Read the table by process first, then flow. A 3 MGD activated sludge plant is Class III (activated sludge, 5.0 or less). [!IMPORTANT] A 3-unit college course is worth eight educational points, not three. A single semester unit therefore prorates to about 2.67 points. A 36-hour approved training course is worth 3.6 points (36 hours / 10). [!TIP] Common misreading. The educational-point figures are path-specific, not grade-specific. Grade III is not "16 points" - it is 12 points on the Grade-II-operator path or 18 points on the general-experience path, and zero additional points on either degree path. What Counts as Full Time and Qualifying Experience (23 CCR 3671)
Full time normally means averaging 40 hours per week performing qualifying duties, and in no case may an operator be considered full time while spending fewer than 1,800 hours per year on qualifying duties. Used paid vacation or sick leave earned from qualifying work may be counted. Two exceptions allow fewer than 40 hours per week: an operator or provisional operator solely responsible for the plant, and an operator-in-training who is the plant's only operator-in-training. Below full time, experience accrues on a prorated basis.
Qualifying Experience Credit (23 CCR 3684)
An applicant with at least one year of full-time qualifying experience may receive additional credit:
- One-time one-year credit for 3,600+ hours operating a water treatment plant while holding a valid water treatment operator certificate, where 3,600+ of those hours involved two or more of coagulation, sedimentation, aeration, filtration, oxidation, and disinfection.
- One-time one-year credit for 3,600+ hours developing O&M, safety, or laboratory manuals; conducting operations, safety, or laboratory training; developing and evaluating process control strategies; or performing physical, chemical, and biological processes comparable to operator duties.
- An irrevocable election to substitute 16 educational points for one year of full-time qualifying experience credit. Points spent this way cannot also be used to satisfy the education column of the 3687 table.
Out-of-state, territorial, and tribal experience counts if the duties were comparable and the applicant held a comparable valid certificate at the time; evaluation is based on actual work performed, without respect to job title.
Operator-in-Training (OIT) Credentialing
An owner may employ or train an operator-in-training at any grade level, provided the OIT is under the direct supervision of an operator at the same or higher grade level and is performing duties at the grade level for which the OIT is certified (23 CCR 3682).
OIT Rules That Get Tested
- Term. OIT certificates are valid for three years (3682.2(d)). For Grades II through V, the OIT certificate expiration may not exceed the expiration of the applicant's passed examination results.
- Renewal. An OIT certificate may be renewed once for another three-year period if the OIT has passed an exam at that grade level or higher and those results have not expired. After the first renewal, it may be renewed repeatedly for additional three-year periods if the chief plant operator submits a written plan for the OIT to acquire the qualifying experience needed for full certification, with the chief plant operator's original signature verifying experience and duties.
- Issuance. The certificate is issued in the applicant's name but mailed to the chief plant operator at the plant where the OIT will train, and it names that plant on its face.
- Prohibited roles. An OIT may not be the chief plant operator, may not be the designated operator-in-charge (3680(a) requires an operator certificate at a grade level), and may never be assigned as a lone operator (3681(g)).

Exam Logistics
- A minimum of two examinations are given each year, with a final filing date 60 days before the scheduled examination (3701(a)). Wastewater exams are delivered through Prometric computer-based testing, but the 60-day filing period still applies - the earliest you can test is 60 days after the Board receives your application.
- Applications must include a high school diploma or equivalent, transcripts, report cards, course completion certificates, and any engineering registrations, plus the application and examination fees.
- Examination security (3701.1): government photo ID is required; dishonest conduct means confiscated materials, an ungraded exam, denial of the next scheduled exam, administrative civil liability, and disciplinary action. Copying or revealing exam questions can bar certification.

Operators holding two or more State Water Board certificates (water treatment, distribution, or wastewater) pay reduced fees per certificate: certification $95 / $125 / $170 / $190 / $190 by grade, and a $110 triennial renewal per certificate. Except for examination fees refundable under 3700(e), all fees are nonrefundable.
