About the Befähigungsprüfung Reisebüro Exam
The Befähigungsprüfung Reisebüro is the trade competence examination required in Austria to operate or legally manage a travel agency, a regulated trade under § 94 Z 56 of the Trade Code (Gewerbeordnung 1994) and a Zuverlässigkeitsgewerbe under § 95 GewO. Nothing for the first and second attempt. Since 1 January 2024 the Meisterprüfungsstellen charge no examination fee for first and second attempts at Austrian Meister- und Befähigungsprüfungen. Optional preparation is charged separately: the WIFI intensive course including the flight tariff subject costs about €3,420 in Innsbruck and about €3,900 in St. Pölten for 2026.
How does the Tour Operators Margin Scheme (§ 23 UStG) work in Austria?
Where a trader supplies a travel service in its own name using bought-in services from third parties (Reisevorleistungen), VAT is charged on the margin — the difference between what the customer pays and the cost of those bought-in services — rather than on the full price. The trader cannot deduct input VAT on the bought-in services, and the invoice must indicate that the special scheme for travel agents was applied. Since 1 January 2022 the scheme also applies to business customers, and the margin must be determined for each individual travel service rather than pooled across a return period.
What is the difference between the unrestricted and the ground-tourism licence?
Candidates who want the trade licence restricted to Bodentourismus do not have to sit the subject Tarifwesen aus dem Flugbereich within Modul 1 (§ 12 of the Prüfungsordnung). Sitting that subject as well qualifies the candidate for the unrestricted travel agency trade, which covers organising and selling air travel. Note that this is a subject within the written module, not a separate module of its own.
