1.2 Candidate Eligibility, Blue Card (Mavi Kart), Dual Citizenship & Registration

Key Takeaways

  • Candidates must be high-school seniors or graduates and satisfy the current citizenship and schooling conditions.

  • Foreign nationals educated in Türkiye generally use YKS from 2026, subject to the specifically named embassy/MOBİS and government-project exceptions.

  • The newer Turkish guide includes a 2026–2027 provision for Blue Card holders registered in high-school preparatory classes as of 2021–2022.

  • 2026 fees depend on the test-centre country list: 1,100–3,500 TRY for TR-YÖS/1 and 1,150–3,700 TRY for TR-YÖS/2.

  • Arrive an hour early; building entry closes 15 minutes before the relevant start, and a printed entry document plus accepted original photo ID is required.

Candidate Eligibility, Blue Card Rules and Registration

Eligibility combines educational status, citizenship history and where secondary schooling took place. The current Turkish 2026-TR-YÖS/2 guide, including its later Blue Card provision, is the applicable source for this section. It requires applicants to be in their final year of high school or to have graduated. A foreign passport, Blue Card or test score alone is not sufficient evidence of eligibility.

The guide's rules concern both examination entry and the international admission route. Check them before registering, then check your target university's documentation requirements. Keep separate records for citizenship at birth, later citizenship changes, each secondary-school institution and the country where you were physically studying. The word entirety refers to the complete secondary-school course; it does not mean a universal four-year duration for every country's system.

Current Candidate Categories

CategorySchooling condition in the current Turkish guide
Foreign nationalsMust not have studied in or graduated from secondary institutions in Türkiye, subject to the stated exceptions below
Turkish citizens by birth who lost citizenship with Ministry of Interior renunciation permission, including documented Blue Card holdersMust not have studied in or graduated from secondary institutions in Türkiye or the TRNC, subject to the limited Blue Card provision below
Former foreign nationals who later acquired Turkish citizenship, including dual citizens in that situationMust not have studied in or graduated from secondary institutions in Türkiye or the TRNC
Turkish citizensMust have completed all secondary schooling in a foreign country other than the TRNC; this includes qualifying MEB Turkish schools abroad
TRNC citizensMust not have studied in or graduated from high schools in Türkiye or Turkish-curriculum high schools in the TRNC; the guide refers to GCE AL, TR-YÖS or criteria in YÖK-approved institutional admission directives

For foreign nationals, the Türkiye-schooling restriction has expressly listed exceptions: those who completed the entirety of secondary schooling at embassy schools or international private institutions in the MOBİS system, and those brought to Türkiye under a Ministry of National Education or YÖK project. Do not extend these foreign-national exceptions to every Turkish citizen or every international school.

For Blue Card holders, the newer Turkish text includes a provision limited to 2026 and 2027 for those who registered in a high-school preparatory class as of the 2021–2022 academic year, taking the maximum preparatory period into account. This is a specific transition provision, not unrestricted eligibility for every Blue Card holder educated in Türkiye. The earlier English PDF omits this later clause. Use the current Turkish text and obtain a case-specific determination where the provision affects you.

Section 1.6 states that, from 2026, TRNC citizens, former Turkish citizens/Blue Card holders and foreign nationals registered in or graduated from secondary institutions in Türkiye generally enter higher education in Türkiye and the TRNC through YKS, with the named foreign-national exceptions. Read this together with Section 1.4 and its transition provision. Do not assume an older admissions matrix remains valid.

Apply the Rules to Concrete Cases

A Turkish citizen who completed part of high school in Türkiye and then transferred abroad has not completed the entirety abroad. Merely graduating abroad does not repair the earlier schooling condition. By contrast, a Turkish citizen who completed all secondary schooling at a MEB school in a qualifying foreign country falls within the category described in the guide, subject to the actual records.

A foreign national attending an ordinary Turkish high school cannot rely on the statement “all foreigners qualify.” A foreign national who completed all secondary schooling at an institution in the named MOBİS category must document that exception. A Blue Card holder should identify the schooling rule and, if relevant, the precise preparatory-class transition provision. The status categories have different conditions and should not be merged into a single yes/no row.

The guide also discusses graduates of MEB's overseas Open Education High School program who can document their presence in the relevant country during the corresponding high-school years. This is not a blanket approval of online schooling while residing in Türkiye. Keep the required residence and educational evidence together.

