DEQ Renewal Details
- One CEU set for two certificates. An operator holding both a collection and a treatment certificate needs only 2.0 CEUs to renew both. They renew one certificate in YDO and pay a single fee (OAR 340-049-0040(1)(c)).
- What counts. Courses must be approved by OESAC as wastewater topics, shown as "ww CEUs" in the council's course list, or be college courses pre-approved by DEQ. Professional Development Hours (PDHs) are not CEUs.
- No reuse or rollover. A CEU document may be used only once and only within the two-year period. There is no carryover of excess credit.
- Credit opportunities. Passing a wastewater exam to upgrade or add a second certificate earns 2.0 CEUs if it falls in your cycle. Training an Operator-in-Training earns up to 1.0 CEU. Career-outreach activity can be credited through OESAC course 6188.
- Timing. DEQ sends back renewals filed earlier than three months before expiration. After expiration, a system supervisor may not supervise on an expired certificate. DEQ may extend the expiration by up to 30 days, after which the certificate is invalid.
- Reinstatement. Within one year of expiration, file the renewal with proof of CEUs, the reinstatement fee and the renewal fee. While a certificate sits in that reinstatement year, DEQ will not process a new certificate of the same type, including an upgrade.
OHA Renewal Details
- CEU categories. OAR 333-061-0260 accepts specialized operator training in technical, managerial and financial capacity. Two college credits in engineering, chemistry, water or wastewater technology, or allied sciences also satisfy the requirement. Credit for the same course is granted only once per two-year period.
- OESAC. The Oregon Environmental Services Advisory Council reviews conferences and classes and assigns CEUs. OHA encourages operators to pick OESAC pre-approved training, or to send the course description to OHA before attending; training that fails Oregon's CEU standard earns nothing.
- New operators. An operator certified during the current year does not complete the CEU affidavit at the first renewal.
- Expired means off duty. An operator who misses the expiration date may not be in Direct Responsible Charge until renewed.
