Fire code official

What gives an inspector legal authority to enter a building?
IFC Chapter 1 authorizes the fire code official to enter and inspect at reasonable times after presenting credentials and requesting entry from the owner or occupant. If entry is refused, you do not force it — you pursue the legal remedy your jurisdiction provides, such as an administrative inspection warrant, or the inspection becomes an unlawful search.
Notice of violation
A written notice served on the owner, owner's agent, or person in charge that cites the specific code section violated and sets a time to correct it. The written citation and correction deadline are what make later enforcement — reinspection, citation, or a stop-use order — legally defensible; a verbal warning creates no record.
What can a board of appeals actually decide?
It hears claims that the fire code official wrongly interpreted the code, that the provisions do not apply, or that an equally good alternative is proposed. It cannot waive a requirement or grant relief just because compliance is expensive — that limit is the most commonly missed point about the appeals process.
Which edition of the code do you enforce during an inspection?
The edition the jurisdiction has legally adopted, together with its local amendments — not the newest edition ICC has published. Research the adopting ordinance first, because a requirement that exists in the current IFC may not be enforceable if your jurisdiction is still on an earlier edition.
Why does inspection documentation decide the outcome of a legal proceeding?
An inspector testifies to observed facts, and credibility rests on records made at the time: dated reports, cited code sections, photographs, and the service record for each notice. Reconstructing observations from memory months later, or reports that state conclusions without a code citation, is how enforcement actions get dismissed.
Operational permit vs. construction permit
An operational permit allows an ongoing activity or condition — hot work, high-piled storage, hazardous materials, places of assembly — and is renewed periodically. A construction permit allows installation or modification of a system or hazardous-material facility, and is closed out by inspection and approval. The same building can need both at once.
When may a permit be suspended or revoked?
A permit is issued to a specific person for a specific operation at a specific location and is not transferable. IFC Chapter 1 allows suspension or revocation where the permit was issued in error or on false or misleading information, where its conditions or limitations are violated, or where the holder fails to comply with code requirements or lawful orders.
What is the Fire Inspector I role in plan review?
Identify when construction documents and a construction permit are required — new or altered fire protection systems, changes of occupancy, hazardous-material installations — and refer them to the plans examiner. In the field your job is to verify the work matches the approved plans; approving a field deviation yourself is outside a Fire Inspector I's authority.
Means of egress capacity factors (IFC/IBC 1005.3)
Multiply the occupant load by 0.3 inch per occupant for stairways and 0.2 inch per occupant for all other egress components. In buildings other than Group H and I-2 that have both a compliant automatic sprinkler system and an emergency voice/alarm communication system, those factors drop to 0.2 and 0.15 inch per occupant.
Dead-end corridor limit
Where more than one exit is required, dead-end corridors are limited to 20 feet. The common exception raises that to 50 feet in Groups B, E, F, I-1, M, R-1, R-2, S and U when the building is sprinklered throughout, so check the sprinkler status before you write the violation.
Minimum means of egress illumination
The means of egress must be illuminated to not less than 1 footcandle at the walking surface whenever the building is occupied, with emergency power backing that illumination where required. Burned-out egress fixtures and untested emergency lighting are cited as maintenance violations, not design issues.
Types of construction I through V, and what A vs. B means
Types I and II use noncombustible materials, Type III has noncombustible exterior walls with any permitted interior material, Type IV is heavy timber or mass timber, and Type V permits any code-allowed material. The A/B suffix is the protection level: A assemblies carry higher fire-resistance ratings than B.
Why does construction type matter on a routine fire inspection?
It sets the allowable height and area for the occupancy and dictates which assemblies must stay rated. In the field this becomes a hunt for breaches — unsealed penetrations, missing ceiling tiles in a rated membrane, propped rated doors — because one unsealed hole defeats the rating the whole building relies on.
Fire door assembly maintenance
Fire door and fire shutter assemblies must be kept operable, self-closing and positively latching, and are inspected and tested annually under the referenced standard. Blocking, wedging or field-drilling a fire door voids the listing, so the assembly no longer provides the rated opening protection the construction type assumed.
