1.5 Permits, Inspections, Structural Integrity & Job Estimating

The very first subject area in the PSI content outline is General Knowledge, worth 4 scored items, and it is the one candidates most often skip. Its three sub-topics — permits and inspections, preservation of structural integrity, and needs analysis and estimate — are not calculation topics and are not concentrated in a single NEC article, so they are easy to leave un-studied and easy to lose outright.


1. Permits and Inspections: Who Has Authority Over Your Work

The NEC does not enforce itself. NEC 90.4 states that the Code is intended to be suitable for mandatory application by governmental bodies exercising legal jurisdiction over electrical installations, and it gives the authority having jurisdiction (AHJ) four specific powers:

NEC 90.4 also says that where the Code requires new products, constructions, or materials that may not yet be available at adoption, the AHJ may permit the use of the products and methods that complied with the previous edition adopted by that jurisdiction.

The Oklahoma permitting chain

In Oklahoma the enforcement chain runs through three levels, and the exam expects you to keep them straight:

  1. OUBCC adopts the code. Under 59 O.S. § 1000.23, the Oklahoma Uniform Building Code Commission adopts the NEC as the statewide minimum code for commercial electrical construction. OAC 158:40-1-4 makes those adopted codes the standard of installation for CIB enforcement purposes.
  2. Municipalities inspect the work. Under 59 O.S. § 1693, cities and towns may establish electrical inspection departments, appoint inspectors, require state-licensed contractors to register locally before pulling permits, and charge a reasonable registration fee — but they may not re-test a state-licensed electrician’s trade competency.
  3. The CIB licenses and disciplines the people. The Board does not perform routine field inspections; it acts on complaints, unlicensed activity, and violations referred to the Electrical Hearing Board.

Permits are pulled by the licensed electrical contractor performing the work, not by the journeyman and not by the property owner acting as a pass-through for an unlicensed installer. Oklahoma also recognizes an annual permit for maintenance work: OAC 748:20-10-3(c) adopts a modified Annex H 80.19(D), letting a building official issue one yearly permit representing a group of individual permits for alterations to already-approved installations, provided the permit holder keeps a detailed record of alterations and files it with the building official at the end of the term.

Inspection sequence

A typical commercial job is inspected at four points, and the sequencing rule that gets tested is that concealed work must be inspected before it is covered:

  • Temporary service / saw-service inspection — before construction power is energized.
  • Underground / slab inspection — before backfill or before the concrete pour, while conduit stub-ups, grounding electrodes, and under-slab raceways are still visible.
  • Rough-in inspection — after boxes, raceways, cables, and grounding are installed but before insulation, drywall, or fireproofing conceals them.
  • Final inspection — with devices, luminaires, panel directories, equipment labeling (including the 110.24 available fault-current marking) and grounding complete.

Covering concealed work before the rough-in inspection is the single most expensive scheduling mistake on a job, because the remedy is demolition of finished surfaces at the contractor’s cost.


2. Preservation of Structural Integrity

An electrician who bores and notches carelessly can turn a code-compliant building into a structurally deficient one. Two rule sets govern this: the NEC protects the conductor, and the building code protects the member.

Building-code limits on the member itself

The NEC never authorizes a hole the structure cannot take. The residential code limits are the ones most often quoted on trade exams:

  • Bearing-wall studs: bored holes limited to 40% of the stud width; notches limited to 25% of the width.
  • Nonbearing studs: bored holes limited to 60% of the width; notches limited to 40%.
  • Joists and rafters: bored holes limited to one-third of the member depth and kept at least 2 in. from the top and bottom edges; notches limited to one-sixth of the depth, never in the middle third of the span, and end notches limited to one-fourth of the depth.
  • Engineered lumber (I-joists, LVL, trusses) may be drilled only per the manufacturer’s hole chart. Truss chords and webs are never to be cut. Where a member is over-bored, the remedy is a licensed design professional’s repair detail, not a bigger nail plate.

Fire-resistance-rated assemblies bring a second obligation: NEC 300.21 requires that penetrations of fire-rated walls, floors, and ceilings be firestopped using approved methods so the fire-resistance rating is maintained.


3. Needs Analysis and Estimate

A "needs analysis" is the front-end scoping conversation and site survey: what loads exist, what the customer intends to add, whether the existing service and available fault current can carry it, and what the code will require that the customer has not asked for (GFCI/AFCI upgrades, working space, disconnects, grounding electrode upgrades).

The estimate that follows is a repeatable five-step arithmetic:

  1. Quantity takeoff. Count every device, box, luminaire, and fitting; measure every raceway and cable run with an allowance for waste (commonly 5–10%).
  2. Material pricing. Extend each quantity by unit cost. Copper and aluminum are volatile, so material quotes are typically held for a limited period.
  3. Labor units. Each item carries a published labor unit — hours to install one unit under normal conditions. Multiply quantity × labor unit to get raw labor hours, then apply a difficulty/conditions factor (high ceilings, occupied buildings, night work, congested ceiling space) that can exceed 1.5.
  4. Direct job expenses. Permits and inspection fees, lifts and trenchers, temporary power, testing, engineering, and as-builts.
  5. Overhead and profit. Fixed overhead is recovered as a percentage of cost; profit is added on top of the loaded cost.

Worked example. A takeoff shows 240 receptacle outlets at a labor unit of 0.45 hours each. Raw labor is 240 × 0.45 = 108 hours. The work is in an occupied hospital wing requiring a 1.35 conditions factor: 108 × 1.35 = 145.8 hours. At a $62/hour loaded labor rate, labor is $9,040. If material for those outlets is $7,100, direct cost is $16,140; at 18% overhead and 10% profit the sell price is $16,140 × 1.18 × 1.10 ≈ $20,950.

Two traps live in that arithmetic. First, the conditions factor, not the labor unit, is where estimates go wrong — the published unit assumes open, unoccupied, ground-level work. Second, change orders must be priced and signed before the work is performed; unpriced extras are the most common source of unrecoverable cost on a licensed contractor’s job.
