8.1 Swimming Pools, Fountains & Similar Installations

Domain 07 / 0701 (4% of exam): Inspect electric wiring and equipment for swimming pools, spas, indoor decorative fountains, and similar installations for correct type, use, bonding, and installation. All references are to NEC Article 680 (2023) unless noted.

Scope and Organization of Article 680

Article 680 covers the construction and installation of electrical equipment and wiring for swimming pools, fountains, spas, hot tubs, hydromassage bathtubs, and similar installations (680.1). The article is organized into eight parts:

  • Part I — General: applies to all installations covered by the article — GFCI and special-purpose GFCI, listing, grounding and bonding, overhead conductor clearances, water heaters, underground wiring, equipment rooms and pits, maintenance disconnects, and corrosive environments.
  • Part II — Permanently Installed Pools.
  • Part III — Storable Pools, Storable Spas, and Storable Hot Tubs.
  • Part IV — Spas, Hot Tubs, and Permanently Installed Immersion Pools.
  • Part V — Fountains.
  • Part VI — Pools and Tubs for Therapeutic Use.
  • Part VII — Hydromassage Bathtubs.
  • Part VIII — Electrically Powered Pool Lifts.

The 2023 NEC relocated the Article 680 definitions into Article 100, where each carries a scope indicator showing it applies within Article 680. Do not look for a definitions section at 680.2 in a 2023 codebook.

  • Pool: A structure intended for swimming, bathing, or wading.
  • Permanently Installed Pool: Constructed in the ground or in a building and capable of holding water in excess of 42 in. deep, or operated with a water recirculation system.
  • Storable Pool: Holds water to a maximum depth of 42 in., or has nonmetallic molded walls and is intended for seasonal use.
  • Spa / Hot Tub: A hydromassage pool intended for continuous human immersion.
  • Fountain: A decorative water feature, either in-grade or above-grade.
  • No-Niche Luminaire: An underwater luminaire not installed in a forming shell.
  • Wet-Niche Luminaire: A luminaire intended to be installed in a forming shell immersed in water.
  • Dry-Niche Luminaire: A luminaire installed behind a transparent window in the pool wall.

Electric Pool Water Heaters (680.10)

Electric pool water heaters must have their heating elements subdivided into loads not exceeding 48 A each and protected at not more than 60 A. The ampacity of the branch-circuit conductors and the rating of the overcurrent devices must be not less than 125% of the total nameplate-rated load — the heater is a continuous load.

Overhead Conductor Clearances (680.9)

A pool, outdoor spa or hot tub, fountain, diving structure, observation stand, tower, or platform may not be placed within the clearances of Table 680.9(A), measured from the maximum water level. Read the table by two things: the row (what you are measuring to) and the column (what kind of conductor it is).

The 22.5 ft figure most candidates memorize belongs specifically to the 0–750 V insulated cable on a grounded messenger column; an ordinary open-wire supply drop in the same location takes 25 ft. Separately, communications, radio, and television coaxial cables are permitted at not less than 10 ft above pools, diving structures, and observation stands. Note that this rule prohibits installing a pool under an existing drop that does not meet the clearance; it does not govern the utility's own service-drop installation, which is outside the Code under 90.2.

Underground Wiring (680.11)

Underground wiring is not permitted under the pool or within the area extending 5 ft horizontally from the inside wall of the pool, unless the wiring is necessary to supply pool equipment permitted by Article 680. Where wiring must be routed within that zone, it must be installed in rigid metal conduit, intermediate metal conduit, rigid polyvinyl chloride conduit, reinforced thermosetting resin conduit, or Type MC cable listed for the location (sunlight-resistant or listed for direct burial), with the minimum cover depths of Table 300.5.

Equipment Rooms, Pits, and Disconnects (680.12, 680.13)

680.12 requires electrical equipment installed in a room or pit serving a pool to be provided with drainage that prevents water accumulation during normal operation or filter maintenance. 680.13 requires a maintenance disconnecting means for utilization equipment other than a pump motor on a storable pool: it must be readily accessible, within sight from the equipment, and located at least 5 ft horizontally from the inside walls of the pool, spa, or hot tub (unless separated by a permanently installed barrier). That 5 ft setback keeps a person from standing in the water while operating the disconnect.

Equipotential Bonding (680.26)

The most-tested provision of Article 680 is the equipotential bonding grid required by 680.26. The grid eliminates voltage gradients in and around the pool by connecting all conductive components. Bonded parts include:

  1. Pool shell reinforcing steel / structural steel / stressed concrete shell.
  2. Perimeter surfaces — the paved or unpaved walking surface extending 3 ft horizontally from the inside pool wall, bonded by structural reinforcing steel or by a solid copper conductor not smaller than 8 AWG following the contour of the perimeter surface, 18 to 24 in. from the inside wall and 4 to 6 in. below the subgrade, connected to the pool reinforcing steel at a minimum of four points uniformly spaced around the perimeter.
  3. All metal fittings — ladders, handrails, diving board supports.
  4. Underwater luminaire forming shells (680.23).
  5. Pump motors and electric water heaters.
  6. Metal parts of electrically operated pool covers.
  7. Fixed metal parts within 5 ft horizontally and 12 ft vertically of the maximum water level, and not separated by a permanent barrier.