Who is responsible for inspecting, testing and maintaining fire protection systems?
The owner or the owner's authorized agent, following the referenced standards — NFPA 25 for water-based systems and NFPA 72 for fire alarms — and the records must be kept and made available to the fire code official. A missing ITM record is itself a finding, because you cannot verify operational readiness without it.
A sprinkler system is shut down for repairs. What does the IFC require?
Notify the fire department and the fire code official immediately, and where the fire code official requires it, either evacuate the building or provide an approved fire watch for everyone left unprotected until the system is back in service. The impairment must be tracked until restoration, not just reported once.
Portable fire extinguisher distribution for Class A hazards
Travel distance to an extinguisher must not exceed 75 feet for Class A hazards. A light-hazard occupancy needs at least a 2-A rated extinguisher, and no single extinguisher may be credited with more than 11,250 square feet of floor area, so large open areas need multiple units even when travel distance works out.
Standpipe classes I, II and III
Class I provides 2 1/2-inch connections for fire department and trained personnel use. Class II provides 1 1/2-inch hose stations for occupant use. Class III provides both. Verifying the class tells you which outlets, caps and hose valves must be present and accessible on each floor.
Fire apparatus access road dimensions
An access road must have an unobstructed width of not less than 20 feet, exclusive of shoulders, and an unobstructed vertical clearance of not less than 13 feet 6 inches. Parked vehicles, dumpsters and low canopies are violations because they reduce the clear dimension an engine or ladder truck actually needs.
How close must fire apparatus access reach a building?
Access roads must extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story, measured by an approved route around the exterior of the building. When a site exceeds that, added access roads, turnarounds or an approved alternative are required.
What does a hydrant flow test measure, and at what pressure is flow reported?
A flow test records static pressure, residual pressure while flowing, and measured flow, then computes the water available at 20 psi residual under NFPA 291. That 20 psi figure is the reporting benchmark — a hydrant with high static pressure can still fail to deliver the required fire flow once friction loss is accounted for.
Fire safety and evacuation plans
IFC Chapter 4 requires approved fire safety and evacuation plans for the occupancies it lists, covering emergency reporting, evacuation routes, staff duties, and accounting for occupants. The plan must be maintained and reviewed, and staff must be able to describe their assigned duties when you ask during the inspection.
Typical emergency evacuation drill frequencies
The IFC Chapter 4 drill-frequency table sets different intervals by group — for example monthly in Group E, quarterly with staff participation in Group A, and annually in Group B. Read the table rather than generalizing, because the required participants and the interval both change by occupancy.
What must a drill record document?
The identity of the person conducting the drill, the date and time, the notification method used, staff on duty and participating, the number of occupants evacuated, special conditions simulated, problems encountered, weather conditions, and the time required for complete evacuation. Missing elements make the record unverifiable at inspection.
Fire watch personnel duties
A fire watch has one job: constant patrol of the protected premises watching for fire, with at least one approved means of notifying the fire department. Assigning the watch other tasks, or leaving the person without a working means of notification, invalidates the watch as a substitute for the impaired system.
How often must employees be trained on the evacuation plan?
Employees must be trained in the fire safety and evacuation plan and their assigned duties as part of new-employee orientation and at least annually after that. A current written plan with untrained staff is a violation — during an inspection, ask an employee what their role is rather than only reading the binder.
Acceptance testing of a fire protection system
A new or altered system must be tested and approved before it is placed in service, and the record of completion belongs in the building file. Verifying that record is how you confirm the system was ever proven to work; ITM records afterward only show it has been maintained since.
Installed system does not match the approved plans. Now what?
Field deviations — relocated heads, added obstructions, changed device locations, unlisted substitutions — require revised construction documents and approval before the system can be accepted. Inspectors verify against the approved plan set, so working from the contractor's marked-up copy instead of the approved set is a common error.
