7.2 Promotion Cycles & Eligibility

Why Cycles Exist

AFH 1 gives four reasons the Air Force establishes promotion cycles: to ensure timely periodic promotions, to permit accurate forecasting of vacancies, to balance the promotion administrative workload, and to provide promotion eligibility cutoff dates (PECD).

Factors for promotion eligibility may include: proper skill level, sufficient time in grade, sufficient time in service, commander recommendation, completion of enlisted PME, completion of a college degree, cumulative years of enlisted service, and high year of tenure.

Air Reserve Component note: ARC promotions are based on a combination of position vacancy, time-in-grade, time-in-service, fitness, and completion of appropriate professional military education — a different basis from the RegAF system this chapter describes.

The Master Eligibility Table

This is the highest-yield table in Chapter 9. Build it from memory before test day.

How to Hold the Numbers

• The PECDs run backwards through the calendar as grade increases: 31 March (SSgt) → 31 January (TSgt) → 30 November (MSgt) → 30 September (SMSgt) → 31 July (CMSgt). Each is two months earlier than the one below it. If you remember the pattern and one anchor, you can rebuild all five.
• The TIG figures are not monotonic: 6 months (SSgt), 23 months (TSgt), 24 months (MSgt), 20 months (SMSgt), 21 months (CMSgt). SMSgt's 20 months is lower than MSgt's 24 — this irregularity is exactly why the exam asks about it.
• Skill levels plateau: 5-level for SSgt, then 7-level for TSgt, MSgt, and SMSgt, and 9-level only for CMSgt.
• Test cycles pair with the PECDs: TSgt tests February–March after a 31 January PECD; SSgt tests May–June after a 31 March PECD.

The Six-Year Enlistee Rule

Airmen who initially enlist for six years are promoted from Airman Basic straight to Airman First Class upon completion of either technical training or 20 weeks of technical training after BMT graduation, whichever occurs first. The date of rank is then adjusted to the signatory date on the basic military training certificate, without back pay and allowances.

The "without back pay and allowances" clause is the detail items key on — the date of rank moves, the money does not follow.

Accepting Promotion

A Promotion Statement of Understanding is required, within 10 duty days after selections are confirmed, from:

• Master Sergeant and Senior Master Sergeant selects with more than 18 years TAFMS by effective date of promotion
• All Chief Master Sergeant selects, regardless of TAFMS

The consequence clause: failure to withdraw an existing retirement application (approved or pending) within 10 duty days from presentation of the Statement of Understanding results in removal from the selection list.

Promotion Sequence Numbers

AFPC assigns promotion sequence numbers to Airmen selected for promotion to Staff Sergeant through Chief Master Sergeant, based on date of rank, TAFMS, and date of birth — in that order.

Supplemental selectees receive sequence numbers of:

• .9 — increment previously announced
• .5 — unannounced future increment

Declining Promotion

An Airman may decline a promotion in writing by letter to the military personnel flight, any time prior to the promotion effective date. The letter must include:

1. Name
2. Social security number
3. Promotion cycle
4. Promotion sequence number, if already selected
5. A statement of understanding that reinstatement will not be authorized

The MPF updates the Military Personnel Data System (MilPDS) and forwards a copy to AFPC to be filed in the member's Automated Records Management System (ARMS).

The irreversibility — reinstatement will not be authorized — is the point of the item.

Promotion Ineligibility

AFH 1 lists reasons an Airman may be ineligible: approved retirement, declination for extension or reenlistment, court-martial conviction, control roster action, no commander recommendation, failure to appear for scheduled testing without a valid reason, and absent without leave.

The effect is stated in three parts, and items often test the middle one:

When individuals are ineligible for promotion, they cannot test, cannot be considered if already tested, and the projected promotion, if already selected, will be canceled.

So an ineligibility that arises after a valid test still voids consideration — testing does not lock in a result.
