Where the Scoping Comes From

IBC Chapter 11 does not itself scope public telephones, ATMs or entry systems. Those are scoped in IBC Appendix E (Supplementary Accessibility Requirements), which applies only where the jurisdiction adopts it, and in federal ADA regulations.