Access requirements for hydrants and fire department connections
A 3-foot clear space must be maintained around the circumference of fire hydrants, and fire department connections must remain visible, identified and immediately accessible. Landscaping, fencing, dumpsters and stacked pallets are the everyday causes of a connection the responding company cannot reach.
Why do sprinkler control valves have to be supervised?
A closed control valve silently disables the sprinkler system, so valves are secured in the open position and electrically supervised or locked and inspected on a schedule. Confirming valve position and supervision is one of the fastest checks that the installed system still matches its approved design intent.
Clearance required between storage and the ceiling
Storage must be kept at least 18 inches below sprinkler deflectors in sprinklered areas, or 2 feet or more below the ceiling in nonsprinklered areas. Storing into that space blocks the spray pattern or delays heat reaching the detector, which is why it is one of the most-cited hazardous conditions.
Common electrical hazardous conditions in an occupied building
Extension cords and relocatable power taps used as permanent wiring, daisy-chained taps, damaged cords, missing cover plates, and blocked electrical panels. Working space in front of equipment — a clear 30-inch width and 36-inch depth under the referenced electrical code — must stay open for safe service and shutoff.
When is a space used for assembly NOT classified as Group A?
A building or tenant space used for assembly purposes with an occupant load of less than 50 is permitted to be classified as Group B. That threshold decides whether Group A egress, sprinkler and alarm triggers apply, so calculate the occupant load before you assign the group.
What pushes a building into Group H?
Storing or using hazardous materials in quantities that exceed the maximum allowable quantity per control area. Group H is then subdivided H-1 through H-5 by the hazard — detonation, deflagration, physical hazard, health hazard, or HPM fabrication — each with its own construction and separation requirements.
Child care: Group E or part of the primary occupancy?
Care of more than five children older than 2 1/2 years for fewer than 24 hours a day is classified as Group E. Five or fewer people receiving care is classified as part of the primary occupancy, and care of very young children on a 24-hour basis falls under the institutional groups instead.
Key occupant load factors from Table 1004.5
Business areas 150 gross, mercantile 60 gross, educational classroom 20 net, assembly without fixed seats 15 net unconcentrated (tables and chairs), 7 net concentrated (chairs only), and 5 net standing space. Using the concentrated factor where tables are present more than doubles the load you calculate.
Gross floor area vs. net floor area
A gross factor is applied to the whole floor area within the exterior walls, including corridors, closets, stairs, restrooms and interior wall thickness. A net factor is applied only to the actual occupied space, excluding those accessory areas. Applying the wrong one is the most common occupant load error.
Posting the occupant load
Every room or space that is an assembly occupancy must have its occupant load posted in a conspicuous place near the main exit or exit access doorway, on an approved, legible, permanent sign maintained by the owner. The posted number is tied to the approved seating configuration, so a room rearranged for a different layout needs the load for that configuration.
When is panic hardware required on an exit door?
Doors serving a room or space with an occupant load of 50 or more in a Group A or E occupancy, and doors serving Group H occupancies, must not have any latch or lock other than panic or fire exit hardware. Deadbolts and thumb-turns on those doors are an immediate life-safety violation.
Sprinkler triggers for a Group A-2 restaurant or bar
Sprinklers are required throughout stories with a Group A-2 occupancy where the fire area exceeds 5,000 square feet, the fire area has an occupant load of 100 or more, or the fire area is on a floor other than a level of exit discharge. Any one of the three triggers is enough on its own.
Why is a change of occupancy an inspection trigger?
The space must meet the requirements for the new occupancy, not the old one. Converting a Group B office into an A-2 restaurant can newly require sprinklers, a different occupant load and egress capacity, panic hardware, and hood suppression — none of which the prior tenant needed.
Control area
A space within a building where hazardous materials may be stored, dispensed, used or handled, bounded by fire-resistance-rated construction. Maximum allowable quantities apply per control area, so a facility can legally hold more total material by using multiple compliant control areas instead of one.
