From school upload to an IQT appointment
The Board applications page (Prometric notice dated August 3, 2020, page last modified May 2, 2025) and the candidate manual agree on the sequence. New Jersey schools preregister candidates who completed an in-state program and are authorized to sit the NIC New Jersey theory examinations. Out-of-state, out-of-country, and lapsed-license candidates are preregistered through the Board office. The school or Board must enter your first and last name exactly as they appear on the government-issued identification you will present, including every given name and every hyphenated surname. If "Maria Elena" is on the license and the portal says "Maria," IQT will not test you and will not refund the vendor fee.
If your legal name changes, the candidate manual requires you to submit legal documentation (marriage license, divorce decree, court order, or notarized affidavit) to your school at least 10 calendar days before the scheduled exam. Lapsed-license and out-of-state candidates update the Board office instead, then wait for a new admission letter.

If you later need Americans with Disabilities Act (ADA) accommodations, the Board—not IQT—qualifies the candidate. School students route documentation through the school; out-of-state candidates use the Board applications page. Accommodations must be approved by the Board and submitted to IQT before preregistration. If you already scheduled and then file accommodations, the manual cites a $15 rescheduling fee. After an ADA candidate fails, the ADA packet must be resubmitted and approved again before the next schedule.
What to bring, what to leave, how early to arrive
The admission letter is not optional. IQT will not email it to an address other than the one on your account for security reasons. Print it. It carries the UserID and Passcode you need to start the exam. Forget the letter without login access to reprint it, and you will not test.
Arrive a minimum of 10 minutes before appointment time. Bring two valid, non-expired proofs of identity. Names on both must match the registration.
Primary identification (choose one, with photo): New Jersey or other state driver license or nondriver ID; United States passport; foreign passport; military ID; Permanent Resident Card (I-551); or the listed employment-authorization and refugee documents in the admission-letter instructions.
Secondary identification (choose one; address must match the admission letter): a second government ID; a utility or credit-card bill from the past 90 days (no P.O. Box); a bank or credit-union statement from the past 60 days; an original lease; a property-tax document from the past year; IRS or state-tax correspondence from the past year; or original first-class mail from a government agency in the past six months.
Prohibited in the testing room: wrist watches and other timekeeping devices; phones, tablets, cameras, headphones, and any electronic device; notes, books, and study media; bags, purses, and backpacks; pens and highlighters (IQT provides authorized scratch paper); brimmed hats (religious apparel that does not obscure the face is permitted). No food or drink in the examination room. No visitors—parents and instructors wait outside the building. The NIC CIB adds that you may not leave the examination area without permission, picture ID is required to re-enter, and possession of phones or notes is treated as a security event that can end the exam and be reported.
Inside the 120-minute theory session
After check-in you see a preamble (length and item count for your exam), then a tutorial: 7 questions and 5 minutes. The tutorial does not reduce the 120-minute exam clock or affect the score. Use it. During the NIC exam you may skip (leave unanswered and return), bookmark only after you have selected an answer, and comment on an item. A navigation grid marks the current item, bookmarks, answered items, and unanswered items. You may hide the timer. If connectivity drops, IQT states that answers, time, bookmarks, and comments are saved and the exam resumes. When you finish, confirm that you really want to end; an optional survey follows.
You will not receive an embossed result letter at the center. The official result is emailed, typically within one to two business days. If you fail, IQT automatically creates a new preregistration record and emails you. First-time test takers may not reschedule until 15 days after the failed attempt. Subsequent retakes have no Prometric wait. You still owe another $53 written fee, and N.J.A.C. 13:28-1.2(c) still requires written notice to the Board and another Board examination fee if you failed theory or failed to appear.
Lapsed-license candidates: if you fail the exam on the second attempt, the candidate manual requires enrollment in a mandatory refresher course before you may sit the full Board examination (theory and practical) again, and the Board must receive proof of that course before you are rescheduled.

N.J.A.C. 13:28-1.2(a) says the Board examination is two parts: practical and theory. 13:28-1.2(b) is the sequencing rule you will see on quizzes: not less than 75 percent on theory before practical eligibility; no practical until theory is successfully completed; both parts required for the license.
N.J.A.C. 13:28-1.2(d) is the practical-attempt rule. Payment of the initial Board examination fee entitles the applicant to take and/or be scheduled for the practical no more than two times. If you fail the practical and/or fail to appear twice, you may be rescheduled only after written notice to the Board and another examination fee under 13:28-5.1. That Board fee is still $50 on the published schedule; it is not the Prometric practical invoice. Prometric's public New Jersey page lists written fees only. Pay the current Prometric practical fee shown when you schedule. Do not use a number copied from another state or from an old classmate.

Temporary permit: 120 days, once, only if you ask
N.J.A.C. 13:28-1.3(a) : once the Board accepts the application to sit for examination, a temporary permit that is valid 120 days shall be issued, upon request, to an applicant for a practicing license. The Board fee is $20. The Board FAQ is stricter on reuse: the permit may be issued only one time while you wait to be scheduled; when it expires, if you still lack a license, you must stop practicing until the license arrives. The permit is not automatic—upon request—and it does not let you skip the 75 percent theory gate for the practical exam itself.
COVID-era administrative orders that once extended temporary permits during 2020 are historical. Do not treat those emergency extensions as the current 120-day rule.
Realistic New Jersey scenarios
Admission letter in the car. A candidate in Cherry Hill has a valid passport and a current PSE&G bill matching the admission-letter address, but the printed letter is on the kitchen table. IQT's rules treat a missing admission letter like a no-show: no test, no refund. Reprint from the account before you leave home; screenshots on a phone are still a prohibited electronic device inside the room.
72 percent theory. A candidate in Paterson scores 72 percent on the 110 weighted items and tries to keep a practical date already held with a friend as a model. N.J.A.C. 13:28-1.2(b) does not permit the practical. Wait out the 15-day first-retake window, pay $53 again, and protect the 75 percent gate. A temporary permit, if previously requested, does not rewrite the theory score.
Second practical no-show. A candidate misses practical #1 in a storm, reschedules, then misses #2 without an IQT-approved excuse. The initial $50 Board examination fee has already purchased two practical schedulings. N.J.A.C. 13:28-1.2(d) now requires written notice and a new Board examination fee before another practical date. Inclement weather that closes the site is different: IQT says to call the center, then call IQT to reschedule without an extra vendor cost when the site itself is closed.
Name mismatch. "Jones-Smith" on the driver license and "Jones" in the school portal is a denied check-in. Fix names 10 calendar days out, not at the proctor desk.
