the next client. Soap or detergent plus water — New Jersey specifies a mild alkaline detergent — lifts soil, blood, and product so that a disinfectant can actually reach microbes. A licensee shall sanitize all implements and tools by:
- Cleaning thoroughly with a mild alkaline detergent to remove any soil, blood, or any other foreign material.
- Rinsing with tap water after cleaning.
- Processing with a chemical disinfectant registered by the EPA and labeled as being tuberculocidal for a contact time as specified on the product label, or processing in an autoclave registered with the FDA.

Read (a)3 and (a)4 together. Contact time is not a number the Board invented for the exam. It is whatever that EPA-registered label requires. Shortening a ten-minute immersion because the next client is waiting is a violation of (a)3 and (a)4, even if the jar still looks blue. After the chemical step, (a)5 forbids wiping a processed shear with a used cloth that would recontaminate it, and it forbids dropping a wet shear into a cluttered station drawer.
The sequence is after each use on a patron. N.J.A.C. 13:28-3.1 requires tools applied directly to patrons to be thoroughly cleaned and sanitized after each and every use in accordance with 13:28-3.2. I disinfect at closing is not the rule.
What each step is for
Detergent in (a)1 is cleaning. The rinse in (a)2 removes soil-laden detergent so leftover soap does not interfere with the disinfectant. Processing in (a)3 is disinfection or sterilization. Manufacturer instructions in (a)4 cover dilution, whether the product is a soak, spray, or wipe, metal compatibility, and whether you rinse after the contact time. Air-dry and clean-drawer storage in (a)5 keep a processed tool from sitting in splash water or sharing a drawer with used clips.
Electrical appliances cannot survive a tap-water rinse and a soak. N.J.A.C. 13:28-3.1 still requires electrical appliances in the shop to be maintained in a sanitary and safe manner. At day's end you remove, clean, and disinfect the screen, filter, and other removable parts; brush the interior with mild detergent; run a 100 PPM bleach solution (1 teaspoon of 6% sodium hypochlorite to one gallon of water) for a 30-minute contact time; and soak brushes in 2,600 PPM bleach (3/4 cup of 6% sodium hypochlorite to one gallon of water) for 30 minutes. Those dilutions are statutory. They are not about a capful.