The equipotential bonding conductor is a solid copper conductor not smaller than 8 AWG, and aluminum is not permitted for this purpose. Two points the exam presses on: this bonding conductor is not required to be extended or attached to any remote panelboard, service equipment, or electrode — it is a local equalizing grid, not a grounding conductor; and it is required regardless of whether the pool has any electrical equipment at all.

Underwater Luminaires and Forming Shells (680.20, 680.23)

Underwater pool luminaires fall into three categories (680.20):

  • Wet-niche: mounted in a forming shell immersed in pool water.
  • Dry-niche: mounted behind a transparent window in the pool wall.
  • No-niche: attached directly to the pool wall without a forming shell.

Forming shells (680.23(B)) must be listed and constructed of brass or other approved corrosion-resistant metal, or of a listed nonmetallic material, and must be bonded and grounded. Transformers and power supplies supplying underwater luminaires must be listed for the purpose with an isolated secondary winding and a grounded metal barrier between primary and secondary (680.23(A)(2)). GFCI protection is required for luminaires operating above the low-voltage contact limit; a luminaire supplied at or below that limit from a listed transformer or power supply is not required to be GFCI-protected. Wet-niche luminaires must also be installed so the top of the lens is at least 18 in. below the normal water level (680.23(A)(5)), so a lens failure does not expose a swimmer at the surface.

Junction Boxes (680.24)

A junction box connected to a conduit that extends directly to an underwater luminaire forming shell must be listed as a swimming-pool junction box, provided with threaded entries or hubs, be of copper, brass, suitable plastic, or other approved corrosion-resistant material, and be located not less than 4 in. above ground level or the pool deck, not less than 8 in. above the maximum pool water level, and not less than 4 ft from the inside wall of the pool unless separated by a solid fence, wall, or other permanent barrier.

Receptacles, Pool Pumps, and GFCI (680.22, 680.30)

  • Receptacles for a pool pump motor must be located at least 6 ft from the inside wall of the pool and must be GFCI-protected; a single receptacle for that motor may be a locking, grounding-type receptacle.
  • Other receptacles must be at least 6 ft from the inside wall of the pool.
  • For a dwelling-unit pool, at least one 125 V, 15 A or 20 A general-purpose receptacle must be located not less than 6 ft and not more than 20 ft from the inside wall of the pool, not more than 6.5 ft above the floor or deck.
  • All 15 A and 20 A, 125 V through 250 V receptacles located within 20 ft of the inside walls of a pool, outdoor spa, or hot tub must be GFCI-protected; the 20 ft distance is measured as the shortest path a supply cord would follow without piercing a wall, ceiling, or floor.
  • Outlets supplying pool pump motors from branch circuits rated 15 or 20 A, 120 V through 240 V, single phase, whether by receptacle or direct connection, must be GFCI-protected.

Spas and Hot Tubs (Part IV, 680.40–680.44)

Spas and hot tubs follow Part IV. Key rules:

  • An indoor spa or hot tub requires at least one 125 V, 15 or 20 A receptacle located not less than 6 ft and not more than 10 ft from the inside wall, and all 125 V through 250 V, 15 and 20 A receptacles within 20 ft must be GFCI-protected (680.43(A)).
  • Emergency shutoff (680.41): for a nondwelling spa or hot tub, a clearly labeled emergency shutoff or control switch for the recirculation and jet pumps must be installed at least 5 ft away from but adjacent to and within sight of the spa or hot tub — a rule commercial inspectors enforce at hotels and health clubs.
  • Outdoor spas and hot tubs follow Part II unless the specific relaxations of 680.42 apply, including the allowance for listed self-contained units with integral GFCI protection.
  • Listed self-contained or packaged units with integral bonding of all metal parts do not require an external bonding grid for those parts.
  • 680.44 requires GFCI protection for the outlet supplying a self-contained spa or hot tub, with the listed exceptions.

Fountains (Part V, 680.50–680.57)

Part V applies to fountains, ornamental pools, display pools, and reflection pools. 680.51 requires GFCI protection for luminaires, submersible pumps, and other submersible equipment operating at more than the low-voltage contact limit, requires submersible luminaires to be installed with the top of the lens below the normal water level unless listed for above-water use, and requires a means to disconnect power to the fountain equipment. Submersible pumps and luminaires must be listed for fountain use and bonded per 680.54.

Electrically Operated Pool Covers (Part VIII)

The motor and controller of an electrically operated pool cover must be GFCI-protected, and the electric motor must be installed not less than 5 ft from the inside wall of the pool unless separated from the pool by a wall, cover, or other permanent barrier. The controller must be located where the operator has a clear view of the pool while operating the cover.