The two 100 percent increases to maximum allowable quantities
MAQs may be increased 100 percent where the building is equipped throughout with an approved automatic sprinkler system, and 100 percent where the material is kept in approved storage cabinets. Where both conditions are met the increases apply cumulatively, so verify sprinkler coverage and cabinet listings before accepting a quantity claim.
Flammable vs. combustible liquid classes
Flammable liquids flash below 100°F: Class IA flash below 73°F with boiling point below 100°F, IB flash below 73°F with boiling point at or above 100°F, IC flash at or above 73°F and below 100°F. Combustible liquids flash at or above 100°F: Class II to below 140°F, IIIA to below 200°F, IIIB at or above 200°F.
Hot work fire watch and clearance
Combustibles are moved or protected within the hot work area, a fire extinguisher with a minimum 2-A:20-B:C rating is kept within 30 feet, and the fire watch continues for not less than 30 minutes after the work ends. The fire code official or the responsible hot work manager can extend the watch based on the hazard.
When does storage become high-piled combustible storage?
When the top of storage in piles, on pallets, in racks or on shelves is greater than 12 feet — or greater than 6 feet for high-hazard commodities such as rubber tires, Group A plastics, flammable liquids and idle pallets. An operational permit is required for more than 500 square feet of high-piled storage, including aisles.
Interior finish classes A, B and C
Tested to ASTM E84, Class A has a flame spread index of 0-25, Class B 26-75, and Class C 76-200. All three share the same smoke-developed limit of 0-450, so a material with an excellent flame spread index still fails if its smoke-developed index exceeds 450.
Decorative materials and vegetation
In the occupancies the IFC lists — assembly, educational, institutional, hotels and dormitories among them — decorative materials must be noncombustible, inherently flame resistant, or treated and maintained flame resistant, demonstrated by testing to the referenced standard. Ask for the flame-resistance certificate; an untreated fabric backdrop is a citation.
Fuel load (fire load)
The total heat energy of the combustible contents and finishes in a space. An inspector cannot change the building's construction, but enforcing housekeeping, storage limits, aisle clearance and finish classification directly lowers fuel load — which is what determines how fast a fire grows toward flashover before suppression arrives.

How many questions are on the ICC Fire Inspector I exam?
The ICC exam 66 content outline states the Fire Inspector I exam has 60 multiple-choice questions with a 2-hour limit and is open book. The outline weights four content areas: General Inspection Administration 18 percent, General Provisions for Fire Safety 47 percent, Occupancies 17 percent, and Regulated Materials and Processes 17 percent.
What score do I need to pass the ICC Fire Inspector I exam?
ICC certification exams require a scaled score of 75. ICC's own Myths vs. Facts article states plainly that 75 is not a percentage and is not the number or percentage of questions answered correctly — it is the passing point on the ICC standardized scale, set by subject-matter experts and adjusted for form difficulty. Candidates who pass see a Pass notification with no numeric score; candidates who fail receive a report showing performance by content area.
Which code edition does ICC exam 66 use?
ICC's Current Certification Exams list for national exams, last updated 01/12/2026, offers Fire Inspector I (exam 66) in both the 2021 and 2024 code editions. You choose the edition when you register, and the references you bring must match the edition of the exam you sit. The exam references the International Fire Code and the International Building Code, plus IFSTA's Fire Inspection and Code Enforcement for procedural material that is not in the codes.
Does ICC publish a pass rate for the Fire Inspector I exam?
No. The International Code Council does not publish pass rates for individual certification exams, including exam 66. Any percentage you see quoted on a prep site is an estimate, not an ICC statistic. ICC does publish that scores are scaled and that the passing standard is set with the Angoff method by expert panels.
How soon can I retake the ICC Fire Inspector I exam if I fail?
ICC's support portal states that for certification exams you have six exam attempts within a six-month period, and after those attempts you must wait six months from your initial attempt before registering again. You pay the exam fee at every attempt. ICC's after-exam guidance advises using the failing score report's content-area percentages to target your review before you retest.
