1. Article 515 — Bulk Storage Plants

A bulk storage plant is a facility where flammable liquids are received by tank vessel, pipeline, tank car, or tank vehicle and are stored or blended in bulk for distribution. The scale is the distinguishing feature: a service station dispenses into vehicles, and a bulk plant fills the trucks that fill the service stations.

Classification (515.3 and Table 515.3)

Table 515.3 does the classification work by listing each physical location and the classified extent around it. The pattern to internalize is that the classified envelope shrinks as the vapor source becomes more enclosed and better ventilated:

  • Inside a building or enclosure containing flammable liquid transfer — generally Class I, Division 1 in the immediate area of the transfer, with Division 2 extending outward and upward.
  • Around a vent discharging Class I liquids — a Division 1 sphere immediately at the vent opening, surrounded by a larger Division 2 sphere.
  • At an outdoor loading or unloading rackDivision 1 within a defined radius of the fill connection, Division 2 beyond it and to a defined height above grade.

The reason for the last-2-feet rule is mechanical: the transition point at grade is where a vehicle strike, a shovel, or frost heave will find the raceway, and it is where an unbonded nonmetallic run would otherwise leave the equipment grounding path dependent on a single conductor with no raceway backup.

Sealing, grounding, and equipment

  • Seals are required per Article 501 wherever a raceway leaves a Division 1 or Division 2 area, and at the boundary of the classified location.
  • Grounding and bonding must comply with Article 250 Part V and with the requirements for classified locations — the equipment grounding path may not rely on locknut-and-bushing contact alone.
  • Above the classified area, ordinary wiring methods may be used, but the raceway entering the classified area from above still requires a boundary seal.
  • Static electricity control — bonding and grounding of tank vehicles and fill piping during transfer — is a fire-code requirement that the electrician installs and the inspector verifies.

2. Article 516 — Spray Application, Dipping, Coating, and Printing Processes

Article 516 applies where flammable or combustible materials are atomized, applied, dipped, or coated, plus the printing processes that use flammable inks and solvents. The hazard is compound: flammable vapor and combustible residue (overspray), which is why the article restricts equipment even outside the classified space.

Two structural points follow. First, the 3-foot envelope measures from the opening, not from the sprayed part — a booth with a 10-foot-wide open face projects a Division 2 zone 3 feet out across that whole face. Second, adequate ventilation is what keeps the surrounding room unclassified; when the exhaust fan is interlocked out of service, the classification assumptions behind the whole installation fail, which is why 516.10 requires the spray application equipment to be interlocked with the ventilating system.

Wiring inside and outside the classified space

  • Inside Class I, Division 1 portions: wiring and equipment must comply with Article 501 for Division 1 — threaded rigid metal conduit or threaded steel IMC, explosionproof or purged equipment, and seals.

  • Above and adjacent to the classified area but not within it: Article 516 still restricts the wiring. Wiring in those spaces must be in rigid metal conduit, intermediate metal conduit, electrical metallic tubing, or Type MI cable, or in metal boxes or fittings containing no taps, splices, or terminal connections. The reason is overspray residue: a combustible film accumulates on everything above and near a spray area, and an arcing splice inside an ordinary box in that residue is an ignition source even though the vapor concentration there is below classification.
  • Luminaires used to illuminate a spray area through a panel must be listed for the purpose, separated from the spray area by a fixed, sealed glass panel, and arranged so the lamp can be serviced from outside the classified space.
  • Portable electric lamps and equipment may not be used in a spray area during spraying operations except where specifically approved and listed for the location.

Electrostatic equipment

Electrostatic spraying and detearing equipment concentrates high voltage in the presence of atomized solvent, so Article 516 imposes additional controls: the high-voltage equipment must be listed for the purpose, all conductive objects in the spray area (including the parts being coated and the conveyor) must be grounded, automatic means must de-energize the high-voltage supply on loss of ventilation or on failure of the conveyor, and safe distances must be maintained between the electrodes and the grounded work.