Registration Through ÖSYM

Use TR-YÖS Candidate Transactions and the current application guide. Procedures differ for holders of a Turkish ID, Foreigner ID or TR-YÖS number and for candidates who need to obtain a number. The guide describes individual online applications, application centres, and the TR-YÖS mobile application for relevant photograph/document procedures. Follow the route applicable to your existing identity and photograph records; avoid creating a duplicate candidate identity.

A valid photograph includes a Turkish ID photograph or an accepted photograph taken through an application centre within the stated 50-month period. That rule does not mean any self-uploaded picture taken 50 months ago is automatically accepted. Confirm that your record contains an accepted photograph and correct name and identity information before submitting.

The application provides five examination-centre preference fields, with at least one preference in Türkiye required. The fee is tied to the first preference. Once payment is made, the first centre preference cannot be changed; other preferences can be changed during the application period, including late application days. Language changes are also confined to the application period. After the window ends, centre changes cannot be made. ÖSYM may cancel or reassign centres under the guide's rules, so the final entry document determines your assigned location.

2026 Fees and Deadlines

The following are historical 2026 sitting fees, not a quote for a future examination. The group labels here are shorthand for the country lists in each guide. Countries can change between sittings, so check the full list rather than using nationality or a regional guess.

Fee listExamples present in both 2026 listsTR-YÖS/1TR-YÖS/2
Highest listed feeTürkiye, TRNC, Germany, USA, Azerbaijan, Russia, Malaysia3,500 TRY3,700 TRY
Middle listed feeAlgeria, Indonesia, Kazakhstan, Pakistan, Syria, Tunisia1,500 TRY1,650 TRY
Lowest listed feeAfghanistan, Bangladesh, Ghana, Nigeria, Senegal, Sudan1,100 TRY1,150 TRY

Pay by credit/debit card through the PAYMENTS link under e-Transactions on ÖSYM's official site. The guide describes conversion of USD/EUR payments using the Central Bank rate; it does not justify inventing a particular buying-rate convention or a list of participating banks. Entering application data without paying by the deadline leaves the application incomplete and invalid.

For TR-YÖS/2, the guide lists regular applications from 9 July to 3 August, payment through 4 August, and late applications from 7 to 11 August 2026. ÖSYM’s 3 August announcement extended application and fee payment through 11 August 2026. This later notice overrides the earlier regular deadline. These windows have closed. The current Turkish text does not publish a 50% late surcharge; the older English text says “with an increase” without supplying that percentage. Follow the applicable notice and payment system rather than assuming a surcharge. Examination fees are generally not refundable or transferable in the circumstances listed by the guide.

Examination-Day Documents and Conduct

Arrive at least one hour before the start. Entry to the building closes 15 minutes before the relevant scheduled start. For the usual TR-YÖS/2 schedule the exam begins at 11:15 Türkiye time and building entry ends at 11:00. Specified overseas centres use other local start times; consult your entry document and the guide's centre schedule instead of applying Türkiye time everywhere.

Bring a printed Sınava Giriş Belgesi showing your photograph and an original accepted photo identity document. The guide accepts an unexpired photo passport and lists other accepted documents, including national photo IDs, qualifying Pink/Blue Cards and specified protection/temporary identity documents. Use its exact list; a generic residence permit is not a substitute for a listed document. Entry documents may be printed in colour or black and white and must not carry additional writing or markings.

Personal calculators, phones, watches and stationery are prohibited. ÖSYM supplies pencils, eraser, sharpener and tissues. A transparent plastic water bottle is permitted. The prohibited-item list has specific exceptions, so check it for clothing, keys and approved medical items rather than assuming every metal component is banned. Section 6 describes accommodation applications; requests are assessed against the documented condition and do not automatically confer extra time.

Check the booklet and answer sheet, fill required identity fields, and write and code the question booklet number on the answer sheet. The invigilator transfers the booklet's QR label to the attendance list. The candidate remains responsible for correct booklet-number coding; this is not simply a booklet-type letter. Follow instructions and complete all answer-sheet entries before time ends.

Takeaways and Sources

  • Read current citizenship and schooling conditions together; retain supporting records.
  • Check the first centre preference before payment and confirm payment completion.
  • Use the assigned centre's actual entry deadline and accepted identity list.

Checked 13 October 2026 against the current Turkish 2026-/2 guide and 2026-/1 guide, and ÖSYM’s extension notice.
