Frequently Asked Questions

How many exams do I need to pass for ICC CBO certification?

Three separate modules: Legal (MG, 75 questions), Management (MM, 75 questions), and Building Codes and Standards (BC, 80 questions), for 230 questions total. Each module is scored independently, and you must earn a scaled score of at least 75 on each one. All three must be passed within 18 months of your first CBO exam attempt.

Is there a mandatory waiting period before I can retake a failed ICC CBO module?

No. ICC's National Certification exams, which include the CBO modules, do not require a mandatory waiting period between individual attempts, unlike ICC's contractor/trades exams, which require a 10-day wait. You get six attempts within a six-month period; only after using all six attempts must you wait six months from your first attempt before registering again.

Are the ICC CBO exams open-book?

Yes, all three modules are open-book. Approved references include the IBC, IFC, IEBC, IPMC, IRC, Legal Aspects of Code Administration, Building Department Administration, A Budgeting Guide for Local Government, and Human Resources Management for Public & Nonprofit Organizations. You may tab and highlight your references but cannot insert loose papers.

Does ICC publish an official pass rate for the CBO modules?

No, ICC does not publish official pass rates for the CBO exams. Industry estimates from prep providers suggest roughly 50-65% first-attempt pass rates per module, but treat these as unofficial estimates rather than ICC-published data.

What happens if I pass one or two CBO modules but run out of time on the third?

All three modules must be passed within 18 months of your very first CBO exam attempt. If you do not complete all three within that window, your earliest passed module expires and you must retake it. This is why ICC recommends not scheduling your first module until you are prepared to sit for all three within 18 months.
